HomeMy WebLinkAbout76-121 RESOLUTION NO. 76-121 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAI~TA ANA AMENDING SECTION 3 OF RESOLUTION NUMBER 58-281, AS AMENDED, ADDING THE NEW CLASS OF HOUSING REPRESENTATIVE. WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Aha; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said classifi- cation and pay plan; and WHEREAS, it is now desired to add a new class not currently included in the City's Classification and Pay Plan and to assign appropriate salary ranges to said new class according to the City's two-year salary adjustment program. NOW, THEREFORE, BE IT RESOLVED: That Resolution No. 58-281, as amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical sequence, the following class title at the salary range number as next herein set out: CLASS TITLE Housing Representative SALARY RANGENlrMBER BY EFFECTIVE DATE 10-1-76 4-1-77 1-1-78 4-1-78 290 296 303 314 BE IT FURTHER RESOLVED: That this amendment shall take effect on October 1, 1976. EXAMPLES OF DUTIES Promotes, explains and implements assigned phases of City Housing Authority's. low-income housing program; contacts property owners, managers, agents and brokers to encourage participation in the program; negotiates with owners concern- ing lease charges, occupancy and maintenance standards, and related conditions of contract agreements; informs, explains, and advises applicants and tenants regard- {rig conduct of negotiations and of policies, procedures, and regulations of the housing authority program; mediates~ resolves or refers to supervisor various owner-tenant disputes or problems; may refer tenants to social service agencies for assistance in resolving financial, domestic or social problems; performs dwelling unit inspections to insure units are in safe, decent and sanitary condi- tion according to federal regulations; may determine eligibility of applicants; computes rental charges; performs related duties as required. DISTINGUISHING FEATURES OF THE CLASS ~he work of this class involves the exercise of independent judgement and initiative within the framework of established.policies. An employee of this class must be able to establish and maintain good rapport with applicants, tenants and property owners through effective oral presentations and communication. RECOMMENDED MINII~JM QUALIFICATIONS Possession of a valid California driver's license, education .equivalent to graduation from high school, and sufficient experience involving a substantial amount of public contact, preferably as a representative, organizer or supervisor of a community service-oriented activity, which provides the following knowledge, skills and abilities: Some knowledge of the Santa Ana housing rental market, real property management and laws pertaining to the rental of real property. Working knowledge of the location and services of the various local public and non-profit social service agencies or groups. Skill in' negotiating effectively, particularly on a one-to-one basis with property o~ners. Ability to: secure and analyze facts, draw logical conclusions, exercise independent judgement and make decisions; understand, explain and interpret policic~, procedures and rc~ul~ ~f~"/ ~c.~.L~ica*--n. atur~;-~estab!ish and ~imtain effective public relations;~'spe~k~ in~fr0~ of s~I~groups; and co~unicate effectively writing.
