WHEREAS, this Council now desires to reaffirm its opposition to the said proposed recommendation and to again express its opinion that enforcement of the Coastal Zone Conservation Plan as to projects lying outside the Coastal Zone is more appropriately vested in the local agencies having territorial jurisdiction over such projects, and that the proposed extension of the jurisdiction of the Commission, if adopted, would unreasonably increase the · administrative burden of development in river-land areas; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Ana does hereby declare its opposition to the pro- posed extension of the jurisdiction of the California Coastal Zone Conservation Commission, as set forth in Proposed Policy Recommendation 21 of the tentative draft of the Powers, Funding and Government element of the California Coastal Zone Conserva- tion Plan, as presently under consideration by the South Coast Regional Commission.
