A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING A PROPOSAL
FOR REVENUE SHARING FUNDS FOR THE SANTA
ANA/TUSTIN JOINT POLICE/FIRE COMMUNICA-
TIONS SYSTEMS, AUTHORIZING THE CHIEF OF
POLICE OF THE CITY OF SANTA ANA TO EXE-
CUTE ALL DOCUMENTS THERETO, AND APPROVING
A JOINT COMMUNICATIONS AGREEMENT WITH THE
CITY OF TUSTIN, AND AUTHORIZING THE MAYOR
TO SIGN
WHEREAS, the City of Santa Ana desires to undertake a
certain project designated Santa Ana/Tustin Joint Police/Fire
Communications System to be funded, in part, for the first
year from revenue sharing funds made available by the County
of Orange.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Santa Ana that the Chief of Police, Raymond C.
Davis of the Santa Ana Police Department is authorized on its
behalf to submit the attached proposal, labeled Exhibit "A",
and by this reference made a part hereof, to the County of
Orange, which proposal constitutes an application for revenue
sharing funds for police and fire data, radio and telecommuni-
cation purposes from the County of Orange.
BE IT FURTHER RESOLVED that the Chief of Police is
authorized to execute any and all documents necessary to re-
ceive the funds pursuant to the aforesaid proposal.
BE IT FURTHER RESOLVED that the City Council of the
City of Santa Ana hereby approves that certain joint communi-
cations agreement between the City of Santa Ana and the City
of Tustin, a copy of which is attached to the proposal for
revenue sharing funds for joint police/fire communications
system as Appendix B thereto, and authorizes the Mayor to
execute the same.
BE IT FURTHER RESOLVED that the City of Santa Ana agrees
to provide all matching funds required for said project including
any extension or amendment thereof under the rules and regulations
of the County of Orange, and that cash will be appropriated as
required thereby.
BE IT FURTHER RESOLVED that revenue sharing funds received
hereunder shall not be used to supplant on-going fire or police
expenditures.
BE IT FURTHER RESOLVED that this resolution pertaining
to the approval of aforesaid Joint Communications Agreement,
and the obligation of the City of Santa Ana to provide matching
funds, until such time as the City Council of the City of Tustin
adopts a supporting resolution, and approves aforesaid Joint
Communications Agreement and authorizes its Mayor to execute the
s ams.

PROJECT TITLE: Join~ Police/Fire Communication System
REQUESTING CITIES: Santa Ana and Tustin
Scope of the Project:
The overall goal of the project is to design, develop and implement a
computer aided joint police/fire communication system for the cities of
Santa Ana and Tustin. It is intended that the system be designed to be
transferable to other county public safety agencies and provide the nuc-
leus for any additional agencies electing to become part of this system.
The purpose of the proposed system is to significantly reduce response
time and prove the capability to properly distribute manpower.
Major project objectives include:
· Improved operational effectiveness
e Improved personnel safety
· Improved personnel utilization
· Improved multi-jurisdictional cooperation
· Reduce crime rate
· Provide advanced planning and an operational basis for
"911" emergency telephone systems
· Reduce response times for both police and fire units
· Increased communications accuracy
· Reduced voice radio traffic
· Increased dissemination of high-speed accurate information
· Inexpensive transfer of technology to other potential users
of a system of this nature.
A permanent Advisory Committee comprised of representatives from each partic-
ipating city (Tustin Police and Fire Departments, Santa Ana Police and Fire
Departments and Orange County Communications Department) will be formed to
provide a formal vehicle for project coordination, administration, technical
support and evaluation. In addition, the project team will be comprised of
a minimum of one responsible representative from each agency which will pro-
vide the detailed analysis and coordination for each agency.
Operational Guidelines:
The effort outlined below constitutes a multi-phase program to evaluate, de-
sign, develop and implement a joint police/fire communications system for use
in manpower resource management and improved response time.
Phase I will be the evaluation, definition, review and approval of system de-
sign and operational specifications according to established performance cri-
teria and standards. Phase II will be technical specifications, procurement

and installation of the equipment with general system design. Phase III
will be the design, development and preliminary system tests, system imp-
lementation, operation and post-implementation review.
The Advisory Committee will assist in establishing a preliminary set of
system criteria and performance standards to be used as guidelines for the
on-going project modules and development activities. The Advisory Committee
will actively participate in the formulation of the necessary procedural re-
quirements to be expanded and'tailored during the course of the project.
Travel to, and review of similar successful systems and their highlights
for evaluation and consideration for poSsible implementation to this system
will be conducted when appropriate. Potential sites are Huntington Beach,
Long Beach, Los Angeles, Baldwin Park, Newport Beach and Redondo Beach.
The procedures outlined in the Orange County System Development Manual will
be utilized by the Advisory Committee and project technical staff where
appropriate to insure compatibility of effort with existing and/or projected
information system development projects in Orange County. Phase I of the
proposed project will entail the development of a detailed set of system de-
si~n specifications and performance standards that will permit the most eco-
nomic and feasible collection, storage, retrieval and analysis of baseline
data required to support the communication functions.
The operational data required to support the Communication functions also
will be defined. This definition will identify the type, source, character-
istics, and format of the necessary data, and include an indication of the
"value" or "utility" of the data according to actual or potential demand,
use, and "importance". The specifications and performance standards developed
during Phase I will be reviewed by the Advisory Committee to insure appro-
priateness, utility, cost effectiveness, interface compatibility and personnel
acceptance.
An operational system design will be developed during Phase II of the pro-
posed project, in accordance with the specifications formulated during Phase
I and hardware procurement and installation executed. The system design will
include (1) the procedural requirements for the acquisition, processing, dis-
playing, analysis, and ~i~seminatton of data pertaining to the communication
functions~ (2) the specifications for data forms, formats and files; (3) ad-
ministrative and coh~rol procedures~ (4) general training requirements~ and
($) requirements for system implementation and post-implementation testing and
review (Phase III)..
Many of the tasks of Phase I and II will be carried out concurrently. System
specifications and data requirements will be developed and processed through-
out the Phase I and Pha~e II effort. Similarly, the data collection analysis
activities and the systenKdesign will be iterative and flexible processes
whereby the current set of available information can be processed through all
tasks concurrently. Additional data, analyses and definitions that are re-
quired or in need of refinement also can be readily identified and pursued.

Detailed Technical Approach:
The proposed technical approach for the design, development and imple-
mentation of a user-oriented computer aided dispatch system will include
the following major task areas:

How the Project Will Benefit the County:
The City of Santa Ana provides 'police service and fire protection to 63
County owned facilities within the city limits of Santa Ana. In addition
to these facilities, the Fire Department provides automatic response to
23 County facilities in the City of Orange, as well as County islands.
The Fire Department, from lg72 to 1974, responded to over 20 different
County facilities on 86 different occasions. This does not include fire
safety inspections. The Police Departmenb from January l, 1972 through
December 31, 1974, was involved in 2,833 incidents in and around 29 County
facilites. Of the 2,833 incidents, 1,Ol9 were calls for service. Calls
included such activities as:
Crime reports, i.e., burglary, assault, etc.

It is clear from the findings listed above that the County facilities
cause additional burdens to be placed on the Santa Ana Police and Fire
Departments. It goes without saying that increased demands for service
adversely affect response time, when at the same time adjustments are not
made in improving dispatch capabilities, increasing personnel or deleting
particular types of fire and police services. Improving dispatch capa-
bilities is less expensive than increasing personnel and more desirable
than deleting certain aspects of police service and fire protection.
The following summarizes the areas of responsibility for both the County
or Orange and Santa Ana Fire Departments. The County is the area coor-
dinator for mutual aid for all Orange County cities. The Santa Ana Fire
Dispatch Center is the County's designated alternate. Should a major
brush fire or disaster occur involving the County Fire Department, Santa
Aha has, and will assume operations. This activity consists of establish-
ing task forces from all Orange County cities and dispatching these forces
to assigned locations, maintaining the log for the entire operation and
command center reporting.
Santa Ana's automatic response program includes not only County islands
and County facilities outside Santa Ana, but portions of all cities border-
ing Santa Aha. The program is designed to provide rapid response to any
area in need of firefighting or emergency service.
It has been determined that the Santa Ana Fire Department Communications
Center, which also dispatches for the Tustin Fire Department, is the busi-
est fire dispatching center in Orange County. The Fire Department re-
ceives all calls originating from County areas adjacent to the City of
Tustin. The pertinent information is recorded and forwarded to the County
Dispatch Station. The Department has also recently completed the install-
ation of a state fire net radio for the County to use as a back-up system,
should the County's fail.
This system, as proposed, will benefit all public safety departments in
that the software developed will be available at no cost. The design of
the system will be performed as a cooperative effort between participating
agencies, their staff and any necessary contract personnel. By following
this approach, all software can be developed "in house" and modifications
to programs, etc., can be made according to need and in the least expen-
sive manner.

Command and Control - Police
The money ($450,000) to be received under the LEAA grant is to be used by
the Santa Ana Poltce Department to develop a poltce Command and Control
System. The system will be designed in such a manner as to provide a base
or master system which can include an additional city or cities. It has
been determined that the most cost effective design is to have a common
shared data base which does not duplicate, but rather compliments, existing
State and Federal systems. Such things as automatic incident priorttiz-
atton, resource distribution, and automatic unit assignment are not avail-
able under present systems, but are proposed in this system. The City of
Tusttn Poltce Oepartment has been identified as an agency to derive bene-
fits from the Command and Control project.
Although this project focuses on the police application, a great deal of
the design is applicable to fire department operations; such as geocoding,
access routes and the ability to alert, in a timely fashion, responding
units to potentially hazardous conditions, i.e., volatile substances.

Revenue Sharing Budget Narrative - Fire
As previously mentioned, the LEAA funds are being devoted exclusively
to the development of a master communications system for the respective
city police departments, but with design features which can equally bene-
fit fire departments. The request for revenue funds focuses on the need
of the respective fire departments. The Santa Ana Police Department is in
a position to house and maintain the police system but cannot provide the
necessary additional space for the fire communication equipment and per-
sonnel. Furthermore, it should be pointed out that LEAA funds can be used
only for projects having impact on the criminal justice system. The
$345,000 revenue sharing budget is to be allocated in the following areas
for the following purposes:
Fire Department Radio Equipment

The equipment shall include necessary communication
upgrades and enhancements, teleprinters, communi-
cation lines, interfaces, terminals and any other
equipment deemed necessary to insure compatibility
with the "police-fire communications" concept.
Buildin9 Construction or remodeling
$200,000
This shall include all necessary construction costs
pertaining to the remodeling and expansion of the
communication center.
Equipment and Furnishings

This shall include console modifications, office
furnishings, etc., for fire department operations.
All costs are based on the assumption that all dispatch functions will
be, or for the most part be, in one physical location.
Costs listed in the Revenue Sharing budget summary are estimates based on
readily identifiable current needs. It will be the responsibility of the
Advisory Committee, technical staff, and consulting engineer to clearly
define all aspects of the proposed system. No portion of the revenue shar-
ing funds will be spent for salaries. Funds, separate from the cities'
match, will be provided to support the necessary technical staff, i.e.,
ADP communications specialist.

Conclusions:
Funds requested for the project are to be directed almost exclusively
to the Santa Ana and Tustin Fire Departments. If a project of this type
were to be undertaken solely by the Tustin and Santa Ana Fire Departments,
without utilizing ADP equipment and software developed by the Police
Command and Control project, it would cost an estimated $900,000 rather
than $345,000, of which only $172,000 is requested of the County. It
would be inappropriate and cost ineffective for the fire departments not
to utilize and benefit from the police project.
County facilities within the city limits and bordering the City of Santa
Aha place increased demands on Police and Fire Departments services. As a
result, response time to all 4ncidents requiring fire and police assistance
is increased. This project is an attempt to provide the best possible fire
and police service to the citizens of Santa Ana and Orange County at no
additional cost to the County. It is further intended that the proposed
system will provide the County with the optimum in back-up emergency fire
and disaster communications.

This agreement made and entered this __ day of ,
1974, by and between the City of Santa Aha, a chartered munic.~pal corporation,
hereinafter referred to as Santa Ana, and the City of 'I~stin, a general law
city, hereinafter referred to as Tustin.
WHEREAS, these two cities are contiguous to each other and are beth
comnitted to providing the residents of their respective cities the most
efficient ~eans of police and fire support; and
WHEREAS, there has been tremendous cc~puter advancement in the com-
munications syst~ls field; and ~
WHEREAS, such advancement if utilized properly would prov.4de Santa
Ana with a centralized communications system for dispatching ix.~lice and fire
protection at reduced cost.
THF~i~ORE, in consideration of the following 'terms and c~nditions it
is agreed as follows:
Santa Aha and Tustin agree to sulx~it a joint venture proposal to the
County of Orange for the purposes of receiving matching funds fr~ the County
Revenue Sharing Program for this project. The total cost for such venture

Santa Ana shall be deemed the prime city and any controversies or

For purposes of this agre~r~nt, all funds to be received udder this
agreement shall be disbursed or oc~mitted on or before ,

Santa Ana shall be the entity to maintain the proper accounting records
and procedures and other evidence pertairnn' g to the costs incurred on this pro-
ject and such records shall be kept available at the Santa Ana City Hall for
the duration of this agreement and thereafter for a period of ~ (2) years
from date of final payment of any funds disbursed. County shall have c~'~lete
and free access to all records under this agreement for purposes of auditing
~nd that quarterly progress and disbursement reports shall be supplied by the
City of Santa Ana to the County's Revenue Sharing Office. Progress re~uorts and
payments shall coincide with the time sch~lule depicted in the st~ter~nt of

work. (Section III of this agreement).
Santa Aha a~l Tustin .agree that the cihies respective overheads are
not included un~r this joint f%~d/ng agreement.
Cities acknowledge that. funds provided by the Counhy are funds received
by the County pursuant to the State and Local Fiscal Assistance Act of 1972,
Public Law 92-152, and that expenditure of ~hese f~ds must be in accordance
with said law and regulations issued by agencies of the federal government.
Cities further agxee that any revenue sharing funds improperly expended shall
be refunded to the County, and that Cities shall perfozm a~%~nJ.stration, and
audit functions pursuant to and in c~pliance.with the Davis-Bacon Act, 40
USC ~276(a).and ~276(a) (7) and as specified by the secre~ry of labor.
No person shall on the basis of raoe, color, national origin, or sex
be ~xcluded from participation in or be denied the benefits.of, or be subject
to discrimination under, any progr~n or activity funded in whole or any part
with ~ made a~ailable under this agreement.

Cities agree to save COUNTY, its officers, agents or employees ha~m-
less from any and all penalties, liabilities, orloss resulting frcm claims
or court actions aris'.~ng ~vectly or indirectly out of any damage or injury
to persons or p~operty by reason of the acts or cmissions of Cities, ~eir
agents, employees, or independent contractors ~L,ployed by cities, in exer-
cising any of the privileges herein ~ranted or in consequence thereof. County
like~ise agrees to hold Cities harmless fr~n same.
