RESOLUTION NO. 75-156
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA ENDORSING AND URGING THE CONTINU-
ATION OF THE PRESENT FEDERAL GENERAL REVENUE
SHARING PROGRAM
WHEREAS, the General Revenue Sharing Program enacted
by Congress is due to expire in the near future; and
WHEREAS, the "New Federalism" symbolized by said
Federal General Revenue Sharing Program has served well
to decentralize governmental decision making and to give
local governments and their citizens more voice in the
expenditure of Federal tax dollars; and
WHEREAS, said Federal General Revenue Sharing Pro-
gram has served the citizens of this Nation well by
allowing local governments to maintain adequate levels of
service to the public in a time of rising costs when such
services would otherwise surely have been diminished; and
WHEREAS, said Federal General Revenue Sharing Pro-
gram has allowed the cities of the Nation to provide new
programs and facilities for their residents, which they
would not otherwise have been able to accomplish; and
WHEREAS, the costs of municipal services and the
demands therefor are increasing at staggering rates, and
without the continuation of the present Federal General
Revenue Sharing Program local governments will necessarily
have to increase taxes drastically or reduce and eliminate
basic municipal services to the public.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
endorses and urges Congress and the President to continue
the Federal General Revenue Sharing Program without dimi-
nution. The City Clerk is directed to forward a copy of
this Resolution to Senators Cranston and Tunney and to
Congressmen Jerry Patterson, and Andrew Hinshaw, together with
this Council's urgent request that they work toward the con-
tinuation and extension of said Program.
PASSED AND ADOPTED by the City Council of the City
of Santa Ana at its regular meeting held on the
3rd day of November , 1975.
