HomeMy WebLinkAbout76-025RESOLUTION NO. 76-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ~ AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO ESTABLISH THE CLASSES OF DEPUTY CITY MANAGER AND DIRECTOR OF COMMUNITY RELATIONS WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for employees of the City of Santa Aha; and WHEREAS, the City Council has from time to time amended this Resolution; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City Council and the City Manager wish to implement a proposed reorganization plan for the Office of the City Manager as recommended by a nationally recognized management consulting and research firm contracted for the purpose of developing a Management Improvement Program for the City of Santa Aha; and WHEREAS, it is now desired to add two new classes to the list of class titles contained in said Resolution No. 58-281, as amended, and to allocate salary and wage schedules thereto; and NOW, THEREFORE, BE IT RESOLVED: That Resolution No. 58-281, as amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical sequence, the following class titles and salary range numbers as next herein set out: CLASS TITLE SALARY RANGE NO. MALONE CITY OF SANTA ANA DEPUTY CITY MANAGER DEFINITION Subject to administrative policy determination of the City Manager, administers and coordinates' the plans, programs and activities of an assigned group of related depart- ments and serves as a member of the City's executive management team. EXAMPLES OF DUTIES Assists in the overall management of city operations and serves as principal advisor to the City Manager regarding a major functional area of responsibility such as finance and administration, community development and environmental improvement, community human services, or other broad-gauged substantive area of city govern- ment; directs, coordinates, reviews, and evaluates the plans, programs and activites of a logical grouping of related departments; directs and coordinates the development of goals and objectives within the assigned area of responsibility; reviews and approves departmental proposals for new or revised policies, procedures or practices; reviews and evaluates the operations and activities of the departments under his cognizance and reports results to the City Manager; seeks resolution of operational problems confronting one or more department heads and makes decisions or, where appropriate, makes recommendations to the City Manager for decision; reviews and evaluates performance of department heads; reviews and makes recommendations to the City Manager on annual departmental budget requests; represents the City Manager, as required on matters involving the departments under his direction; and performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS This is highly responsible executive management work in that Deputy City Managers serve as an extension of, and are directly accountable to, the City Manager for the continuing management~ general direction, and coordination of a designated group of related departments. As a member of the City's executive management team, the tnc,,mhent advises the City Manager regarding the organization, functions, operations and problems of a major functional area of city government. RECOMMENDED MINIMUM qUALIFICATIONS Education and experience equivalent to graduation from college or university with a degree in public or business administration, economics, or related field AND extensive experience in a high level administrative capacity in government or private industry OR any combination of education, training and experience providing the following knowledge and abilities: Extensive knowledge of the principals and practices of the organization and manage- ment of personnel, finances, material and other resources of a large public or consumer oriented service organization, pr_eferably a local government agency; con- siderable knowledge of the ordinances an( r~gulatlons gove~ni~L~ ~,.~£al ..~v-~ c!?°] operation; ability to establish and main~ ~i~0~i~0~cooperal~:Felationships with public, department heads, press and ~?~2,~-~ .,h~ litv t6.ex~ress'ideas clearI~ CITY OF SANTA ANA DIRECTOR OF COMHUNITY RELATIONS. DEFINITION Under admimistrative direction,' administers amd coordinates a comprehensive municipal ¢oim~nlty relations program designed to address the physical, economic, educational, social and cultural needs of COuau~nity residents. EXAMPLES OF DUTIES Plans, organizes, directs and coordinate~ the activities of the City's housing, community centers and manpower services units; evaluates effectiveness o'f departmental programs and makes appropriate revisions to insure maximum utilization of resources in meeting co,uaonity meeds; established and maintains channels of co~nunication with and between warious segments of the community, City officials and business and industry to encourage free expression of needs, desires, ideas and problems and to develop mutual understand- ing among income levels and ethnic groups; provides staff liaison to and participates in various community programs in the areas of human relations, recreation, health, housing, education, economic opportunity and employment; meets and consults with commu- nity organizations engaged in h,~mn relations activities to coordinate their efforts v~_th the public and private assistance agencies; establishes departmental policies, procedures and performance standards; selects, develops and supervises principal sub- ordinates and directs the selection, placement~ training and supervision of other employees; supervises the preparation of the budget and the control of expenditures for the department; promotes and explains cou~unity relations programs to the public and maintains cooperative planning and working relationships with other public and voluntary h,-,~_~ services agencies; prepares or directs the preparation of periodic and special reports; performs other related duties as required. .DISTINGUISHING FEATURES OF THE CLASS This is professional amd administrative work in the direction of a City department subject to the general administrative review by a higher level administrator. The incumbent serves as staff advisor to various related boards and commissions. .RECOMMENDED MINIMUM QUALIFICA~TIONS Graduation from an accredited four-year college or university with major course work in public administration, political science, ethnic studies, sociology or a related /ield (an a~vanced degree in public administration or a related field is highly desirable) AND.considerable progressively responsible management experience including supervisory or administrative responsibility for the development of programs and allocation of resources OK any equivalent combination of training and experience v~ich provides the following knowledge, skill and abilities: Extensive knowledge of: the objectives and ideals of community relations including a thorough understanding of activities ~%ich make up a community relations program; the principles and practices of public administration with special emphasis in depart- ~ental persommel and budget a~ministration. gmowledge of: urban sociological philosophies, trends and concepts.
