RESOLUTION NO. 76-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA EXPRESSING SUPPORT FOR SENATOR STULL'S
PROPOSED CONSTITUTIONAL AMENDMENT AMENDING SECTION
8, ARTICLE I OF THE CALIFORNIA STATE CONSTITUTION
RELATING TO AN INDIVIDUAL'S RIGHT NOT TO BE REQUIRED
TO JOIN OR TO PAY DUES OR FEES TO ANY EMPLOYEE
ORGANIZATION AS A CONDITION OF EMPLOYMENT BY ANY
GOVERNMENTAL ENTITY.
WHEREAS, Senator Stull intends to introduce a proposed
Constitutional Amendment, amending Section 8 of Article I of the
California State Constitution, before the Senate of the State of
California for consideration by said body in February, 1976; and
WHEREAS, said proposed Constitutional Amendment provides
that no person may be required to join or to pay dues or fees to
any employee organization as a condition of employment by any govern-
mental entity, including, but not limited to, the state, any city
or county, any city and county, whether such city, county, or city
and county is chartered or unchartered, any school or school district,
or any special district which lev es or collects any tax; and
WHEREAS, the City Council believes that no person should
be required to pay dues or fees to a third party in order to be
employed by his or her government, at any level; and
WHEREAS, the City Council believes it is imperative that
the people of California have the opportunity to vote on this
matter.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Santa Ana:
1. That the City Council hereby expresses strong support
for Senator Stull's proposed Constitutional Amendment, amending
Section 8 of Article I of the State Constitution, relating to
individual rights.
2. That the Clerk of the Council of the City of Santa
Ana shall cause copies of this Resolution to be forwarded to
State Senator John Stull representing the Thirty Eighth District.
PASSED AND ADOPTED by the City Council of the City of
Santa Ana this 2nd day of February , 1976.
