HomeMy WebLinkAbout76-130RESOLUTION NO. 76-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO ESTABLISH THE CLASSES OF ROUSING MAINTENANCE TRAINING COORDINATOR AND MAINTENANCE INSTRUCTOR/SUPERVISOR WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for employees of the City of Santa Ana; and WHEREAS, the City Council has from time to time amended this Resolution; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City of Santa Aha now wishes to implement a grant-funded Housing Maintenance and Manpower Training Program for economically-disadvantaged Santa Ana residents, the operation of which requires the addition of two new classes to the City's Classification and Pay Plan; and WHEREAS, it is now desired to add two new classes to the list of class titles contained in said Resolution No. 58-281, as amended, and to allocate salary and wage schedules thereto; and NOW, THEREFORE BE IT RESOLVED: That Resolution No. 58-281, as amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical sequence, the following class titles and salary range numbers as next herein set out: CLASS TITLE SALARY RANGE NO. ADOPTED, this 26th day of October , 1976, by the following vote: AYES: COUNCILMEN: Ward, Garthe, 0rtiz, Yamamoto, Brandt NOES: COUNCILMEN: None ABSENT: COUNCILMEN: Bricken, Evans ATTEST: CLERK OF TEE COUNCIL APPROVED AS TO FORM: CITY ATTORNEY CITY OF SANTA ANA HOUSING MAINTENANCE TRAINING COORDINATOR DEFINITION Under direction, performs responsible supervisory and technical work in administering a grant-funded Housing Maintenance and Manpower Training Program for economically disadvantaged and employment handicapped residents of the City. EXAMPLES OF DUTIES Plans, organizes, schedules, supervises and coordinates the manpower training and housing rehabilitation activities designed to provide training and practical work experience for unemployed, unskilled persons in general construction methods, tech- niques and safe work practices to be used in the maintenance, minor repair and beautification of deteriorated owner-occupied houses of low-income residents; deter- mines financial eligibility of owner-occupants; inspects residences and prepares work orders and cost estimates; purchases equipment, materials and supplies; schedules and assigns jobs; assigns~ supervises and evaluates work crew instructor/supervisors; keeps records and prepares program activity reports; and perf6rms other related technical and administrative work as required. DISTINGUISHING FEATURES OF THE CLASS This is a limited-term program of approximately one-year duration from commencement. ~ne incumbent of this position will be expected to exercise independent judgement and initiative in administering and supervising the activities of and in meeting the goa~ an~ nhj~t~v~ ~f th~ pr~,gr~m. The employee reports to the Director of Building Safety and Housing Department. RECOMMENDED MINIMUM ~]ALIFICATIONS Education and experience equivalent to graduation from high school and three years' experience in the building construction trade or related field including one year in a supervisory capacity OR any equivalent combination of education, training and/or experience which provides the following knowledge and abilities: Working knowledge of standard practices, materials and tools used in building construc- tion, maintenance and repair; working knowledge of and capability at estimating repair and maintenance work, preparing work orders, scheduling work and purchasing need materials, supplies and tools; knowledge of supervisory methods and techniques; ability to keep records and prepare activity reports; ability to effectively coordinate and promote cooperation and establish effective work relationships with subordinates and the general public. CITY OF SANTA ANA MAINTENANCE INSTRUCTOR/SUPERVISOR DEFINITION Under general supervision, instructs and supervises unskilled, economiCally-dis- advantaged persons in the application of general building trades methods and tech- niques for the minor maintenance, repair and beautification of deteriorated sub- standarding houses. EXAMPLES OF DUTIES Trains unskilled persons in the basic methods and.techniques of building maintenance and repair, the proper use of tools, equipment and materials, safety regulations and safe work procedures and practices utilizing a combination of classroom instruction and on-~he-job demonstration and practical work experience; lays out, assigns and closely supervises the work of each assigned trainee; advises and assists trainees regarding work habits and performance; schedules tools and materials; transports trainee crews to and from work sites; maintains records of time, materials and equip- ment; prepares daily progress reports regarding training and status of work projects; and performs related work as required. DISTINGUISHING FEATURES OF THE CLASS This is a limited-term project of approximately one year duration from commencement. Persons employed in this classification will be expected to exercise independent judgement and initiative in training and supervising the practical work experience activities for a group.of unskilled, employment handicapped persons. The incumbents .will receive supervision from and be responsible to the program coordinator. RECOMMENDED MINIMUM QUALIFICATIONS Three years~ experience in the building construction trades and/or maintenance field including at least one year as a lead person or equivalent involving responsibility for training subordinate workers OR any equivalent combination of education, training and/or experience which provides the following knowledge, skills and abilities: Working knowledge of standard work and safety practices, safety regulations, mat~rlals and tools used in building construction.~ particularly in the carpentry, electrical, plumbing, masonry and painting trades; skill and versatility at a variety of main- tenance and' repair tasks; ability to perform in an instructor and supervisor .capacity and to follow oral and written instructions; ability to establish effective work' relationships with supervisors, subordinates and the general public; ability to make simple arithmetic calculations, keep work records and prepare simple progress reports.
