Heinly None The Pledge of Allegiance was given. ~ Invocation was given by Reverend Gerald S. Christian Church. Bash of the First Each member of the City Council having received copies of the Minutes of October 21, 1957, reading of the Minutes was dispensed with and app~roved on motion of Councilman Hubbard, seconded by Gould and carried. 'Mayor Heinly presented a merit certificate and cash award to Dolores Genevieve Berg, the outstanding driver of the mont~ in the Safe Driving Campaign. A tabulation of bids was presented by the Manager for the construction of pavement, Bid acceptance Construction pavement, etc. on Wilshire from Bristol to Olive Sts. curb and gutter, on uncompleted portions of Wilshire Avenue from Bristol Street to Olive Street and Russell Avenue from Rosewood Avenue to Lowell Street, Project C-22~ proposals having been submitted by the following contractors: R. J. Noble, Griffithll Compan~ a~ Sully-Miller Contracting Company. The Manager reported that money had been deposited with the City by all but two property owners on the Wilshire Avenue frontage but the property owners on Russell Avenue were not interested in having the work done and recomended the award be made to Sully-Miller Contracting Ccmpan~ at the unit prices submitted in their bid for Wilshire Avenue only. On motion of Coun- Hubbard, seconded by Markel and carried, the bid of Sully-Miller Contracting Cometary on unit prices f= Wilshire Avenue only, was accepted and all other bids~ Bid acceptance Construction pavement, etc. on Walnut St. from Pacific to Daisy St. rejected. On motion of Councilman Hubbard, seconded by Hall and carried, the bid of Wager & Walker was accepted. Uawley granted to permit location of a two-story, four-unit apartment building on property situated at 1519 North Ross Street, in an R-2 District, subject to the conditions of the C~ission and Department of Public Works. It was moved by Councilman HuObard, seconded by Marksl, that the recomm-~dation of the Planning Commission be approved and the variance of Ruby Jewell Fours granted for one year to permit the use of property situated at 510 Oypress Avenue, in an R-2 District, to board and room six elderly men, subject to the condition of the Department of Public Works and the further condition that applicant be allowed to make application for renewal directly to the Council prior to expiration of that time, The applicant stated that the broken sidewalk had been replaced. On motion of Councilman Gould, seconded by Hall and carried, the motion was amended to read two years instead of one year. Motion carried. On motion of Councilman Hubbard, seconded by ~a~kel and carried, the recommendatioz of the Planning Commission was approved and the variance of Kelso & Sloan granted tc move the 10' x 20' sign advertising "Hidden Village~ at Fairview and Bristol Street to Lot 24, Tract No. 3244, on the south side of ~ilshire Avenue, the other sign, 8' x 12' to remain in its present location on the west side of Bristol Street~ approximately 395 feet north of the center line of Wilshire Avenue, subject to the condition that two $100.00 bonds be furnished to guarantee removal of the signs at the expiration of one year. . On motion of Councilma~ Hubbard, seconded by Gould and carried, the communication from the State of California, Department of Public Works, advising that the quar- terly allocation of 5/85 gas tax funds to Santa Ana is $55,259.60, for the period ending September 30, 1957, was received and filed. . On motion of Councilman Huobard, secomxled by Markel and carried, the communication and Resolution from the Los Angeles Metropolitan Traffic Association, was received and filed, urging the adoption of a slmtlar Resolution adopted by the Executive Co~.ittee,petitioning Congress to enact the necessary legislation authorizing the Secretary of Ccmmerce to more equitable apportion funds to the several states for construction and completion of the National System of Interstate and Defense High- ways. On motio~ of Councilman Hall, seconded by Markel and carried, the matter was referred to the Attorney and Manager for the preparation of a Resolution. On motion of Counc~m~ Gould, seconded by Hall and carried, the request of John R° Buesing, dba Los Angeles Patrol Service, with bond in the amount of $1,000. On motion of Councilman Hall, seconded by Hubbard and carried, the request was referred to the Police Department for investigation and report at the next regular meeting. Hoe, for permission to construct a temporary ditch for the drainage of surface water from Tract No. 3296 along the west line of property owned by the City, located north of Delhi Road and south of John Adams School, was granted sub- Ject to the approval of the Director of Public Works on engineering design. On motion of Councilman Hall, seconded by Marksl amd carried, the Mayor was autho- rized to sign a letter of acceptance for the General Services Administration, Public Buildings Service, to continue to lease Rooms Nos. 212 and 213 at the C~unity Cen- ter Building from July 1, 1958 to ~rch 31, 1959 with the right to renew for four additional one year periods upon the same terms and conditions and at the same rent~ On motion of Councilman Hubbard, seconded by Gould and carried, Leo Weiler Compar~ was granted and extension of t~o weeks, to November 30, 1957, for the construction of the sanitary sewer on Harbor Boulevard, between Delhi Road and Talbert Avenue. On motion of Counc~m~n Gould, seconded by Markel and carried, the written recom- mendation of the Manager, dated October 17, 1957, for salary step increases for six employees effective November 1, 1957, was approved. On motion of Councilman Hubbard, seconded by Hall and carried, the com,,,~ication from the Boundary Con~isalon was received and filed reference the proposed annexa- tion of territory to the City of Garden Grove to be known as Annexation No. 32. On motion of Councilman Hubbard, seconded by Gould and carried, the Mayor and Clerk were authorized to enter into an agreement with Bullock's Inc., whereby they agree to pay $36,650.00 to the City as the amount computed to be the cost to them if they constructed underground storm drains from east to west across their property to remove the natural flowing storm waters coming to their property; City to construct underground storm drain in North Main Street right of way from a point near West Orange Road (now abandoned) to Santiago Creek and to pay all additional costs from City funds. On motion of Councilman Gould, seconded by Marke~ and carried, the application of Robert Cantu to solicit funds November 5 to December 31, 1957, to furnish food, toys and candy for the needy Spanish people, was received and filed. It was moved by Coun- cilman Hall, Seconded by Markel and carried, that Mr. Cantu be advised, in letter ~,n~er the Mayor's .signature, that his application is denied but that he be commende for his generosity of spirit and recommending that he contribute his efforts to wel fare agencies established for tHat purpose. On motion of Councilman Gould, seconded by Hall and carried, the notification of the Department of Alcoholic Beverage Control of beverage application of Jeanne E. and Oren B. Carr, 812 E. First Street, was received and filed. Heinly None None On motion of Councilman Hubbard, seconded by Markel and carried, Wm. D. Greschner Co., was grented two 35-foot driveways for the Hillview Alpha Beta Market under construction at the corner of Tustin Boulevard and East 17th Street in accordance with the recomnendation of the Director of Public Wcwks. The request of S. Thompson McNeal,for a 35-foot driveway at his trailer camp under II conetrnction at 2901 West 1st Street, was approved by the Department of Public Work~ subject to the receipt of street easement ~by the City for 50 feet of right of way the full width of said property. On motion of Councilman Hall, seconded by ~ould end carried, the request was received, filed and referred to the Attorney on the question whether a condition of this type may be imposed and report to the Council at the meeting to be held November 18th. The Manager presented the data fc~ No Parking end No Stopping on both sides of Main Street between First and Ninth Streets, resulting in a loss of 89 parking spaces, 23 of which will be replaced when the street is widened. It was stated that bus companies have agreed to cooperate, however no direct notice has been given to property u,~rs and businessmen along the street. Mrs. Ray Goedsell rose in pro- test to the action stating that while she new lives in Pasadena, she owns property on Main Street between Seventh and Eighth and is definitely not in favor of the plen but suggested that perhaps one side of the street only might be used or part time in lieu of 24 hours per day as No Parking. Michael Schanetz, 719 E. Avalon Street,suggested no parking between 2 P.M. end 6 A.M. on said street and said the bottleneck is on Broadway. Councilman Gould stated that the manager of West Coast Theatre told him the regulation would put the theatre out of business and felt that the Manager should mail notices to the business men on the street to get their reaction. Councilman Hall agreed that notifications should be given and a gradual change be made prohibiting parking from First to Fifth Street, or on the east side of Main Street from First to Sixth Street, between the hours of 6 A.M. to 5 P.M., beginning November 27, 1957 thruugh Jenuary 2, 1958. Lyle Nelson reference to the law on retirement of safety employees, was received and filed and Attorney Otto A. Jacobs to be advised that the Council deny his interpretation of the law set forth in letter dated June 25, 1957, quoting Sections 21264 and 21337 of the Government Code of California, providing for an allowance to the survivors of retired safety employees. . On motion of Councilman Hubbard, seconded by Markel and carried, the request by the parents of students attending Jefferson School for the City to accept the use of a portable traffic signal at the intersection of Seventeenth and Ross Streets, was denied and the Clerk instructed to so notify Mr. Virgil H. Reed. . Hart, 2321 Spurgeon Street protested the collection of trash and gar- bage at the early hour of 5:00 A.M. and on motion of Councilman Gould, seconded ~y Hall and carried, the Manager was instructed to write a letter to the Santa Aha Commercial Company advising them that there shall be no pickup of trash or garbage before 7~00 A.M. in the residential area. .
