A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA EXPRESSING NON-SUPPORT
OF SENATE BILL 275 (DILLS): "COLLECTIVE
BARGAINING ACT FOR PUBLIC EMPLOYMENT"
WHEREAS, the City Council of the City of Santa Ana
finds satisfactory the existing law of the State of Calif-
ornia (the Meyers-Milias-Brown Act) governing the public
employer-employee relations in regard to meeting and confer-
ring with recognized public employee organizations to resolve
conflicts and to reach agreements on matters of wages, hours
and conditions of employment; and
WHEREAS, Sentate Bill 275, if
tially modify the existing system of
relations at the local level by:
enacted, would substan-

1. Eliminating the distinction between managerial
and supervisorial personnel as affected by the
bill;
Imposition of a mandatory maximum limit on the
number of managerial personnel permissible in
a public agency of five percent; and
Failure to specifically define the scope of that
matter beyond wages, hours and conditions of
employment, subject to arbitration.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana that the City Clerk is hereby auth-
orized and instructed to transmit copies of this resolution
to State legislators representing the City of Santa Ana as
well as to the League of California Cities and the City Coun-
cils of each city in Orange County.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the
21st day of April , 1975.
