A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA PROPOSING AMENDMENTS TO THE CHARTER OF
THE CITY OF SANTA ANA TO PROVIDE FOR DIVISION OF
THE CITY INTO SIX WARDS AND TO PROVIDE FOR DIRECT
AT-LARGE ELECTION OF A MAYOR AND TO REQUIRE ADOP-
TION OF SUCH ORDINANCES AS ARE NECESSARY TO IMPL~~
MENT THE AMENDMENTS EFFECTIVE WITH THE MUNICIPAL
ELECTION OF APRIL 1, 1975, WHICH CHARTER AMENDMENTS
AND HOUSING MEASURES ARE TO BE PROPOSED TO THE ELEC
TORS OF THE CITY OF SANTA ANA AT ITS SPECIAL MUNICIi
PAL ELECTION TO BE HELD NOVEMBER 5, 1974
WHEREAS, the City Council of the City of Santa Ana desires
to propose to the qualified electors of the City of Santa Ana
amendments to the Charter of the City of Santa Ana, to provide
that the City shall be divided into six councilmanic wards;
to provide for direct at-large election of a mayor who shall
also sit on the Council as a seventh voting member; to esta-
blish the qualifications, powers and duties of the office of
mayor; to authorize the City Council to set the mayor's com-
pensation in accordance with Charter provisions; to pro-
vide that the City Council shall make appropriations for the
mayor's office and annual budget; and to require adoption of
such ordinances as are necessary to implement the amendments
effective with the municipal election of April 1, 1975, and
WHEREAS, Ordinance NS-1217 calls for a Special municipal
election to be consolidated with the state-wide general elec-
tion to be held on November 5, 1974 and provides that at such
election a proposition shall be submitted to the voters concern-
ing low-rent housing for elderly low-income residents, and
WHEREAS, Resolution No. 74-116 provides that, in addition
to the aforementioned housing proposal, a further ballot measure
concerning amendments to the City Charter to provide for divi-
sion of the City into eight wards and for the direct election of
a mayor shall also be included on the November 5, 1974 ballot,
and
WHEREAS, the City Council has now determined that the pro-
posal relating to Charter amendments should call for the divi-
sion of the City into six rather than eight wards,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA
DOES HERE RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1: That the following proposal be placed on the
ballot of the November 5, 1974 special municipal election, to
be designated as Proposition D , and to appear on the ballot
as follows:
PROPOSITION D
CITY OF SANTA ANA LOW-RENT HOUSING PROPOSAL
FOR ELDERLY LOW-INCOME RESIDENTS.
Shall the Housing Authority of the City of
Santa Ana develop, construct, or acquire
in the City of Santa Ana, with federal : :
assistance and/or assistance from a State : YES :
public body, low-rent housing specifi- : :
cally designed for elderly low-income : :
residents. : NO :
This Proposition requires a majority vote.

SECTION 2: That the following proposal be placed on the
ballot of the November 5, 1974 special municipal election to
be designated as Proposition E and to appear on the ballot
as follows:
PROPOSITION E
CITY OF SANTA ANA - DIRECT ELECTION OF MAYOR AND DIVISION
OF CITY INTO SIX COUNCILMANIC WARDS PROPOSAL
Shall the charter of the City of Santa Ana be
amended to provide that the City shall be divi-
ded into six councilmanic wards; to provide
for direct at-large election of a mayor who
shall also sit on the council as a seventh
voting member; to establish the qualifications
powers and duties of the office of mayor; to :
authorize the city council to set the mayor's :

sions; to provide that the city council shall
