A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA RECEIVING AND FILING
THE PROPOSED AMENDMENT TO THE REDEVELOP-
MENT PLAN AND REPORT, SETTING THE JOINT
PUBLIC HEARING ON THE AMENDMENT FOR MAY
15, 1975, APPROVING THE NOTICE OF PUBLIC
HEARING AND LETTER STATEMENTS, INSTRUCTING
THE CLERK TO PUBLISH NOTICE, AND THE
REDEVELOPMENT AGENCY DIRECTOR TO MAIL
NOTICES AND STATEMENTS
WHEREAS, on April 8, 1975, the Project Area Committee,
after receipt of the proposed Amendment to the Redevelopment
Plan for the City of Santa Aha Redevelopment Project Area
from the Redevelopment Commission, has submitted to the Santa
Ana City Council its report and recommendation regarding
said Amendment to the Redevelopment Plan; and
WHEREAS, on April 9, 1975, the Santa Ana Planning
Commission, pursuant to Resolution 6067, approved, received
and filed the proposed Amendment to the Redevelopment Plan
and recommended that it be adopted by the Santa Ana City
Council; and
WHEREAS, t~Planning Commission, pursuant to Resolu-
tion 6067, found the proposed Amendment to the Redevelopment
Plan to be in conformity with the General Plan of the City
of Santa Ana, adopted its report as required by Redevelop-
ment Law, and instructed the Planning Director to transmit
said report to the Santa Ana City Council and the Community
Redevelopment Commission; and
WHEREAS, on April 10, 1975, the Community Redevelop-
ment Commission, pursuant to its Resolution No. 75-3, trans-
mitted to the Santa Ana City Council the proposed Amendment
to the Redevelopment Plan, and its report on the Plan required
by Redevelopment Law; and
WHEREAS, on April 10, 1975, the Community Redevelopment
Commission, pursuant to Resolution 75-3, recommended that
the Santa Aha City Council adopt the proposed Amendment to
the Redevelopment Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana as follows:
1. That the report of the Community Redevelopment
Commission on the proposed Amendment to the Redevelopment
Plan dated March 28, 1975, and the proposed Amendment to the
Redevelopment Plan dated April 2, 1975, are hereby received
and filed.
2. That the City Council hereby consents to the hold-
ing of Joint Public Hearing on the proposed Amendment to
the Redevelopment Plan for the City of Santa Ana Community
Redevelopment Project Area, and the Environmental Impact
Report therefor, with the Community Redevelopment Commission,
and the Community Redevelopment Agency, on Thursday, May
15, 1975, at 7:30 p.m. in the Council Chambers of the Santa
Ana City Hall, 22 Civic Center Plaza, Santa Ana, California.

3. That the Notice of Joint Public Hearing on the
Amendment to the Redevelopment Plan and the Environmental
Impact Report for the City of Santa Ana Redevelopment Pro-
ject Area, which is attached hereto as Exhibit "A" and by
this reference incorporated herein as though fully set forth,
is hereby approved.
4. That the Statement required by Redevelopment Law
Health and Safety Code Section 33350 to be mailed with the
Notices of Hearing to assessees whose property would be
subject to acquisition under the proposed Amendment to the
Redevelopment Plan, is attached hereto as Exhibit "B", and
by this reference incorporated herein as though fully set
forth, is hereby approved.
5. That the Statement required by Redevelopment Law
Section 33350.1 to be mailed to taxing agencies with their
Notices of the Public Hearing, pertaining to the division
of tax revenues upon adoption of a Redevelopment Plan, at-
tached hereto as Exhibit "C" and by this reference incorp-
orated herein as though fully set forth, is hereby approved.
6. That the City Clerk is hereby instructed to pub-
lish the Notice of Joint Public Hearing, attached hereto
as Exhibit "A", once a week for four (4) successive weeks
prior to the date of said hearing in a newspaper of general
circulation commencing April 17, 1975, and thereafter on
April 24, 1975, May 1, 1975, and May 8, 1975.
7. That the Executive Director of the Community
Redevelopment Agency is hereby instructed to send said Not-
ice of Joint Public Hearing, with the appropriate statements,
via certified mail, return receipt requested, to the last
known assessee of each parcel of land in the area designated
in the proposed Amendment to the Redevelopment Plan, at his
last known address as shown on the last equalized assessment
roll of Orange County, or if the City assesses, levies, and
collects its own taxes, as shown on the last equalized assess-
ment roll of the City, as well as to the governing body of
each of the of the taxing agencies which levies taxes upon
any property in the Project Area designated in the proposed
Amendment to the Redevelopment Plan.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its adjourned regular meeting held on the
14th day of April , 1975.

This letter is being transmitted to you pursuant to Section 33350.1 of the
California Health and Safety Code.
The Commmity Redevelopment Agency of the City of Santa Arm. is proposing an
amendment to the Redevelopment Plan o£. the City o£ Santa Aha Redevelopment
Project. Attached hereto is a copy o£ the Notice o£ Public Hearing on the
Amendment to the Redevelopment Plan and a copy o£ a map showing the boundaries
o£ the Project Area, i~;luding the area to be added by the Amendment to the
Redevelopment Plan.
Your Agency levies taxes upon property in the area to be .made a part o£ the
Project Area by the Amendment to the Redevelopment Plan, and thus ~uld be
a!fected by a division o£ tax revenues pursuant to Section 33670 o£ the
· Cali£ornia Health and Salety Code, which becomes applicable under the proposed
. ~endment to the Redevelopment Plan. I£ the proposed a~end~ent to the
Redevelopment Plml is adopted, property taxes resulting £rom increases in
valuation above the assessed value as sho~n on the last equalized assessment
roll prior to the ei£ective date o£ the ordinance adopting the Amendment to

In accordance with Section 33349 of the California Community Redevelop~nt
Law, e copy of a Notice of Joint Public Hearing of the Redevelopment Plan
for the Santa Ana Redevelopment Project Area to be held by the Co~ntt~
Redevelopment Commission of the City of Santa Aha, Community Redevelopment
Agency of the City of Santa Ana and the Ctty Council of the City of Santa
Ana, at 7:30 p.m. in the Council Chambers, Santa AnaCfty Hall, 22 Civic
Center Plaza, Santa Ana, California, on May 15, 1975, is transmitted he~'ewtth.
The Agency desires to amend the ~Redevelopment Plan in order that the area
surrounding the Fashion Square Shopping Center can be expanded into a major
regional shopping center through the auspices of the Redevelopment Agency.
The Redevelopment Agency believes that the expansion of Fashion Square will
assure the center's economic and physical health for many years to come by
making the center competitive with other shopping centers in the Southern
California area. Unless the center is reinforced by redevelopment activities,
the Agency believes that the City of Santa Aha will continue to declin~ in the
area of major retail shopping. I! addition to expansion of Fashion Sqqare the
Agency desires to improve autbmeb~le ingress and egress into the central core
of the City thereby strengthening the older downtown.
It is the intent of the Agency to assist in the redevelopment of Fashion
Square by acquisition of property and by the construction of a parking garage.
It is not the intent of the Agency to actively acquire either by acquisition
or eminent domain other property in the Amended Project Area beyond that
property needed for the major retail center. The center will be built north
of Santiago Creek between Main Street and the Santa Ana Freeway. However,
in accordance with Section 33350 of the Health and Safety Code, the Agency
is required to advise you as a property owner that the property referred to
by parcel number in this letter and as so shown on the last equalized assess-
merit roll of the County of Orange is legally subject to the Agency!s acquisi-
tion by purchase or condemnation under the provisions of the plan. However,
at this time we want to emphasize that the Agency has no intent to acquire
by purchase or condemnation properties other than those necessary to put
together the development as described.
In addition to this notice, public hearing notices will also be published
in The Santa Aha Register on April 17, April 24, May l, May 8, 1975.
