HomeMy WebLinkAbout76-010CJL:ag 1/14/76 RESOLUTION NO. 76-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE SALE OF THE SANTA ANA TOWERS SITE BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO NATIONAL HOUSING CONSULTANTS INC., FINDING THAT THE $160,000 SALES PRICE OF SAID SITE IS NOT LESS THAN ITS FAIR VALUE, DECLARING THOSE PARCELS COMPRISING THE SITE PREVIOUSLY CONVEYED BY THE CITY OF SANTA ANA TO THE COMMUNITY RE- DEVELOPMENT AGENCY OF THE CITY OF SANTA ANA TO BE SURPLUS PROPERTY AND RATIFYING THE CONVEYANCE OF TITLE OF SAID PREVIOUSLY CONVEYED PARCELS FOR AN AMOUNT TO BE DETERMINED BY THE CITY AND THE COMMUNITY REDEVELOPMENT AGENCY REPAYABLE BY THE COMMUNITY REDEVELOPMENT AGENCY PURSUANT TO ITS MARCH 12, 1973 AGREEMENT WITH THE CITY. BE tT RESOLVED, that, pursuant to Section 33434 of Health and Safety Code of the State of California, the City Council of the City of Santa Ana hereby approves the sale to National Housing Consultants, Inc. by the Community Redevelopment Agency of the City of Santa Ana of the Santa Ana Towers Site, also known as the Senior Citizens Housing Site, which site is shown on the property map attached hereto as "Attachment No. 1" bounded on the north by the former north line of Second Street, on the west by Ross Street, on the south by First Street on the east by Birch Street, which site was in part acquired from City Council - Redevelopment Agency Revolving Fund. BE IT FURTHER RESOLVED that City Council hereby receives and files the report of the Executive Director of the Community Redevelopment Agency attached hereto as Exhibit "A" and hereby finds that the site sales price of $160,000 is not less than the fair value of said site for the purpose of constructing 200 resi- dential units for senior citizens in accordance with the Re- development plan for the City of Santa Ana Redevelopment project area. BE IT FURTHER RESOLVED that, pursuant to ~33396 of the Health and Safety Code of the State of California, that portion of the aforedescribed site described in the Corporation Grant Deed attached hereto as Exhibit "B, conveyed to the Community Redevelopment Agency of the City of Santa Ana by the City of Santa Ana and accepted by the Community Redevelopment Agency of the City of Santa Ana at the request of the Santa Ana City Council is hereby declared to be surplus property of the City of Santa Ana as of the date of aforedescribed Deed and the City Council hereby ratifies the conveyance of title of said parcels to the Community Redevelopment Agency of the City of Santa Ana for an amount to be determined by the Community Redevelopment Agency and the City, repayable by the Redevelopment Agency to the City pursuant to the provision of Clause 6 of that certain March 12, 1973 Agreement between the City and Redevelopment Agency. Donahue & Company of Tustin conducted the appraisal and determined the price of subject land ($800 per unit) to be within the'fair market range for senior citizen housing on this site. The price of $800 per unit was offered to all developers who proposed on the site. In determining value for subsidized senior citizen housing, the land has a residual value based on the fact that there is only a limited amount of dollars left for land after all other require- ments are imposed on the developer by the FHA standards, the available rental subsidy and city requirements. Because the rental level is set by HUD this affects the maximum mortgage available and consequently, land value. Past experience of Redevelopment Agencies in assembling land for subsidized housing has been to reduce the land to as iow as $500 per unit. As the Agency is aware, even reducing the land to $160,000 has not assured the development's feasibility, as the developer is still having problems making the figures balance to show a reasonable profit. Staff feels, based on independent appraisal, past HUD practices and personal housing experience that the figure of $800 per unit · for a ~otal Df $160,000 for 200 units is .a fair value for the uses intended.
