HomeMy WebLinkAbout76-032RESOLUTION NO. 76-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO REALLOCATE THE CLASS OF PUBLIC INFORMATION OFFICER TO A MORE EQUI- TABLE SALARY RANGE WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compen- sation Plan for employees of the City of Santa Ana; and WHEREAS, the City Council has from time to time amended this Res- olution in order to maintain the relevancy and equity of the Classifi- cation and Pay Plan; and WHEREAS, a recently completed job content analysis and evaluation of the Public Information Officer class clearly indicates that the existing salary range allocation is no longer appropriate for the di- versity and level of work actually being performed; and WHEREAS~ as originally conceived, this single-position class had (a) no supervisory responsibilities; (b) minimum budgetary responsi- bilities, (c) little or no responsibilities beyond press relations/ public relations; and WHEREAS, when the position of Public Information Officer was es- tablished in 1973, the salary level was appropriate for the degree of difficulty and complexity of the assigned duties and responsibil- ities and of the supervision recieved and exercised; and WHEREAS, the position has expanded substantially and significantly to include responsibility for the full range of public relations and public affairs functions and activities for the entire organization and the performance of special administrative assignments for the City Manager; and WHEREAS, this expansion of the functions and activities of the position necessitated corresponding increases in budgetary and gen- eral managerial responsibilities and the addition of responsibility for the supervision of several full-time staff assistants. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281 is hereby amended in accordance with merit system princi- ples and sound personnel practices by reallocating the classification of Public Information Officer from Salary Range No. 366, $1245-$1513 to Salary Range No. 408, $1528-$1857. COW, CITY ATTORNEY (Classification Specification) CITY OF SANTA ANA PUBLIC INFORMATION OFFICER DEFINITION Under administrative direction, develops, promotes and administers the City's public relations and public information program. EXAMPLES OF DUTIES Plans, develops, implements and maintains a comprehensive public relations and public information program; prepares regular news releases and develops, promotes and main- tains contacts with all news media including newspapers, magazines, radio, press and television; advises City management on matters pertaining to relations with the public; assists City cormnittees and commissions with promotion of specific projects; coordinates internal and external public relations programs to develop a thorough understanding of local government activities by citizens, public officials and City personnel; maintains liaison with community groups interested in City affairs; helps develop and coordinate varied public affairs workshops and discussion groups; establishes inter-governmental associations regarding pending legislation and other matters of interest or concern to the City; performs a variety of staff services and special assignments for the City Manager's Office; confers with and assists persons request- ing information or services or making complaints; investigates causes of complaints and in coordination with the City Manager and/or department heads, recommends appro- priate action to be taken; prepares comprehensive analyses and reports; and performs other related duties as required. DISTINGUISHING FEATURES OF T~IE CLASS Assignments under this class are received in the form of general or oral outlines and are.carried out with a high degree of independent creativity requiring the exercise of independent-judgment and initiative. The incumbent acquires an intimate knowledge of.all municipal activities, current and proposed community projects and promotes public understanding and citizen participation, in City government. RECOMMENDED MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a degree in public relations administration, advertising, journalism, English or a related field and two years' responsible administrative/experience in an advertising news media management or public relations firm; or any equivalent combination of training and experience which provides the following knowledge, skills and abilities; Considerable knowledge of: municipal organization and functions and relationships with other levels of government; the principles, practices and techniques of public information and public relations work, professional journalism, report format. Ability to: establish and maintain municipal officials and the pub capable of reporting such progr, display.a high degree of creat art work layout and and in writing; employees, and be citizenry;
