HomeMy WebLinkAbout77-046EC/k 4-13-77 RESOLUTION NO. 77-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CONCERNING FEDERAL FUNDING RELATIVE TO THE INTER-COUNTY AIRPORT AUTHORITY AND AUTHORIZ- ING GRANT APPLICATIONS TO BE FILED FOR AIRPORT STUDIES. WHEREAS, the City of Santa Ana, is a party to the Joint Powers Agreement between certain sponsoring cities in two counties which was established for the purpose of creating an Inter-County Airport Authority; and WHEREAS, said Inter-County Airport Authority has entered into an operating agreement between the Authority and the Inter- County Airport Management Services, Inc.; and WHEREAS, the fundamental concept behind the Inter-County Airport Authority is to ascertain, in part, the need and location for additional airport facilities within the counties wherein the participating cities are located; and WHEREAS, Federal funding is available upon filing a grant application related to such an airport study and which application requires establishing certain declarations to be made by each city participating in the grant application. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Ana, declares: (1) That it is a joint sponsor and applicant and au- thorizes a grant application be filed for an airport study for which necessary sponsorship matching funds are available; (2) That it is able to perform those functions as set forth in the Joint Powers Agreement of 1974 between the above City of Santa Ana and other sponsoring cities participating in said Joint Powers Agreement; (3) That it is legally and financially and otherwise able to make the certifications, representations, and warranties required in the application for Federal Assistance (FAA form 5100- 101); (4) That it is legally, financially and otherwise able to make, keep and perform the assurance agreements and covenants required by filing of the grant application for the purposes of receiving and expending federal funds; (5) That it has or is able to obtain sufficient funds to pay for the planning project costs not borne by the United States and as outlined in the cities' grant application; (6) That it is legally, financially and otherwise able to meet any other applicable requirement of the Airport and Airway Development Act of 1970 and Revisions and Amendments thereto; subject to the provisions of the documentation submitted along with the Application for Federal Assistance and attached hereto; (7) That it is legally, financially and otherwise able -1- RESOLUTION NO. 77- 46 PAGE TWO to implement the plan that results from the project study subject to the provisions of the application for Federal Assistance.
