N. Whitten of the Second Baptist Church. Each member of the City Council having received copies of the Minutes of November 4 and November 12, 1957, reading of the Minutes was dispensed with and approved on motion of Counci/man Hubbard, seconded by Gould and carried. No. 57-281 designating name of East 24th Street for a certain street On recommendation of the Manager and on motion of Counci]m,u Hubbard, seconded by Markel and carried, the bid of Addressograph-Multigraph Corporation, in the amount of $2,650.44 was accepted and the other bids rejected. Communication was read from the Plauning Commission recommending denial of variance application of Rand Properties, Inc., to permit establishment and operation of a trailer park on property, approx~m,tely 13 acres, situated on the east side of Bristol Street, approximately in the 2600 block, in an R-1 District. On motion of Councilman Hubbard, seconded by Markel and carried, the recommendation of the Commission was approved~ and the variance denied. Communication was read from the Planning Commission reccm~mending denial of variance application of Agnes I. Wold to permit establishment and operation of eleven mobile (house trailer) homesites, with parking areas, recreation room, laundry facilities and swimming pool, on property aS 505 North Grand Avenue, in an R-3 District. On motion of Councilmen Hubbard, seconded by Gould and carried, the recommendation of the Corem1 ssion was approved and the variance denied. On motion of Coanc~lm~n Nail, seconded by Hubbard and carried, the recommendation of the Planning Comm~ ssion was approved and the variance of Taft and Ruth Fox granted to permit the operation of a beauty shop, with one operator only,, either in the existing single-family dwelling, or in an addition to the existing dwelling, at 1202 West Third Street, in an R-2 District, subject to conditions of the Commission and the Department of Public Works. on motion of Councilmen Mail, seconded by Hubbard and carried, the recommendation of the Pl-nnin~ Commission was approved and the variance of Moore Homes, Inc., granted to permit erection of a 10' x ~0' temporary directional sign on property at 430 South Bristol Street, to direct prospective purchasers to tract located three blocks west of Bristol Street, in an R~l District, subject to the condition that a bond be filed, in the amount of $100.00 to guarantee removal of the sign at the expiration of six months. Communication was read from the Planning Commission rec~nding denial of variance application of L.N.Murman to permit construction of a one-story medical office building, of approximately 2,000 square feet (for one doctor and one dentist), with required off-street parking, on property situated at 418 East ~4cFadden Street, in R-1 District. On motion of Councflm~n Hubbard, seconded by Hall and carried, the matter was continued until December 2, 1957. Communication was read from the Planning C~ssion recOmm-nding that the street which lies north of the Freeway and runs fram Main to Bush Street, be named '~ast 24th Street" instead of '~eechwood Stree%", which was recommended by t~e Department of Public Works, and on motion of Councilman Mark~l, seconded by Gould and carried, the ccemmnieation was received and filed. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Markel, seconded by Gould carried, the following Resolution entitled: "Resolution No. 57-281 designating the name of '~ast 24th Street" for a certain street adjacent to the Santa Aha Freeway" was considered and passed by the following vote: Ayes, Councilmen Royal E. Heinly None None On motion of Councilman Hall, seconded by Markel and carried, action was continued until December 2, 1957 on the Agreement signed by the Orange County Peace Officers Association, Inc., dated September l, 1957, for one year, for use of the target range at a consideration of $1,488.00, plus additional costs. On motion of Counci~men. Hall, seconded by Hubbard and carried, the communication from the Department of Public Works advising that the petitions for South Main Street Lighting District from Edinger Street to Delhi Road, Assessment District No.' 201, were checked as to percentage of area and it was found that 65.44% of the area has apparently signed the petition, was received, filed and the Department of Public Works instructed to prepare plans and specifications to perform the work in the Assessment District, according to law. On motion of Counci~m~n. Hubbard, seconded by Markel a~d carried, the application of Santa Ana Sertnme Club for permission to solicit funds, November 22, 23, 25, 29 and 30 and December 2, for worthwhile community work, such as Pony League and to youth of Juvenile N~11, etc., was granted. On motion of Counci~m~ Hubbard, seconded by Markel and carried, the commmmication from Mrs. Mildmed Philbrook, 1337 Mmgn01ia Street, suggesting that a leash law be adopted such as other cities have in the areas nearby, was received and filed. On motion of Councilman Hubbard, seconded by Gould and carried, the Purchasing Agent was authorized to sdvertise for bids ~or revolving aerial ladder, 6,000 lineal feet of double primary cable, one traffic line painting machine, nine four- door sedans and one 1/2 ton pickup truck; bids to be opened December 2, 1957. 3'68 Application to solicit funds L~ave of absence Leave of absence Patrol Service John R. On motion of Counc~lm~n Hubbard, seconded by Hall and carried, Mayor Dale H. Heinly was granted permission to leave the State fr~n November 20 to November 22, 1957, inclusive. Coanci~m~u Gould disqualified himself on the next motion. On recommendation of the Police Department and on motion of Councilmen Hubbard, seconded by Markel and carried, the application of John R Buesing to operate a private d6tective and patrol service, formerly operated by George Whitney, 920 South Main Street, was denied. On motion of Councilmau Hubbard, seconded by Hall and carried, the request of S. Thompson McNeal for a 35-foot driveway at the trailer park under construction at 2901 West First Street, was granted. On motion of Councilman Hubbard, seconded by Markel and carried, Opinion No. 20~ of the City Attorney reference request of S. Thompson McNeal for an over-size driveway at 2901 West First Street, was received and filed. On recommendation of the Manager and on motion of Councilman Markel, seconded by Hubbard and carried, the agreement signed by Santa Aha Neon Company for permission to construct an electric sign at 1729 North Grand Avenue was ordered returned un- signed to the Neon Company for the reason that the sign would extend into ithe stree. right-of -way. On recommendation of the curb usage COmmittee and on motion of Councilman Hubbard, seconded by Markel and carried, the request of MacFarlane Electric for a "No Parki~ zone in front of their plant at 2701 Halladay Street, was denied. The Council having unanimously waived the reading of the Resolution, on motion of Councl]man Hubbard, seconded by Hall and carried, the following Resolution entitle~ "Resolution No. 57-287 concerning parking limitations and curb markings in accordance therewith" establishing a loading zone on the west side of Fruit Street between Minter Street and Mortimer Street, reference request of Schick Moving and Storage Company, was considered and passed by the following vote: Ayes, Councilmen Royal E. No. 57-291 "Center and Borchard East Annex" Communication was read from the Board of Education and Santiago School P.T.A. re- questing the installation of a traffic signal at the corner of Santa Clara A~enue and Bristol Street. It was moved by Counci]m~u Hubbard, seconded by Markel and carried, that the Board of Education be advised the City has a priority list reg,- lating the inst~11 ration of traffic signals and this particular location is the twenty-fifth on the list. On motion of Councilman Gould, seconded by Hubbard and carried, action was continue indefinitely on the request of Skiatron T.V.System for a license to build, equip, o~rn, maintain and operate a closed circuit T.V. system. Heinly None None Councilman Markel suggested that a committee be appointed to recommend regulations regarding the operation of ambulances in the City. It w~s moved by Councilman Markel, seconded by Gould and carried, that the matter of regulating ambulances, t~xis and buses be referred to the Orange County League of Cities. On motion of Councilmen Hubbard, seconded by Hall and carried, the petition signed ~y P~lmateer-Birdwell, Inc., report of the Planning Commission recommending of proposa~ to annex property situated on the east side of Center Street, beginning at a point 330 fee~ north of the center line intersection of Center and Edinger Streets, thence extending north on Center Street 3~1.60 feet, and west for a distance of 657.98 feet, consisting of approximately 5.016 acres, known as "Center and Borchard East Annex", and report from the Boundary Commission advising that the boundaries are reasonably definite and certain although it does cut property logically, were received and filed.
