2his being the date set for the continued hearing of protests on ~nnexat~on to the
City of certain inhabited territory designated "South of Smeltzer Annexation", the
Clerk read her report giving the result that the area has a total assessed land
valuation of $1,257,190.00; the assessed value of the land represented by the pro-
testants whose protests ~mre filed, was found to be $850,100.00, and from these
figures more than 50% of the property o~ners have protested against the annexation.
The Mayor declared the protests are sufficient and no further action on the pro-
posed annexation will be tal~en.
This being the date set for the continued hearing of protests on annexation to the
City of certain inhabited territory desicnated "North of Smeltzer Annexation",
communication was read from Felipe and Christiana Flores, owners of eicJ~t lots in
the area commonly called 'Colonia Juarez" and generally bounded by Independencia
and Cinco de ~,~o Streets, statist they have no objection to the annexation. On
motion of Cotmcilman Markel, seconded 10y Hall and carried, the communication was
received and filed. Protests signed by Katherine ~mall, Fred R. H~.~mmond et al
~re presented against the proposed annexation. Withdrawal of protests against
election and armexation proceeding was presented, signed by Hitoshi Nitta et at,
with an assessed land valuation of $23,800.00. On motion of Counci%man Hall,
seconded by Marl:el and carried, the protests and withdrawal of preterits ~re
received, filed and referred to %he Clerk to check the authenticity of the sigmatures
according to the Statute. The Clerk read her report giving the result that the
area has a total assessed ].and vsguation of $1,h40~505.00; the assessed value of
the land represented by the protestants whose protests t.~re filed prior to ~.imy

On motion of Councilman Hubbard, seconded by Gould and carried, the recommendation~
of the Planning Commission was approved and the variance of Alexander V. Sanchez
granted to permit the construction of a second single-f~mily dwelling on front part
of lot at 1919 West Third Street, in addition to existing dwelling on rear part of
the lot, in an R-2 District, with a distance of only t1' between buildings instead
of the required 15', subject to conditions as imposed by the Department of ~,~blic
Works.
Communication was read from the Pla~ming Commission recommending denial of variance
application of Leona E. ArmstronG to permit the establislnnent and operation of a
beauty shop in existin6 garage, which is part of the main residence with entrance
from a rear alley, on property at 510 South Bristol Street~ with a sign not to
exceed 1' × 3', in front, and off-street parking for at least four ears. On motion
of Councilman Hubbard, seconded by Hall and carried, the recommendation of the
Plannin~ Commission was approved and the variance denied.
On motion of Cou~nci/man Hall, seconded by Hubbard and carried, the recommendation
of the Planning Commission was approved auld the variance of ;g N. Zale granted to
permit the erection of a 25' x 60' one-story metal building, on property at 1668
East PaLm Street, to be used for the receiving and storage 'of food stuffs for dis-
tribution to food catering trucks, subject to the provisions of the PK Ordinance
but did not concur in the recon~nendation of the Department of Public Works.

Communication was read from the Planning Commission recommending approval of re-
quest of Harry Tancredi for abandonment of an alley located just north of the Santa
Aha Freeway off Valencia Street, subject to certain conditions, and on motion of
Councilms~u Hall, seconded by Markel and carried, the communication was received
and filed. On motion of Councilman Hubbard, seconded by Markel and carried, the
matter was referred to the Mma~ager for report.
On motion of Councilman Markel, seconded by Hubbard and carried, Revised Tentative
Map of Tract No. 3252, submitted by Lemon Heights Investment Corporation, of property
located on the south side of Fruit Street, beginning at a point approximately 400'
east of the center line of Fruit Street and Grand Avenue and consisting of fourteen
lots, was approved, subject to condition that the subdivider meets all standard
drainage provisions as required by the Department of Public Works.
On motion of Councilman Hubbard, seconded by Gould and carried, Record of Survey
M~p submitted by Southern Pacific Railroad Company, on six acres of land located
on the south side of Delhi Road, beginning at a point 990' west of the center line
of Main Street and Delhi Road, with a frontage of 500' on Delhi Road, and check of
Sears, Roebuck and Company, in the sum of $3,750.00, submitted in lieu of bond,
were approved and agreement was ordered signed.
It was moved by Councilman Hubbard, seconded by Markel and carried, that escrow
instructions be approved and signed with Antone Lopizich~ Peter N. Perak et ux, for
property at the southwest corner of Fourth and Bristol Streets, in the sum of

It was moved by Counci]~an Gould., seconded by Hubbard and carried, that action be
continued until the next meeting on the Ordinances prohibiting diagonal parking on
the north side of Washington Avenue between ~,~in and Sycamore Streets; obstruction
to .~mmht distance at intersections and establishing angle parkin6 on certain streets.
-~Marjorie Condon, 6~0 Linwood Avenue, orally inquired as to whether the City of Santa
;ma has any reg~lation requiring signs to be posted in regard to the riding of
bicycles on the sidewalks and streets, and on motion of Councilman Hubbard, seconded
by Hall and carried, the matter ~s referred to the Manager for reco:muendation and
to report to the inquirer the results of the investigation.
On motion of Councilman Gould, seconded by Hall and carried, the communication from
Harry McQuigg reference easing of the enforcement of traffic regulations, was
received, filed and referred to the Manager.
On motion of Councilman Hubbard, seconded by Markel and carried, proper officials
were authorized to execute lease with the Visiting Nurses Association of Orange
County, Inc., for rental of Rooms 214 and 215 at 1104 West 8th Street, beginning
February 1, 1957 and ending July 31, 1959, at a rental of $51.~0 per month.
On motion of Councilman Markel, seconded by Hubbard and carried, 'the communications
from Gates W. Burrows, Architect, urging that local Architects be given consideration
for the development of a Civic Center, and augmenting his statements made on June
3rd setting fo~%h the three most common methods of pa)ment based upon the cumulative
experience of Architects,were ,~ceived and filed.
On motion of Councilman Markel, seconded by Gould and carried, the petition for
annexation signed by Antone and Anna A. Borchard, and communication from the Boundary
Commission advising that the boundaries of the proposed "Delhi and Bristol S. W.
Annex", to the City of Santa ~tna, are reasonably definite and certain, %~re received
and. filed.

On motion of Councilman Markel, seconded by Hall and carried, the communication from
the Chamber of Commerce was received and filed commending the Santa Aha Police Pistol
Team for winning permanent possession of the Orange County Peace Officers Trophy in
competition with other Cities in the County. On motion of Councilman ~arkel,
seconded by Gould and carried, the Clerk was instructed to write a letter to the
Chief of Police, on behalf of the City Council, commending the Santa Ana Police
Pistol
On motion of Councilman Hubbard, seconded by Markel and carried, the bond of Emmet
C. Rogers, filed for the improvements of eleven lots on Westwood Avenue and Santa
Clara Avenue, in Tract No. 3141, in the sum of $8,300.00, was ordered released and
improvements accepted as completed.
On motion of Councilms~ ~arkel, seconded by Gould and carried, the request of Stephen
M. Harvey to purchase the K Y Billiard Parlor at ~K)3 West Fourth Street~ formerly
o%rned by Harry Drentel, was granted and the transfer of City license approved.

On motion of Counci]~nan Markel, seconded by Gould and carried, the communication
from the Boundary Commission was received and filed advising of proposed annexation
of territory to the City of Garden Grove, Annexation No. 25, of property located
west of the S~ta Ana River and south of Garden Grove Boulevard, and the Clerk was
directed to notify the City of Garden Grove that ~he City of Santa Aha has no object-
ions to the proposed annexation.

On motion of Councilman Markel, seconded by Hall and carried, the written recon~nend~
ation of the City Manager, dated .~y 20, 1957, setting forth salary step increases
for six employees, effective June 1, 1957, was received, filed and approved.
The Clerk orally reported that a petition signed by fourteen additional owners of
property requesting that proceedings be initiated for an assessment district for
the construction of pavement, curb and gutter, grading appurtenances and appurtenan~
work where necessary, in the area described as the north half of Myrtle Street be-
tween Daisy Avenue and Artesia Street, all of Pine Street between Daisy Avenue and
Artesia Street and the east half of Daisy Avenue between First and Myrtle Streets,
and stated that the petitions now contain sufficient signatures to proceed with an
assessment district. On motion of CounciLman Gould, seconded by Hubbard and car-
ried, the matter was referred to the Manager for appropriate action.
On motion of Councilman Hubbard, seconded by Hall and carried, the Manager was
authorized to employ Special Counsel for the purpose of assisting in assessment
districts~ procedures.
It was moved by Councilman Gould, seconded by Markel and carried, that the Council
reconsider its previous action denying the request of the Orange County Chapter of
the City of Hope to solicit funds during the month of June. On motion of Council-
man Gould, seconded by Hubbard and carried, the request to solicit funds, from door
to door, in the residential district, on June 22nd and 23rd, 1957, was granted.
On motion of Councilman Markel, seconded by Hubbard and carried, the plans and
specifications for the construction of a sanitary sewer on Harbor Boulevard from
Delhi Road to Talbert Avenue, were approved and the Purchasing Agent authorized to
advertise for bids to be opened July 15, 1957.
On motion of Councilman Gould, seconded by Hubbard and carried, the applications of
Charles B. Dowding, I. P. Bardrum, Sirl Myhand, Jack P. Sappington, George W. Kidd,
Syral S. Sorton~ Berdina A. Imler, Margaret D. Munoz, and Marvin E. Nolt, to drive
taxicabs~ were approved and permits granted.
On motion of Councilman Gould, seconded by Hubbard and carried, the notifications of;
the Department of Alcoholic Beverage Control of beverage applications of Robert B.
Harnois, Robert R. Mansfield and Hollis J. Stover, 934 Grand Avenue, Charles D.
Simmons~ 1705 North Main Street, and John E. Baker, 500-02 South Main Street, were

The Manager orally reported on the communication from the Metropolitan Water
District of Southern California enclosing copies of letters and policy statement
relating to the delivery of unsoftened Colorado River water to the Central and West
Basin areas in Los Angeles County. On motion Of councilman Markel, seconded by
Hubbard and carried, the recon~endation of the Manager was accepted and the Clerk
instructed to notify the District that the Council approves the proposed plans and
program with the provision that no portion of the cost of this development shall
be charged against the City of Santa Ana or any property therein.
On motion of Councilman Hubbard, seconded by Markel and carried, proper officials
were authorized to execute a Waiver of the 90-day termination notice in paragraph
8 of Lease dated April 12, 1955, with the State of California, Department of
Education, for the leasing of certain rooms at ll04 West Eighth Street.
The Manager orally reported on the cc~mnunication from the Chamber of Co~erce in
regard to .chanGe in effective hours for parking time limits in Central Traffic
District, and on motion of Councilman Hubbard, seconded by Markel and carried, the

On recommendation~ of the curb usage committee and on motion of Co~mcilman Markel,
seconded by Hubbard and carried, the request of Dodd~ Inc., was denied for the re-
mow~l of the parking meter located on the north side of West Fifth Street between
two driveways leading into the parking lot located at the northeast corner of Fifth
and Broadway.
The Manager presented the Traffic Engineer's report and recommended the adoption of
an Ordinance to establish a speed lt~ait of 35 miles per hour on Bristol Street
between 17th and 6th Street and between Walnut Street and 4OO' south of Edinger
Street. On motion of Councilman Hubbard, seconded by Markel and carried, the fol-
lowing Ordinance entitled:
"Ordinance increasing the prima facie speed limit on portions of
Bristol Street"
was introduced, considered and placed on file for second reading.
On request of Councilman Gould the Manager presented the report of the Traffic
Engineer reference traffic signal priority and stated that the installation of a
traffic signal at Bristol Street and Santa Clara Avenue is sixth on the priority
list. On motion of ComuciLman Marke!, seconded by Hubbard and carried, the report
was received, filed s-od the request denied.
The Manager reported that Bullock's is desirous of erecting a temporary 10' x 24'
advertising sign on the west end of their property, facing the Freeway. On recom-
mendation of the Manager a~d on motion of Councilman Hubbard, seconded by Hall and
carried, the request was granted.
On recommendation of the Manager it was moved by Councilman Hubbard, seconded by
Markel and carried, that the 19~-57 Budget be amended and the following reallocation
and reappropriation of funds be approved:
