A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING THE CITY
MANAGER OF THE CITY OF SANTA ANA TO MAKE
APPLICATION TO THE DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT FOR CERTAIN FUNDS
UNDER THE HOUSING AND COMMUNITY DEVELOP-
MENT ACT OF 1974, AND AUTHORIZING THE
INCURRENCE OF COSTS FOR THE PLANNING AND
PREPARATION OF AN APPLICATION FOR SUCH
FUNDS

WHEREAS, the City Council of the City of Santa Ana
zes that there presently exists critical problems of
ty development, area revitalization, and neighborhood
itation in the City of Santa Ana; and
WHEREAS, there presently exists an acute shortage of
adequate housing in the City of Santa Ana causing residents
of the City of Santa Ana to suffer from deteriorated housing
and declining neighborhoods; and
WHEREAS, many residents of the City of Santa Ana are
prohibited from purchasing housing or rehabilitating deter-
iorated housing because of their inability to obtain financing;
and
WHEREAS, the Housing and Community Development Act of
1974 makes provision for funding to be used for housing and
community development needs of the City of Santa Ana; and
WHEREAS, the Office of Assistant Secretary for
Community Planning and Development of the Department of
Housing and Urban Development has promulgated regulations
specifying that a local governing body such as the City of
Santa Ana may adopt a resolution authorizing the incurrence
of costs for the preparation and planning of an application
for funds available under the Housing and Community Development
Act of 1974; and
WHEREAS, said regulations require that said resolution
recognize that reimbursement for such costs will be dependent
upon the availability of funds to implement the Housing and
Community Development Act of 1974, and the submission of a
timely application in accordance with the rules and regulations
promulgated therefore; and
WHEREAS, said rules and regulations provide that costs
incurred with local funds may be reimbursed from an advance
of such funds pursuant to said Act, not to exceed ten (10%)
percent of the applicants entitlement amount.
NOW, THEREFORE, BE IT RESOLVED that the City Manager
of the City of Santa Ana is hereby authorized and directed to
prepare, plan and submit an application for funding to the
Department of Housing and Urban Development to implement the
Community Development Plan of the City of Santa Ana.

BE IT FURTHER RESOLVED that the City Manager is hereby
authorized to commence the incurrence of costs for the planning,
preparation and submittal of said application.
BE IT FURTHER RESOLVED that the City Council of the
City of Santa Ana recognizes that reimbursement for the
costs of planning and preparation of said application will
be dependent upon the availability of funds to implement said
reimbursement and the submission of a timely application in
accordance with the rules and regulations of the Office of
the Assistant Secretary for Community Planning and Develop-
ment.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its adjourned regular meeting held on the
9th day of December , 1974.
