HomeMy WebLinkAbout74-130RESOLUTION NO. 74-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CREATING A COMPREHENSIVE MANPOWER PROGRAM FOR SANTA ANA RESIDENTS FUNDED AND GOVERNED BY TITLE I OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973. WHEREAS, Meny Santa Ana residents currently suffer the pains of high unemployment or underemployment and/or are economicelly disadvantaged; and WHEREAS, The City of Santa Ana is eligible for 27.02 percent of CETA, Title I funds for Orange County; and WHEREAS, The City of Santa Ana is a general purpose local government and is in the best position to identify needed manpower services in the City and ie best equipped to monitor the effectiveness of the delivery of services to its rssid@nts under such a program; and WHEREAS, Title I of the Comprehensive Employment and Training Act of 197~ allocates funds so that general purpose local governments may establish programs to provide comprehensive manpower services including the development and creation of job opportunities, and the training, education, and other services needed to enable individuals to secure and retain employment at their maximum capacity; NOW, THEREFORE, BE IT RESOLVED: That the City Council of the City of Santa Ana does hereby c~eate and initiate a Comprehensive Manpower Program for Santa Ana residents funded and governed by Title I of the Comprehensive Employment and Trainin9 Act of 1973 and that such p~ogram be submitted to the Orange County Manpower Commission and/or the U.S. Department of Labor for funding. BE IT FURTHER RESOLVED: That the Comprehensive Title I Manpower Program for the City of Santa Ana shall have the following components: 1. A City-operated Viet,~am Era veterans program, 2. A City-operated disadvantaged youth (in-school) program, A City-operated senior citizen split-job program, 4. Occupation training programs operated by Operation SER and Opportunities Industrialization Cente~ (OIC), 5. Institution and occupation training operated .by the Rancho Santiago College District, the Santa Ana Unified School District, and the Garden Grove Unified School District, 6. An on-the-job training program to be operated by the California State Department oflEmployment Development and coordinated by the Orange County Manpower Commission, 7. An out-of-school program for disadvantaged youth operated by the Neighborhood Youth Corps, and 8. A reserve set aside for a Summer Youth Employment Program for summer 1975.
