RESOLUTION NO. 77-42
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING THE APPLICATION
FOR FUNDING OF THE THIRD YEAR HOUSING AND
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
FOR THE CITY OF SANTA ANA AND THE SECOND
YEAR PERFORMANCE REPORT AND AUTHORIZING
AND DIRECTING THE CITY MANAGER TO TAKE ALL
NECESSARY STEPS TO FILE SAID APPLICATION AND
PERFORMANCE REPORT, AND DESIGNATING THE CITY
MANAGER AS THE AUTHORIZED REPRESENTATIVE OF
THE CITY OF SANTA ANA TO ACT IN CONNECTION
WITH THE AFORESAID APPLICATION AND PERFORMANCE
REPORT, AND TO PROVIDE SUCH ADDITIONAL INFORMA-
TION AS MAY BE REQUIRED BY THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City of Santa Ana received approval of its
First Year Housing and Community Development Program from the
United States Government Department of Housing and Urban Develop-
ment ("HUD") and has received Six Hundred Eighty Nine Thousand
Dollars ($689,000.00) under Title I of the Housing and
Community Development Act of 1974, for the program year
beginning June 12, 1975 and ending June 30, 1976; and
WHEREAS, the City of Santa Ana received approval of its
Second Year Housing and Community Development Block Grant
Program from HUD and has received One Million Five Hundred
Twenty Nine Thousand Dollars ($1,529,000.00) under Title I of
the Housing and Community Development Act of 1974 for the
program year beginning July 1, 1976 and ending June 30, 1977; and
WHEREAS, the Community Development Citizen Participation
Committee and the Community Development Management Team held
a series of five (5) public meetings throughout the City of
Santa Aha in 1976 to provide citizens with adequate informa-
tion concerning the amount of funds available for proposed
housing and community development activities in the Third Year
Housing and Community Development Program; and
WHEREAS, the City of Santa Ana Human Relations Commission
held public hearings on January 14, 1977 and February 1, 1977;
and
WHEREAS, the City of Santa Ana Planning Commission held the
first mandatory public hearing on January 24, 1977 after due
notice, providing citizens an opportunity to articulate their
needs, to make comments on proposed program activities, and to
offer alternate suggestions on possible programs for the Third
Year Housing and Community Development Program in accordance
with HUD regulations, 24 C.F.R. 570.900(d) (2); and
WHEREAS, the City Council of the City of Santa Ana held
the final of the two (2) mandatory public hearings on the pro-
posed Third Year Housing and Community Development Application
after due notice, approved said application and sent said applica-
tion to the Clearinghouses and to the Southern California Associa-
tion of Governments ("SCAG") for the requisite A-95 review; and
WHEREAS, the Second Year Performance Report was prepared and
sent to the Clearinghouses and the Los Angeles Area HUD office
on March 29, 1977; and

WHEREAS, the City of Santa Ana has received no major comment
on the Third Year Housing and Community Development Application
from citizens or private or public agencies during SCAG's A-95
review period and comments received are on file with the Clerk
of the Council; and
WHEREAS, the City of Santa Aha now wishes to approve the
Third Year Housing and Community Development Application
and the Second Year Performance Report, copies of which are on
file in the office of the Clerk of the Council, and to authorize
and direct the City Manager to take all necessary steps to
file these documents with HUD.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA:
1. The City Council hereby approves and adopts the
Third Year Housing and Community Development Program for the
period commencing July 1, 1977 and ending June 30, 1978, and
the Second Year Performance Report.
2. The City Manager of the City of Santa Ana is hereby
authorized and directed to take all necessary steps to file the
Second Year Performance Report and the Third Year Housing and
Community Development Program and Application for Federal Assis-
tance with HUD in conformance with the provisions of Title I of
the Housing and Community Development Act of 1974.
3. The City Manager is hereby designated as the authorized
representative of the City of Santa Ana to act in connection with
the aforesaid Application and Performance Report, and to provide
such additional information as may be required by HUD.
