There will be no fee or charge for official City meetings, hearings or activities sponsored by the Recreation Division unless there is an entry charge or donation to participate in such activity. If the entry charge or donation is required then a rental fee of $10.00 per hour shall be made payable to the City of Santa Ana. In addition to all other fees, 10% of gross monies collected through contribution shall be payable to the City of Santa Ana, if the organization does not meet the definition of "chari- table'' or "religious" purpose as defined in the Chapter 26 of the Santa Ana Municipal Code. In addition to all other fees, all persons, groups or organizations, reserving recreational facilities must pay a $25.00 refundable deposit at such time as reservations are confirmed. This deposit is to defray normal custodial and janitorial services. For these items for which a regular established price is unavailable, the department head, in collaboration with the Director of Finance, may establish a price consistent with the idea of cost recovery, service involved, and convenience. The Director of Finance shall report these exceptions to the City Manager. It shall be the responsibility of the City Manager to review these costs annually and make such recommendations to the City Council as required to keep the charges in line with the costs. All governmental agencies and their official representatives shall be exempt from paying these charges for single copies for official use.
