HomeMy WebLinkAbout76-078RESOLUTION NO. 76-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING THE 1976-77 ANNUAL BUDGET BY DELETING ONE (1) DEPUTY CITY MANAGER AND ONE (1) ADMINISTRATIVE AIDE AND ADDING ONE (1) ADMINISTRATIVE ASSISTANT WHEKEAS, the City of Santa Aha has undergone a six-month trial period of a proposed reorganization plan for the Office of the City Manager as recommended by a nationally-recognized management consulting and research firm contracted for the purpose of developing a Management Improvement Program for the City of Santa Aha; and WHEREAS, it is now desired to amend the reorganization plan by revising the allocation of classes and salary and wage schedules to the 1976-77 Annual Budget; and NOW, THEREFORE, BE IT P. ESOLVED: That the 1976-77 Annual Budget of the City of Santa Aha be amended by deleting one Deputy City Manager for Development Services from Account Number 11-501 and one Administrative Aide from Account Number 11-041 and adding one Administrative Assistant to Account Number 11-041, so that the total n,,mher of positions in Account Number 11-501 is reduced by one and the total number of positions in Account Number 11-041 is unchanged. BE IT FURTHER RESOLVED: That this amendment shall take effect on July 1, , 1976. MALONE, do hereby certify that I am the Clerk of the Council of the City of Santa Aha; that the foregoing Resolution was introduced to said Council at its regular meeting held on the 27th day of July , 1976, and was at said meeting passed and adopted by the following vote, to-wit: AYES: COUNCILMEN: Ward, Bricken, 0rtiz, Garthe, Brandt NOES: COUNCILMEN: Yamamoto, ABSENT: COUNCILMEN: None APPROVED AS TO FORM: Evans CLERK OF THE COUNCIL CITY ATTORNEY ~¥ OF SAN~A AI~ ADMINISTRATIVE ASS IS~ANT DEFINITION Under direction of the City Manager, Assistant City Manager, Executive Directors~or department beads, performs responsible and professional staff work in assigned areas of specialized assistance and service to City management. ,EXAMPLES OF DUTIES Reviews, analyzes, evaluates and reports on pending federal, state, county or special district legislation which may have an effect on the City; establishes and maintains close working relationship with the National Council of Mayors, League of California Cities and other goveFnmental associations regarding pending legislation and other matters of interest or concern to the City; develops applications for governmental and other grants-in-aid and assists in coordinating activities necessary to their execution and implementation; performs a variety of staff services and special assignments; con- fers with and assists persons requesting information or services or making complaints; investigates causes of complaints and in coordination with the City Manager and/or department heads, recommends appropriate action to be taken; prepares comprehensive analysis and reports; and performs other related duties as requ%red. DISTINGUISHING FEATURES OF THE CLASS This is highly responsible and technical staff work requiring considerable initiative, the exercise of mature judgment and the application of knowledge of local and state legislative and administrative processes and procedures in meeting a variety of problems involved in assigned areas of municipal and intergovernmental relatioas. Work involves considerable public contact, presentation and interpretation of City policies, review- ing and analyzing legislation and grant programs, preparing comprehensive reports and handling special.requests and complaints. RECOMMENDED MINIMUM QUALIFICATIONS · cation and experience equivalent to graduation from a four-year college or univer- ~y with specialization in political science, public or business administration or ~sety related field and two years of responsible governmental administrative staff ~erience or any equivalent combination of education, training and experience which provides the following knowledge and abilities: Considerable knowledge of municipal organization and functions and the relationship within the municipal government and with other levels of government. Good knowledge of the legislative processes and pro- cedures of local and state government. Good knowledge of the principles and practices of public administration. Ability to assemble, organize, analyze, interpret and make sound recommendations from factual'information. Ability to develop and present ideas and recommendations effectively, both orally and in writing. Ability to establish and maintain effective relationships with governmental officials, the general public and other employees. -- ACTION
