PREPARATION FOR MICROFILMING
RESOLUTION NO. 75-94
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING AND IMPLE-
MENTING AN AGREEMENT WITH THE CALIFORNIA
COUNCIL ON CRIMINAL JUSTICE FOR A PARA-
PROFESSIONAL EMERGENCY RESPONSE TEAM
WHEREAS, the City of Santa Ana desires to under-
take a certain project designated as the Para-Professional
Emergency Response Team to be funded in part from funds made
available through the Omnibus Crime Control and Safe Streets
Act of 1968, PL 90-355, as amended, PL 91-644, (hereinafter
referred to as the Safe Streets Act) administered by the
California Council on Criminal Justice (hereafter referred
to as CCCJ); and
WHEREAS, the City of Santa Ana will be delegated
the federal grant funds to establish a program that will
provide a more effective service to the community and will
free police officers in order that they may devote more of
their time to criminal justice matters; and
WHEREAS, the Chief of Police of the City of Santa
Ana has determined that some of the project goals of the
Para-Professional Emergency Response Team will assist in
reducing the potentiality of harm to police officers respon-
ding to basically civil disturbances and will deter violence
in landlord/tenant and customer/proprietor disputes as well
as providing an immediate source of information and alter-
natives to persons involved in potentially violent domestic
arguments; and
WHEREAS, the Santa Aha City Council in its reso-
lution No. 74-146 authorized and directed the Chief of Police
of the City of Santa Ana to transmit an application to the
CCCJ for the approval of the funding of a Para-Professional
Emergency Response Team.
NOW, THEREFORE, BE IT RESOLVED that the Chief of
Police of the City of Santa Ana was authorized, in its be-
half, to submit the attached application for grant for law
enforcement purposes to CCCJ and is authorized to execute
on behalf of the City of Santa Ana the attached grant award
contract for law enforcement purposes including any exten-
sions or amendments thereof.
BE IF FURTHER RESOLVED that the applicant agrees
to provide all matching funds required for said project (in-
cluding any extension or amendment thereof) under the Safe
Streets Act and the Rules and Regulations of CCCJ and the
Law Enforcement Assistance Administration and that cash will
be appropriated as required thereby.
BE IT FURTHER RESOLVED that grant funds received
hereunder shall not be used to supplant on-going law enforce-
ment expenditures.
