HomeMy WebLinkAbout77-018HRS: rs 2-2-77 RESOLUTION NO. 77-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE DRAFT APPLICATION FOR FUNDING OF THE THIRD YEAR HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF SANTA ANA, AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO TAKE ALL NECESSARY STEPS TO FILE SAID APPLICATION, AND DIRECTING AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED REPRESENTATIVE OF THE CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE AFORESAID DRAFT APPLICATION AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. WHEREAS, the City of Santa Aha upon receiving approval of its First Year Community Development Program from the United State Government Department of Housing and Urban Development ("HUD") in an amount of Six Hundred Eighty Nine Thousand Dollars ($689,000.00) under Title I of the Housing and Community Develop- ment Act of 1974 has successfully completed the program year be- ginning June 12, 1975 and ending June 30, 1976; and WHEREAS, the City of Santa Ana received approval of its Second Year Housing and Community Development Block Grant Program from HUD in an amount of One Million Five Hundred Twenty Nine Thousand Dollars ($1,529,000.00) under Title I of the Housing and Community Development Act of 1974, for the program year beginning July 1, 1976 and ending June 30, 1977; and WHEREAS, the City Council of the City of Santa Ana directed the formation of a Community Development Citizen Participation Committee for the purposes of establishing a time table of events for the development of the Third Year Housing and Community Development Block Grant Application and discussing what types of materials and methods should be used in the out- reach efforts and at the public hearings; and WHEREAS, the Community Development Citizen Participation Committee and the Community Development Management Team's staff have held a series of five informational public meetings through- out the community of the City of Santa Ana in 1976 in order that citizens be provided adequate information concerning the amount of funds available for the proposed Community Development Housing Activities in the Third Year Community Development Program, and an adequate opportunity to participate in the development of the Third Year Application; and WHEREAS, the City of Santa Ana Human Relations Commission on January 14th and February 1st, 1977, held public meetings, and the City of Santa Ana Planning Commission on January 24, 1977, held the first mandatory public hearing that provided citizens an opportunity to articulate their needs, to make comments on the proposed program activities, and to offer alternate suggestions on possible programs for the future and to participate in the Third Year Application in accordance with HUD's regulations 24 C.F.R. 570.900(d) (2); and WHEREAS, the City Council of the City of Santa Ana on February 7, 1977, after notice, held the final meeting of the two mandatory public hearings on the proposed Third Year Housing and Community Development Block Grant Draft Application; and WHEREAS, the City of Santa Ana has fulfilled the requisite Federal requirements for the completion of the application process RESOLUTION NO. 77-18 PAGE TWO and now wishes to approve the proposed Third Year Housing and Community Development Draft Application for the Third Fiscal Year and to authorize and direct the City Manager to take all necessary steps to file the Third Year Draft Application with the State Clearinghouse and the Southern California Association of Governments for the requisite A-95 Review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana: 1. That the Council hereby approves the proposed Housing and Community Development Program for the Third Year commencing July 1, 1977, and ending on June 30, 1978, a copy of which is on file in the office of the Clerk of the Council. 2. The City Manager is hereby authorized and directed to take all necessary steps to forward to the State and Regional Clearinghouse (SCAG) copies of the Third Year Housing and Community Development Program and Draft Application for Federal assistance in conformance with the requirements under Title I of the Housing and Community Development Act of 1974. 3. The City Manager of the City of Santa Ana is hereby directed and designated as the authorized representative of the City of Santa Ana to act in connection with the aforesaid Draft Application and to provide such additional information as may be required by the State and Regional Clearinghouse.
