City Council met in regular session.
Meeting called to order by the Mayor.

Each member of the City Council having received copies of the Minutes of
November 5th, 1956, reading of the Minutes was dispensed with and approved
on motion of Councilman Neinly, seconded by Markel and carried.

Declaring a vacancy
on the Council
It was moved by Councilman Heinly, seconded by Markel and carried, that a Resolution be
adopted declaring a vacancy now exists on the City Council due to the resignation of
Courtney R. Chandler, and the Council having unanimously waived the reading of the
Resolution, the following Resolution entitled:
"Resolution No. 56-284 declaring a vacancy exists on the City Council"
was considered and passed by the following vote:

tt was moved by Councilman Heinly, seconded by Markel and carried, that Tilghman A.
Taylor be appoi~ted as Councilman~ from the Fifth Ward, for the ~nexpired term created by
the resignation of Courtney R. Chandler. The Clerk administered the oath of office and
oath of Allegiance to Tilgkman A. Taylor. Councilman Taylor then took his seat at the

This being the date set for hearing and no protests having been received, the amendment
application initiated by the Planning Cmmmission was considered for the reclassification
of property included in the area from Walnut Street to Bishop Street, and from Shelton
Street to the rear of lots facing Flower Street, excluding R-3 property on Bishop Street,
from R-1 District to R-2 District. On motion of CounciLman Markel, seconded by Jerome
and carried, the following Ordinance entitled:
"Ordinance amending Article IX of the Santa Ana Municipal Code
creating changes in district boundaries, and amending Sheets
No. 33 and 34 of the Districting Map to show the reclassification"

On rec~ndation of the Manager and on motion of Councilman Jerome, seconded by Markel
and carried, the bid of ~l!y-F~iller Contracting Company, in the sum of $23,18~.OO, wa~s
accepted and the other bids rejected.
A tabulation of bids was presented by the F~nager for the construction of an addition to
Fire Station at 120 West Walnut Street, in accora~Dce with Specification No. 672-5, as

On recommendation of the Manager and on motion of Councilman Heinly, seconded by Jerome
and carried, the bid of R.L. Steirm~-ts, in the sum of $3,~30.O0 was accepted and the other
bid rejected.
On motion of Councilman Markel, seconded by Jerome and carried, the rec~ndation of the
Planning Cn,.,t ssion was approved and the variance of Trent G. and Frances W. Doser
granted to permit the operation of a retail map service in one room of existing residence
at 1306 South Bristol Street, subject to a condition.
On motion of Councilman Eeinly, seconded' by Markel and carried, the rec~endation of the
Planning Cn~mission was approved and the variance of Buster's Burgers No. 2 granted to
permit the erection of an advertising display, in accor~-~ce with plot plan, on property
at 1010 South Bristol Street.
On motion of Councilman Neinly, seconded by Jerome and carried, the recommendation of the
Planning Co~m, ission was approved and the variance of Clem J. and Mary Scheve granted to
construct a two-bedroom house and garage on front part of lot at 92~ South Shelton Street
subject to conditions as imposed by the Department of Public Works.
Commmmication was .read from the Planning C<~..m'tssion recommending denial of variance appli-
cation of Wright, Ltd., to permit construction of four buildings, each containing four
one-bedroom units, on property located on the south side of W. 7th Street, b~ginning
at a point 100' east of Artesia Street and extending east for approxfm-tely 196'. On
motion of Councflm~B Jercgae, seconded by'Markel and carried, the recommendation of the
Coma1 ssion was approved mud the variance denied.
C¢-~...-~nication was read from the Planning Commission recommending denial of variance appli
cation of 0rlen R. and Ruby R. Voissem, to permit construction of a ~m,ll fireproof shop
to be used for storage of paint, and a limited amount of .appliance touch?uP and refinish-
ing, on property at lB10 South Bristol Street. The applicant spoke in favor of his
application and Messrs. Doser and Storm, property owners on each side of the subject
property,, stated they had no objection to this ~ype of business. On motion of Councilman
,Markel, seconded by Jerome and carried, the recuuauendation of the C~mmission was approved

Communication was read from the Planning Commission submitting Resolution No. 1072 recom-
mending the reclassification of a 2.31 acre parcel of property located on the north side
of Sixth Street, beginning at a point appr6~mately 108.04' west of Linwood Avenue, with
a frontage of approximately 154.56' on Sixth Street and extending north for approximately
385.50', from the R-1 District to the R-3 District, reference amendment application of

Communication was read from the Planning Commission submitting Resolution No. 1073 recom-
mending the reclassification of property located on the east side of Sycamore Street and
the west side of Cypress Avenue, from Walnut Street to Delhi Road, from R-2 and
Districts to P-PK District, and modify the existing C-1 and C-2 Districts in said area,
by the addition thereto, of PK, reference Con~ission initiated amendment application.
On motion of Councilman Jerome, seconded by Markel and carried, a notice was ordered pub-
lished setting the date of public hearing on December ~rd, 1956.
William Lowe, Jr., a West Fourth Street merchant, requested the Council to reconsider its
action in prohibiting parking on Main Street from W~lnut Street to Tenth Street, from
December ~rd, 1956 to January 5th, 1957, as the merchants do 25% of their volv~ne business
during the holiday season and the prohibition of parking on Main Street would mean a loss
of sixty-eight stalls. It was moved by Oounc~lman Jex~, s~eonded by Taylor and carried
that the action taken by the Council at the meeting held November 5th, 1956, prohibiting
parking on Main Street from Walnut Street to Tenth Street, between 7:00 A.M. to 10:00
be rescinded and the Council having unanimously waived the reading of the Resolution, the
following Resolution entitled:
"Resolution No. 56-285 rescinding Resolution No. 56-2~3 which prohibited
parking on parts of Main Street"
was considered and passed by the following vote:

at Bristol and Santa Clara Avenue. It was moved by Councilman Jerome, seconded by

On motion of Councilman Jerome, seconded by Markel and carried, proper officials were
authorized to execute the agreement with the County of Orange for the improvement of
Edinger Street from Center Street easterly to Bristol Street, a distance of
4007 feet.
On motion of Councilman Heinly, seconded by Jerome and carried, proper officials were
authorized to execute the agreement with Revere Copper and Brass Inc., ~ated November
19th, 1956, for the dedication of rights-of-way for Hemlock Way, Bristol, San Lorenzo,

Shelton and Flower Streets, grant~ng fee to the Orange County Flood Control District for
the easterly l0 feet of their property and for the installation of street improvements;
said property is bounded by Bristol and Flower Streets north of the Pacific Electric
right-of-way, on the north by Hemlock Way, San Lorenzo and Shelton Streets.
On motion of Councilman Jerome, seconded by Markel and carried, the bond of Honer
Development Cempany filed for the improvements in Tract No. 3012, in the sum of $24,500.,
was ordered released and improvements accepted as cumpleted.
On motion of Cot%ncilman Heinly, seconded by Jerome and carried, the plans and specifi-
cations for the construction of pavement on Fourth Street, for approximately 800 feet
east of the Freeway, were approved.
On motion of Councilman Markel, seconded by Jerc~ and carried, the Purchasing ~gent was
authorized to advertise for bids for the construction of pavement on Fourth Street, for
,approximately 800 feet east of the Freeway; bids to be opened December 3rd, 1956.
On motion of Councilman Markel, seconded by Jerome and carried, the c~mmication frc~
the Boundary C.'~!ission reference proposed ann~-xation of territoi'y to the City of Costa
Mesa, "Talbert ~n~xation No. 1", was received and filed.
On motion of Con~ci~m~ Jerome, seconded by Markel and carried, the application of The
Western Union Telegraph C~,pany before the Public Utilities Commission for authority to
increase and revise certain intra-state rates and regulations, was received and filed.
On motion of Councilman Jerome, seconded by Markel and carried, the application of
Southern Counties Gas Company of California before the Public Utilities Commission, for
a general increase in gas rates under Section 454 of the Public Utilities Code, was
received and filed.
On motion of Councilman Jerome, seconded by Markel and carried, the application of

Communication was read from The Metropolitan Water District directing attention to
Section 8.1 or Section 8.2 of the Metropolitan Water District Act, and on motion of

District that the City of Santa Aha does not wish to pay out of municipal funds any por-
tion of the amount of taxes to be derived from the ~rea of the Metropolitan Water Distri¢
lying within the City, for the fiscal year 19~7-1g~8.
On motion of Councilman Jerome, secomled by Markel and barried, the legal descriptions
the proposed annexation No. 9 to the City of Garden Grove and the proposed -nnexation of
"Hillview Annexation" to the City of Tustin, were received and filed.
It was moved by Councilman Heinly, seconded by Jerome and carried, that escrow instruct-
ions be approved and signed with John R. and Hattie S. Coffin, for property at 620-622~
North Ross Street, in the proposed Civic Center site, in the s~ of $32,000.00.
On motion of Councilman Heinly, seconded by Jerome and carried, the Mayor was authorized
to execute the waiver of liens, dated November 9th, 19~6, to Sievers Construction
waiving and releasing any an~ all liens or claims or rights of lien on premises
as Lots 1 through 44 Tract No. 2980, on account of labor and material for water lines.
