Dahl Councilmen William Jerome Each member of the City Council having received copies of the Minutes of April l, 1957 and April 8, 1957, reading of the Minutes was dispensed with and approved on motion of Councilman Heinly, seconded by Markel and carried. Hearing Ordinance No. NS-240 Ad5pt Uniform Plumbing Code, 1955 Edition This being the date set for hearing protests on amending Chapter 2 of Article VIII of th~ Santa Aha Municipal Code to adopt by reference the Uniform Plumbing Code, 1955 Edition, with mmen&ments thereto, no protests were received. The Council having unsuuimousty waived the reading of the Ordinance, on motion of Cou~ucilman ~rkel~ seconded by Heinly and carried, the following Ordinance entitled: "Ordinance No. NS-240 amending Chapter 2 of Article VII! of the Santa Ama Municipal Code to adopt by reference the uniform Plumbing Code, 1955 Edition, with amendments thereto" was considered and passed by the following vote: Hearing Plann. On motion of Councilman Heinly, seconded by Markel and carried, the following Ordinance entitled: Ordznance amendin~ Article IX of the Santa Aha I.~unicipal Code creating changes in district boundaries, and amending Sheets NO. 1, 2, 3, 4, 12~ '13, 14, 15, 29, 30, 31, 32, 40, 41, 42, and 43 of the Districting Map to show the reclassification" Bid acceptance Two baseball field lighting systems in Artesia Park was introduced, considered a~ud placed on file for second reading. A tabulation of bids was presented by the Manager for the furnishing and installin~ two baseball field lighting systems in the City property known as ;~tesia Park, in accordance with Specification No. ~91-5, as follows: 222. On recommendation of the Manager and on motion of Councilman Heinly, seconded by Markel and carried, the bid of Grimes Electric, in the s~nu of $5~200.00 was and the other bids rejected. On motion of Couu~cilman Heinly~ seconded by M~rkel and carried, the recommendati~la of the Planning Commission was approved and the rafts.ncc of Ernest and Ruth B. grs~ted to per~.it conversion of existing single family building on front part of lot at 1~16 East Polm Street into a Nursing Home, subject to the condition that the area to be blacktopped, parking spaces be provided for five car~_/and subject to the deferrment of con- struction of a new building on the rear of the lot. On motion of Councilman IIeir~ly~ seconded by M~rkel and carried, the reco~mendation of the Planning Commission was approved and the variance of Leo E. Yenning and Howard A. %'.~ood~ M.D. granted to permit the remodeling of existing building on property at i~!0 North Grand Avenue to permit construction of a maximum of four suites for doctors and dentists, with a !aboratory~ in accordance with plot submitted with application, except that a minimum of twenty-four parking spaces, 10' w~de, be provided, plus 'turn-around, and subject to the f%trther cond~tiorm~of the Commiss~!on and the Department of ~ablic Works. On motion of Counci!~.~an Heir~ly, seconded by Markel and carried~ the recommendati~ of the Plo~u~iag Co~mv. ission was approved and the --ariance of Joseph Dena granted to permit construction of a single-foamily dwelling on the rear part of lot, at 40~ East ~'jozm%s Street, in an R-! Co:mmunication was read from the Planning Commission recommending denial of application of Thee Lacy, Jr. and Nona Y. On motion of Counci]nnan Heinly, seconded by Markel and carried, the recommendation of the Planning Commissioa was approved and the variance denied. Communication was read from the Planning Commission recommending denial of application of Bernard and Rebecca H. Resnicoff to permit construction of a duple> on rear part of lot at ~,16 East Pine Street, with carports for four cars. On motion of Councilman tIeinly, seconded by Markel and carried~ action was postponed until the next regular.meeting. Communication was read from the Planning Conm~ission recommendi~ denial of application of Ira W. and Helen M. Skives to pen~it the construction of a duplex on property at 2148 South Broadway. It was moved by Councilman ~urkel, seconded by Heinly and carried., that the request of the Mm~uager to dispose of houses, as they become vacant, in the Civic Center area,be approved by process of direct negotiation without the formality of legal advertising~ subject to final approval of the Co~n~cil. On motion of Couu~cilman Markel, seconded by Heinly and carried, the Annual Report t955-195~6 of the Parks Department, was received and filed. A communication was presented from the Santa ;~a Library Board of Trustees request- ing a definite commitment as to the space to be allotted for the construction of th~ new Library Building. It was moved by Councilman Markel, seconded by Heinly and carried, that the plans as submitted by the Library Board be approved on the floor plan and plot layout and the Library Board assared of parhing facilities for at least sixty cars. On motion of Councilman Heinly, seconded by Markel and carried, the request of The Pacific Telephone and Telegraph Cc~pany was granted to place one anchor, aerial cable and approximately 68' of underground conduit on the Charles W. Bowers Memorial Museum property. Communication was read from the State Department of Public Works referring to Senat~ Concurrent Resolution No. 26, adopted January 24 and ~5, 19~i, by the State Senate and Assembly, requesting agencies of the City a~d County governments to cooperate in a study to provide a basis for an overall plan of freeways and e×~pressways in the State, which plan will not be limited to State Highways. On motion of Council man Neinly, seconded by Markel and carried~ the administrative staff was instructed to cooperate in accordance with the plan as outlined. On motion of Councilman Heinly, seconded by ~,Lmrkel ~d carried, the applications of Robert A. Vallee, John C. Parker, Paul M. Young, Jr., Luther D. Shelby, John H. %.~est, Loyd J. ~illiams, ~nd Robert C.
