A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING AND IMPLE-
MENTING A DISPOSITION AND DIVERSION OFFICERS
AND COMMUNITY LIAISON AND SCHOOL RESOURCE
OFFICER AGREEMENT WITH THE STATE OF
CALIFORNIA DEPARTMENT OF YOUTH AUTHORITY
WHEREAS, the City of Santa Ana desires to undertake
certain projects designated as the Disposition-Diversion Officers
and Community Liaison & School Resource Officer Program to be
funded in whole from funds made available through Assembly Bill
180, pursuant to Section 1825(j) of Article 7 of the California
Welfare and Institutions Code (Chapter 411, Statutes of 1974)
and administered by the State of California Department of Youth
Authority, hereinafter referred to as Youth Authority; and
WHEREAS, the Santa Ana Police Chief, Raymond C.
Davis, has submitted an application to the Youth Authority
to create a Juvenile Disposition and Diversion Officer Program
that will assist in the development of a Youth Services section
of the Police Department; and
WHEREAS, the Disposition and Diversion Officers
Program will allow for the development of outside resources
beyond this City's present capability for referrals and assis-
tance (i.e. including prevention, diversion, custody and non-
custody type applications) and will further the coordination
of activities with other agencies such as the Probation Depart-
ment, Department of Social Services, and Department of Mental
Health; and
WHEREAS, the Police Chief has submitted an additional
application to the Youth Authority for a Community Liaison
and School Resource Officer Program that will assign an officer
to intermediate schools in order to develop favorable relation-
ship and understanding between the youth and law enforcement
as well as reducing crime and delinquency; and
WHEREAS, the Youth Authority has approved the Santa
Ana Police Department's application for Disposition-Diversion
Officers and Community Liaison and School Resources Officer
Program and will fund the programs in whole for the total of
Seventy Five Thousand One Hundred Fourteen Dollars and Fifty
Cents ($75,114.50).
NOW, THEREFORE, BE IT RESOLVED that the Chief of
Police of the City of Santa Ana was authorized, on its behalf,
to submit the Disposition-Diversion Officers and Community
Liaison and School Resource Officer Programs to the Youth Auth-
ority and is further authorized to execute on behalf of the
City of Santa Ana the grant award contract for law enforcement
purposes including any extensions or amendments thereof.

BE IT FURTHER RESOLVED that the City Council authorizes
the Police Department to purchase equipment pursuant to that
Youth Authority contractual Agreement, City Fiscal Number 75-010,
in order to expedite the implementation of the juvenile program.
BE IT FURTHER RESOLVED that grant funds received
hereunder shall not be used to supplant on-going law enforcement
expenditures.
