Salute to the Flag was~ given followed by invocation by Chaplain J,P.Forsander.
Each member of the City Council having received copies of the Minutes
of July 15, 1957, reading of the Minutes was dispensed with and approved
on motion of Councilman Gould, seconded by Hubbard and carried.

Proposed Civil Service
Rules and Regulations
This being the date set for the continued hearing on the adoption of the proposed
Civil Service Rules and Regulations, Thomas F. Larsen, Chairman of the Personnel
Board, outlined the approval of the Board reference Section 2263 defining sics leave
and Section 2275 on outside employment of the employee. Attorney Robert Webb,
representing the City employees, agreed that the employee should make application
to the Department Head and Manager for permission to perform outside employment and
if the application is denied an appeal may be made to the Personnel Board. On
motion of Councilman Hubbard, seconded by Gould and carried, the hearing was con-

the amount of money ascertained to carry on the various departments
of the City of Santa Aha, to pay the bonded indebtedness falling
due, for the current year 1957-1958, fixing the rate of taxation
for the current year 1957-1958, and designating the number of cents
on each $100.00 for the various funds of said City and hereby levied
on the whole of the taxable property of said City"

On motion of Councilman Hubbard, seconded by Hall and carried, the recommendation
of the Planning Cammission was approved and the variance of Dr. Hubert Nall granted
to permit the construction of a medical center, emergency hospital and ambulance
service, on property situated on both sides of South Baker Street, near Cubbon Stree
~etween Bristol and Shelton Streets, subject to conditions as outlined by the Plann~
ing Commission and Department of Public Works except that parking be provided for a
minimum of fifty cars and the alley be abandoned.
On motion of Councilman Hall, seconded by Gould and carried, the recommendation of
the Planning Com~f ssion was approved and the variance of Joseph S. Gentzler granted
to permit the establishment of a home Agate Shop at 734 North Grand Avenue, subject
to conditions of planning Commission and Department of Public Works.
Communication was read from the Planning Commission recommending denial of variance
application of Harry Tancredi to permit the construction of a three-unit family
dwelling with garages for each unit on property located on the north side of Highla~
Street, 122 feet from the corner, between Bristol and Shelton Streets. It was move
by Councilman Markel and seconded by Hubbard, that the recommendation of the

Communication was read from the Planning Commission recommending approval of appli-
cation of Thompson M6Neal for a proposed trailer park develol~nent on 5 1/3 acres on
the north side of First Street at the Santa Ana River, the river being the west
boundary of the property~ in the M-1 District. On motion of Councilman Gould,
seconded by Hubbard and carried, the recommendation of the Commission was approved
and the application granted subject to the conditions of the Health Department.
On motion of Councilman Hubbard, seconded by Hall and carried, the communication fr¢
the Planning Commission was received and filed recommending approval of abandonment
of certain alleys in Assessment District No. 197.
Mayor Heinly presented a merit certificate and a cash award to K~isuke Kay }{ara,
who was the outstanding driver of the month in the Santa Ana Safe Driving Campaign.
On motion of Councilman Hall, seconded by Hubbard and carried, the Purchasing Agent
was authorized to advertise for the furnishing and delivering of Plant Mix, per
Specification No. 488-7; bids to be opened September 3, 1957.
On motion of Councilman Hubbard, seconded by Gould and carried, Preliminary Record
of Survey submitted by C. J. Segerstrom & Sons, on property situated approximately
1200 feet east of Harbor Boulevard and directly south of Delhi Road, was approved
subject to conditions of the Department of Public Works.
Communication was read from the City Attorney reference release of bond filed on
Tract No. 2494, and 'on motion of Councilman Gould, seconded by Hubbard and carried,
the bond of Orange County Dwellings, Inc., filed for the improvements of Pine,
Walnut, Forest, Western, and Chestnut Streets, and the alley and a portion of First

On motion of CouncilmAn Hubbard, seconded by Hall and carried, Tentative Map of

west sides of Standard Avenue, was approved subject to conditions of the Bepartmen%

On motion of Councilm~n Hubbard, seconded by Hall and carried, Map of Tract No. 324
filed by Orange County Development Company, for the dedicatiom of Pacific Avenue,
Poplar Street, Hesperian Street and a portion of Wilshire Avenue, and bond in the
amount of $23,000.00 were approved, license payment fee in the sum of $1200.00
accepted and agreement covering improvements was ordered signed.

were authorized to execute ngreementsfor Mutual Aid Fire Protection with the Cttie

On motion of Councilman Hubbard, seconded by Markel and carried, proper officials
were authorized to execute agreement with the State of California, Department of
Public Works, Division of Highways, for participation of cost for installation of
channelization at the intersections of Riverside Drive with State Highway Route
VII-0ra-179-SA (North Park Boulevard-Flower Street) and Broadway with State Highwal
Route VII-0ra-179-SA (North Park Boulevard-Santa Clara Avenue).
On motion of Councflman Hubbard, seconded by Markel and carried, the following
Ordinance entitled:
"Ordinance of the City of Santa Ana, California, providing for
the issuance of Library Bonds of said City in the amount of
$700,000"

On motion of Councilman Hubbard, seconded by Hall and carried, the communication
from 0'Melveny & Myers submitting an opinion on legal questions involving the
County Sanitation Districts in Orange County was referred to the Council as a
committee of the whole.
On motion of Councilman Hubbard, seconded by Markel and carried, the communication
from the City of Orange was received and filed advising of proposed annexation
No. 93 of territory located northeast of Collins and Batavia Streets on the north
side of the City.

from the Board of Supervisors was received and filed, advising that Resolution No.
57-165 giving notice of proposed annexation to the City of territory designated
"Delhi and Bristol S.W. Annex" was received and filed.
On motion of Counci/man Hubbard, seconded by Hall and carried, the Purchasing Agent
was authorized to advertise for bids for the widening and resurfacing of South Main
Street from Walnut to First Streets, Project No. 100; bids to be opened September
3, 1957.
On motion of Councilman Hubbard, seconded by Markel and carried, the plans and
specifications were approved and the Purchasing Agent authorized to advertise for
bids for the widening and construction of pavement on West 17th Street, north side
from College to 424 feet east and portions of West 17th Street, south side Towner
to Olive Street, Project No. C-20; bids to be opened August 19, 1957.
On motion of Councilman Hubbard, seconded by Hall and carried, the request of
Parkview Memorial Reformed Church was granted to receive free-will offerings at the
Union Services to be conducted at Memorial Park, Sunday night, August ll, 1957.
On motion of Councilman N~t 7, seconded by Hubbard and carried, the communication
from Ralph p, lmer protesting the issuance of traffic citations for minor infraction
of the Vehicle Code was referred to the Manager for appropriate action.
On motion of Councilman'Hubbard, seconded by Hall and Carried, the communication
from Newell Vandermast submitting an article on "Customers and Dollars" published
in a circular by the Alhambra Chamber of Commerce, reference survey made of
customers using off-street parking lots in the City of Alhambra, were received and
filed.
On motion of Councilm~ Hubbard, seconded by Hall and carried, the communication
from the late Phil Brown submitting an article from the Los Angeles Times in regard
to Beverly Hills abolishing the one-way streets, protest of W.H.Spurgeon, Jr.
against one-way streets and petition signed by six persons favoring one-way streets

On motion of Councilman Hubbard, seconded by Hall and carried, the communication
from the State of California, Department of Public Works, advising that the quarterl
allocation of 5/8~ gas tax for the quarter ending June 30, 1957, is $49,908.46, was
received and filed.

Atchison, Topeka and Santa Fe Railway Company, before the Public Utilities Commis-

Ferguson A. Wilson for a special license to permit the use of a public address
system on his car, to conduct open-air religious services at various places, such
as parks, shopping centers and along the streets, was referred to the Manager and
Attorney for appropriate action and recommendation.

Rolfe Montano for alleged personal injuries in the sum of $25,000.00 caused by the
