HomeMy WebLinkAbout75-101 Not AdoptedTABLED 9/2/?5 RESOLUTION NO. 75-10t A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA SUPPORTING THE CONTINU- ATION OF THE ORANGE COUNTY HEALTH PLANNING COUNCIL AND ITS DESIGNATION AS THE "HEALTH SYSTEMS AGENC¥'FOR THE ORANGE COUNTY AREA WHEREAS, when comprehensive health planning was first in California, ~Orange County was part of the eight-county S¢ California Comprehensive Health Planning Agency; and WHEREAS, the Southern California Comprehensive Heal Agency was dissolved in 1971 with its constituent with Orange County having been declared as a separate area for health planning purposes; and Planning regrouped WHEREAS, on January 14, 1972, the Orange Council was designated as the comprehensive for the Orange County area by the State Heal~ authorized according to provisions of Pub] hensive Health Planning and Public (also known as the "Partnership for Heal Health Planning planning agency lanning Council as ~9-749, the "Compre- Amendments of 1966" ); and WHEREAS, since that time the Orange )unty Health Planning Council has succeeded in building a viable producing Orange County's first Health Facilities and Service and has in addition, conducted reviews of more than Fifty .,000,000) Dollars' worth of facility construction and projec ; and WHEREAS, said Orange its responsibility of grants and hospital construc~ Orange County citizen voluntee] local governments, profession, groups; and alth Planning Council has exercised approval or denial of health funding with the assistance of hundreds of representing voluntary health agencies, societies, and various citizen action WHEREAS, on legislation known aa Development Act of 1! aforesaid 1975, President Ford signed into law new Health Planning and Resources (Public Law 93-641) which supersedes the Health Act"; and WHEREAS, the "N [onal Health Planning and Resources Development Act of 1974" 93-641) provides that the Secretary of the Department of , Education and Welfare must designate either a private non-pro~ or a public entity as the Health Systems Agency resp for health planning and development; and WHEREAS comprE under Sec' 89-749); Orange County Health Planning Council has served as a planning agency for the purpose of developing and g local comprehensive health plans as authorized 314(b) of the "Partnership for Health Act" (Public Law health pl~ and smoo~ program , it is desirable that the transition from a "comprehensive agency" to a "health systems agency" be made as quickly as possible, so that the function of health planning and can continue without interruption; and that of for the Orange County Health Planning Council has requested City Council of the City of Santa Ana support the continuation body and designate it as the appropriate "health systems agency" Orange County area; and WHEREAS, the City Council has considered this request and found it to be in the best interests of the City of Santa Ana. RESOLUTION NO. 75-10 PAGE TWO NOW, THEREFOP~E, BE IT RESOLVED by the City Council of the City of Santa Ana that it does hereby express its support for the continu- ation of the Orange County Health Planning Council and its designation as the health systems agency for Orange County pursuant to the National Health Planning and Resources Development Act of 1974 (Public Law 93-641).
