HomeMy WebLinkAbout74-170RESOLUTION NO. 74-170 A RESOLUTIOI~ OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 ~ ACCOUNT NO. 109-134 OF THE 1974-75 ANNUAL BUDGET TO ADD THE CLASS TITLE OF ASSISTANT TO THE EXECUTIVE DIRECTOR-REDEVELOPMEI~T AGENCY WHEREAS, on Nove~er 3, 1958~ the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for employees of the City of Santa Ama; and WHEP. EAS, Section 1004, Article X of the City Charter of the City of Santa Aha requires the City M~nager to prepare, install and maintain a position classifica- tion and pay plan subject to civil service rules and ~egulations and the approval of the City Council; and W/tEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, it is now desired to establish a new position in the Conmmnity Redevelopment Agency and to add to the list of class titles contained in Resolution No. 58-281~ as amended, a~d to allocate salary and wage schedules thereto. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by adding, in proper alphabetical sequence, the following class title at the salary range specified on the designated effective dates as next thereto set out: SALARY RANGE NUMBER Class Title 11-20-74 7-1-75 Assistant to the Executive Director- Redevelopment Agency 367 382 BE IT FURTHER RESOLVED: That the 1974-75 Annual Budget of the City of Santa Ama be amended by adding one position of Assistant to the Executive Director-Redevelop- ment Agency to Account No. 109-134, Community Redevelopment Agency. BE IT FURTHER RESOLVED: That these amendments shall take effect on the 20th day of Noven~0er, 1974. EXA. MPLES OF DUTIES Confers with, advises, and develops recommendations for the Redevelopment Agency on policies and activities concerning the planning, development, promotion and operations of community rehabilitation and redevelopment projects; assists in implementing approved plans, ensuring adherence to requirements of federal and state laws governing urban renewal and development; assists in organizing and supervising the work of the Agency staff; assists in coordinating plans and acti- vities with City officials and various other local agencies having jurisdictional relationships with specific projects; assists in planning and organizing and participates in a program of informing the public and obtaining its support of' renewal programs; mee~s with potential investors and compiles, analyzes, interprets, and evaluat~technical data used in the planning and development of programs and projects;'prepares comprehensive technical reports; assists in preparing annual budget recommendations for the Agency; works with Project Area Committees, neighborhood councils and similar citizen participation groups; and performs other related duties as required. DISTINGUISHING FEATURE OF THE CLASS The work of this class involves responsible administrative work in carrying out the City's local renewal program, requiring the frequent exercise of independent judgement and initiative within the general administrative framework established by the Executive Director and the administrative framework established by the Executive Director and the policy guidelines of the Agency. Provides staff services for the Community Redevelopment Agency. Work is reviewed by the Executive Director. RECOMMENDED MINIMUM qUALIFICATIONS Education and experience equivalent to graduation from college with specialization in business or public administration, planning or related field and at least three years recent experience in a supervisory or responsible administrative capacity in urban renewal, public housing, city planning, or similar work which provides the following knowledge, skills and abilities: Knowledge of: the principles, practices, economics and legal requirements of urban redevelopment, including land acquisition and disposal, relocation and property rehabilitation; the methods and techniques used and the problems involved in the work of an urban redevelopment agency; the principles and practices of public organization, management and administration as applied to a local public agency. Ability to: develop comprehensive programs, reports and presentations and to explain them effectively to the public and to governmental and private officials; work with a wide variety of public officials, governmental agencies, business and civic organizations and individuals, and the general public in an effective manner relative to public relations and general project improvement.
