This bei~ the date set for the continued hearin~t of protests on annexation to the
Cits, of certain inhabited territory design%areal "North of Smeltzer ;~nnexation", the
Clerk read her report giving the result that the area has a total assessed land
valuation of $1,40!,075.00; the total assessed value of the land represented by the
protestants whose protests were filed, was found to be $776,354.00~ and from these
figures more thm~ 54~'~ of the pror~rty ow~ers have protested against the annexation.
The Mayor declared the hearing closed ~nd determined that protests have bee~

On motion of Councilman Hubbard, seconded by Hall and carried, the recommendation
of the Planning Comm~ ssion was approved and the variance of Bristol Park granted to
permit the erection of one lO' x 20' temporary subdivision sign, instead of the
12' x 2~' 'sign requested, on Lot 68, Tract No. 2208,. located on the west side of
Pacific Avenue, l~O' south of St. Andrew Place, subject to a condition.
On motion of Councilman Gould, seconded by Hubbard and carried, the recommendation
of the Planning Co~muission was approved and the variance of Bristol Park granted to
permit the erection of a 10' x 20' double-face temporary subdivision sign on Lot
90, Tract No. 2209, located at the southwest corner of Bristol Street and St.Andrew
Place, subject to a condition.
Communication was read from the P]au~ing Commission recmm~ending denial of variance
application of Doris L. Clinton Traxler to permit the conversion of an existing
garage into an apartment on property at 2017 Maple Street, decreasing the required
15' distance between dwellings to 7½'. On motion of Counc~m~n Hubbard, seconded
by Gould and carried, the recommendation of the Planning Commission was approved
and the variance denied.
Communication was read from the Planning Commission recommending approval, as
amended, of proposed amendment to the Municipal Code, Article IX, Planning and Zoniz ,
by the addition thereto of .a new district to be known as the "General Agricultural
District". On motion of Councilman Hubbard, seconded by Hall and carried, the
matter was referred to the Attorney for preparation of an Ordinance and the
date of hearing protests set August 5th, 1957.
On motion of Councilm~u Hubbard, seconded by Gould and carried, Preliminary Record
of Survey submitted by Elnoran, Inc., on property located just back of the 150' x
150' parcel of land at the southwest corner of Fairview Avenue and Bristol Street,
with 33~' frontage on Bristol Street and 300' frontage on Fairview Avenue, consist-
lng of ~.483 acres, was approved subject to conditions of the Department of Public
Works.
On motion of Cou~cilm~u Gou~ld, seconded by Markel and carried, Preliminary Record
of Survey submitted by Orange County Develolmment Campany, on property located at the
.northwest corner of Bristol Street and Wilshire Avenue, consisting of 0.513 acres,
was approved subject to conditions of the Department of Public Works.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by Markel and carried, the following Resolution

On motion of COl~c~lm~ Hubbard, seconded by Gould and carried, Map of Tract No.
3226, filed by John A. Siegel, J.L.Bascom and John H. Siegel, for the dedication of
Fruit Street between Grand Avenue and the Freeway, and bond in the amount of
$14,000.00 were approved, license payment fee in the sum of $450.00 accepted and
agreement covering improvements was ordered signed.

Com~unications were presented from State House Sales, Inc., and from the Director of
Building Safety. and Housing, reference reconsideration of applications for relocatio
of houses from 4731 Vista Del Monte, Los Angeles to 2120 West Fifth Street and from
8315 Clybourne, Los Angeles to ~ll4~ West Fifth Street. Mr. Gordon representing
the applicants presented pictures of the houses they desire to move into the City
and stated the buildings will be brought up to all standards as required by the
Building Code and will submit a performs, ce bond insuring that al I improvements will
be complied with and al 1 work, as recommended, will be satisfactorily completed.
On motion of Cou~ct]m~u Hubbard, seconded by Gould and carried, the c~mmunicatlons
were received and filed. On motion of Council~u Hall, seconded by Hubbard and
carried, the m~tter was held over until the next meeting for further investigation.
Communication was presented from Cleve Sedoris, owner of an apartment house at 210-
16 North Ross Street, objecting to David Wellbrook operating the loud speaker in a
religious broadcast from his truck parked on the east side of Ross Street at Birch
Park and petition signed by fifteen tenants of the building objecting to the dis-
turbance and nuisance. On motion of Councilman Hubbard, seconded by Markel and
carried, the communication and petition were received and filed. Mr. Sedoris
stated the operation of the loud speaker is a great disturbance to his tenants and
the truck is bei~ used as living quarters by the operator who is also using the
City facilities at the Park. On motion of Councilman 'Hubbard, seconded by Hall and
carried, the matter was referred to tD~ ~ger for a complete report.
On motion of Councilman Hubbard, seconded by Gould and carried, proper officials
were authorized to execute agreement with Dike and Colegrove covering collection for
disposal of sewage, for a period of ten years, from any person connecting into
sewerage facilities from property on the southerly side of Hobart Street immediate]
south of Tract No. 2~3, at the rate of $1.02 per front foot.
On motion of Counc~m~n Hubbard, seconded by Gould and carried, proper officials
were Authorized to execute agreement with Dike and Colegrove covering collection f¢
disposal of aewage, for a period of ten years, from any person connecting into
sewere~e facilities from property on the southerly side of Hobart Street fmmediatel
south of Tract No. 2626, at the rate of $1.47 per front foot.

On motion of Councilm~n Hubbard, seconded by Gould and carried, the coemmmication
from 0'Melveny & Mu~rs submitting an opinion on legal questions involving the
Sanitation Districts in Orange County was referred to the Council as a c~m~ttee of
the whole.
Communication was read from Orange County Peace Officers Association, Inc., giving
notice that agreement dated June 28, 1954 will be terminated August 31, 1957, P~-
viding for the use of the training facilities on the range operated by the Assoc-
iation and for the sale of ammunition to be used by the City's Policemen'on the
range and that a new agreement will be offered prior to termination date. On
motion of Councilman Hubbard, seconded by Gould and carried, the communication was
received and filed.
Communication was read from Patricia Simmons, Director of Tri-College Survey,
advisi~ that the three Junior Colleges of Orange County are engaged in an
al survey-research project of the entire County and requesting a Resolution of
endorsement on this project, and on motion of Counci~m~n Markel, seconded by Hall
and carried, the comEnunication was received and filed. The Council having unaui-

On motion of Councflm~u Hubbard, seconded by Markel and carried, the co~mmuuication
from R. D. Williams, former owner of two lots in the 900 block North King Street,
requesting permission for the new owner to build dwellings thereon, and that the
Building Department refused to issue permits because the lots do not front on a
street that meets City requirements, was referred to the Building Department for
action.

On motion of Counci~m~ Markel, seconded by Hubbard and carried, proper officials
were authorized to execute lease with the County of Orang~ for rental of three
additional rooms at 1104 West Eighth Street, for use of the County Superintendent
of Schools, at a monthly rental of $80.00 per month.
The Manager orally reported reference the request of G.J.Nardul~i for abandorm~n~
of an alley located Just north of the Santa Ana Freeway off Valencia Street and
recommended that the matter be taken off the agenda at the present time and to be
re-submitted upon agreement of the parties involved. On motion of Councilman
Gould, seconded by Hubbard and carried, the recommendation of the Manager was
approved.
The Manager orally reported he has contacted several major Cities in regard to
0rdinancesrequiring fences around sw~m~ning pools. On motion of CounciLman Gould,
seconded by Markel and carried, the matter was referred to the Attorney to prepare
an Ordinance and present to -the Council for study at the next regular meeting.
The Manager recommended that proceedings be initiated .for Assessment District No.
198 to construct pavement, curb and gutter, grading appurtenances and appurtenant
work where necessary, in the area described as the north half of Myrtle Street be-
tween Daisy Avenue and Artesia Street, all of Pine Street between Daisy Avenue and
Artesia Street and the east half of Daisy Avenue between First and Myrtle Streets.

The Manager read the report of the Traffic Engineer in regard to the traffic
investigation at Eighth and Broadway, and it was moved by Councilman Hall, seconded
by Markel that a Resolution be adopted eliminating one crosswalk and relocating one
crosswalk on Broadway between Sixth and Eighth and installing vision zones on Broa~t
way betwmen Sixth and Tenth Streets.

On recus~endation of the curb usage c~ittee and on motion of Councilman Hubbard,
seconded by Markel and carried, the requestsof Ray McCoy Motor Co. and Frank M.
D~rling we~denied for a two-hour parking limit on the north and south sides of
the 500 block East First Street between Myrtle and Oak Streets.
On recommendation of the curb usage conEittee and on motion of Councilman Hubbard,
seconded by Markel and carried, the protest of First Church of Christ, ScientiSt
against the removal of the stop signs at Tenth and Sycamore Street, was denied.
On motion of Councilman Hubbard, seconded by Gould and carried, the Manager was
granted permission to be absent from his duties for one day, namely July 3, 1957.
The Manager reported that Edward J. Allen, John K. Colwell, Vern Downs, Forrest L.
Duke, Hugh Foreman, Jr., John Garthe, Dale Griggs, Jack N. Hall, John Henderson,
Benjamin Koral, Eugene R. La,meister, C. S. Markee, William Secrest, Homer Sterling,
David ~. ~th, Carl J. Thornton and Warren M~nn, Department Heads and Assistants,
have c~npleted the course in '"2echnique of Municipal Administration", which
was taken partislly on City time and their ~own time, and have mmd~ excellent grades
and have received their certificates.
The Manager presented a letter from the Orange County Water District and recommended
that a letter be directed to the Secretary-Manager of the District indicating the
desires of the Council reference variance applications before the Orange County
Planning Co~nission for the extraction of sand and gravel in the Santa Ana River
easterly of Yorba Bridge, On motion of Councilm~u Hall, seconded by Markel and
carried, the communicatio~ was received and filed. Councilman Hubbard abstained
from taking any action on the subject matter. It was moved by Councilman Gould,
seconded by Markel and carried, that the Mayor be directed to write a letter
indicatin~ the City's desire to preserve the water basin and maintain the natural
and artificial flow of water in the Sauta Ana River and into the underground storag~
basin.

The Manager stated the President of the Library Board indicated that it will be
necessary to make an additional opening through the wall on the mezzanine floor on
the west interior wall of the new Library Building and requested approval of the
Council to permit amendments to the Preliminary Plan. It was moved by Counc~lm~u
Markel, seconded by Hubbard and carried, that the Council approve changes in the
Preliminary Plan of the Library building which may be necessary, frc~ time to time,

It was moved by Councilman Gould, seconded by Markel and carried, that a letter be
directed to the Annexation Committee of the Chamber of Commerce, under the signatu~
of the Mayor, expressing the Council's appreciation for the Committee's tireless
efforts in the work accomplished on the North of ~ltzer and South of Smeltzer
Annexations, and to explore the possibility of areas being annexed to the City if
Concessions in
City Parks~
the residents and owners of property therein are favorable to coming into the City.
It was moved by Councilman Gould, seconded by Hubbard and carried, that the Manager
submit a report to the Council on JUly 15, 1957, in regard to permitting concession~
in Memorial Park and other parks and to determine the financial advantages to the

On motion of Councilman Hubbard, secosded by Markel and carried, proper officials
were authorized to execute lease date~ July l, 1957 with the County of Orange, for
rental of certain rooms at ll04 West Eighth Street, for use of the Orange County
Library.
On motion of Councilman Gould, seconded by Hubbard and carried, the City Council
adjourned.
