A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO
CHANGE THE CLASS TITLE OF POLICE CADET TO COMMUNITY
SERVICE OFFICER
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers
and employees of the City of Santa Ama; and
WHEREAS~ Section 1004~ Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare~ install and maintain a position classification
and pay plan subject to civil service rules and regulations and the approval of the
City Council; and
WHEREAS~ the City Council has from time to time amended said Resolution; and
WHEREAS, it is now desired to change the title of the Police Cadet class in
order to more accurately describe the community service aspects of its assigned duties
and responsibilities.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended~ is hereby further amended by changing the class title of Police Cadet to
Community Service Officer.
BE IT FURTHER RESOLVED: That this amendment shall take effect on the 20th day
of November, 1974.
PASSED AND ADOPTED by the City Council of the City of Santa Aha at its regular
meeting held on the 18th day of November , 1974.

Under general supervision, performs a variety of routine, non-hazardous crime pre-
vention and other law-enforcement work not requiring peace officer status.
.EXAMPLES OF DUTIES
Performs low risk surveillance duties and explores situations related to the
ission of crimes against property; contacts theft victims and i~mlediate neighbors
to solicit security inspections of property in order to identify security problems
or other conditions which advantage criminal activity.and to reco~m%end security
devices and other appropriate protective measures; makes spot-check security patrols
of properties at request of vacationing residents; participates in crime prevention
education activities, including writing brochures and conducting public presentations
for property owner and other community groups; participates in community relations
activities of the department; performs selected vehicle code enforcement work, such
as conducting abandoned auto investigations and impounding abandoned vehicles;
directs and controls crowds and traffic at accidents or special events; gathers
and analyzes data; prepares records and reports; and performs other related duties
as required.
DISTINGUISHING FEATURES OF THE CLASS
Positions in this class involve entry-level, non-sworn police support duties in the
field involving minimal hazard. Initial assignments are performed under close super-
vision, however, as skill and experience are gained, incumbents are expected to
assume more responsible, independent roles under only general supervision. Work' is
reviewed through observation, conferences, review of .records and reports and
evaluation of performance.
RECOMMENDED .MINIMUM QUALIFICATIONS
Education equivalent to graduation from high school and some experience in public
contact work or. any equivalent amount of training and experience which provides
the following knowledge, skills and abilities:
Some knowledge of the organization and functional responsibilities of a police depart-
ment and of the community services provided by other public and private agencies.
Ability to: acquire a working knowledge of various criminal an~ vehicle codes and
police report writing requirements; obtain information through interview and obser-
vation; analyze situations quickly and objectively; cope with emotionally tense
situations firmly, courteously and tactfully and to react quickly and calmly to
emergency situations; express ideas clearly and concisely orally and in writing;
keep records and prepare reports.
Special Requirements: Minimum age of 18 years; possession of a valid California
Drivers License; willingness to work any shift, rotating shifts, or irregular duty'
assignments; satisfactory record as a law-abiding citizen; a state of health con-
sistent with the ability to perform assigned duties; and interest in law-enforcement
work.
