HomeMy WebLinkAbout75-010RESOLUTION NO. 75-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING A GRANT APPLICATION FOR THE PURPOSE OF OBTAINING PORTABLE AUDIO-VISUAL EQUIP- MENT FROM THE CALIFORNIA STATE OFFICE OF CRIMINAL JUSTICE PLANNING AND AUTHORIZING THE CHIEF OF POLICE OF THE CITY OF SANTA ANA TO EXECUTE ALL DOCUMENTS PERTINENT THERETO. WHEREAS, the City of Santa Ana desires to undertake a certain project to provide the residents of Santa Ana a more effective and efficient means of training new and on-staff police personnel by utilizing a modern, cost/effective, portable audio/ visual training system as.so described on the attached LEAA application. The primary goal of this project in utilizing the proposed portable audio/visual equipment is to reduce the high cost of Departmental training, to provide standard- ization of information for in-service training, and to increase the impact of the Crime Prevention, Community Relations, and Officer Training Programs. It is also noted that the proposed equipment will increase officer efficiency by increasing his training activity during his normal scheduled shift and will reduce the community crime rate by properly producing timely, audio/visual information. WHEREAS, the City Council of Santa Ana takes notice that the Santa Ana Police Department in its Technical Services Outlay Budget Fund, numbered 051-332-641, has a designated capital outlay of $6,700.00 for updating existing outmoded audio/visual equipment. The City of Santa Ana believes it will be in its best interest, economically and administratively, to have those funds utilized for purchasing a modern, cost/effec- tive, portable audio/ visual training system by having the local budget allocation be supported by state and federal funds through the California State Office of Criminal Justice Planning. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana that the Chief of Police, Raymond Co Davis of the Santa Ana Police Department, was authorized on its behalf, to submit the attached application for grant for law enforcement purposes to O.C.C.J.C. and is authorized to execute on behalf of the City of Santa Ana, a Grant Award Contract consistent with the terms of said application for law enforcement purposes including any extension or amendments thereof. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for such project (including any extension or amendment thereof) under the rules and regulations of O.C.C.J.C. and the Law Enforcement Assistance Administration and that cash will be appropriated as required thereby. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant on-going law enforcement expendi- tures.
