HomeMy WebLinkAbout77-014RESOLUTION NO. 77~14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO ADD THE NEW MIDDLE-MANAGEMENT CLASS OF FACILITIES MANAGER WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amemded said Resolution; and WHEREAS, it is now desired to add a new position in the Department of Recreation and Parks in order to consolidate certain existing and proposed functions for the purpose of improving the promotion, development, utilization and management of municipal recreational and cultural public use facilities; and WHEREAS, in order to properly classify said new position, it is now desired to add a new class to the City's Classification and Pay Plan, to designate such class as being Unrepresented Middle-Management, and to assign to it appropriate salary ranges according to the City's current two-year salary adjustment program. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by adding, in proper alphabetical sequence, the following class title together with the parenthetical designation (MM) and salary range numbers on the effective dates as next herein set out: CLASS TITLE Facilities Manager (MM) SALARY RANGE NUMBER BY EFFECTIVE DATE: 1-1-77 1-1-78 4-1-78 420 427 436 BE IT FURTHER RESOLVED: That this amendment shall take effect on February 1, 1977. ADOPTED, this 25th day of January , 1977, by the following vote: AYES: COUNCILMEN: Yamamoto, Ward, Ortiz, Evans, Brandt NOES: COUNCILMEN: None ABSENT: ATTEST: COUNCILMEN: Bricken, Garthe APPROVED AS TO FORM: CITY ATTORNEY CITY OF SANTA ANA FACILITIES MANAGER ~EFINITION Under' administrative direction of the Director of Recreation and Parks, promotes the development and utilization of municipal recreational and cultural facilities, admi- lsters the operation and maintenance of assigned facilities, and performs other related duties as required. EXAMPLES OF DUTIES Develops, recommends and/or promotes, and'implements plans and policies for the acqui- sition, development, improvement and utilization of municipal public use facilities : such as athletic stadium, zoo, regional park, performing arts center, and specialized athletic centers; promotes, coordinates and schedules usage of facilities by general public and special interest groups, negotiates with prospective commercial clients for presentation of professional athletic events and performing arts productions, provision of various public convenience services, and private sponsorship of selected recreational and amusement activities; determines and recommends cost recovery fee schedules for use of special facilities; performs researdh for and prepares rough drafts of bid specifications.and contractual agreements; monitors contractor performance to ensure compliance with provisions of agreements; coordinates performance of City's contractural obligations such as arranging for police control, special events help, concessionaires and. otheK specialized assistance; plans, organizes and directs the activities of assigned maintenance and operation personnel; coordinates the scheduling of general landscape and facility maintenance services from other City operating units; prepares budget estimates and controls expenditures; prepares comprehdnsive reports; participates in the public relations activities of the department, including public speaking engagements. DISTINGUISHING FEATURES DF THE CLASS This is a responsible administrative position invol~ing a substantial amount of work of a promotional nature requiring considerable initiative, ingenuity, persuasiveness and independent judgement to achieve program goals and objectives. Work is performed under general direction of the Director of Recreation and Parks and is reviewed through conferences, evaluation of results achieved, and reports from the public. RECOMMENDED "MINIMUM QUALIFICATIONS Education equivalent, to graduation from a recognized four-year college or university with specialization in business or public administration or closely related field AND three years' responsible experience in developing customer usage of and/or managing large p~b][c entertainment facilities, inlcuding contract administration responsibili- ties, OR any equivalent combination of training and experience which provides the following knowledge, skills and abilities: KNOWLEDGE OF: buisness management principles and practices as applied to large public use facilities; client needs and practices in presenting commercial events and programs, including industry standards regarding services supplied to or required of such clients. ABILITY TO: determine long-range needs for development, improvement and utilization of public use facilities; formulate and promote plans and organizes resources and work to meet those needs; apply highly developed communication skills; coordinate multiple services; supervise the work of others; and establish and maintain productive working relationships with civic organiz;~tions,special interest groups, commercial clients, City official and employees, and the general public.
