Ordinance entitled:
"Ordinance declaring the annexation of that certain territory
designated 'Center and Borchard E. Annex' TM
was introduced, considered and placed on file for second reading.
This being the date set for hearing on Council initiated amendment to amend Sectioz
9111 of the Municipal Code which establishes the M-1 District, by adding to paragrs
thereof a subsection as follows: "25. Nothing herein is intended to Drohibit the
compounding or processing of raw materi~ls in the course of fabrication or manu-
facture of foam rubber or those products or articles known as camelback, tire
repair material, sporting and athletic equit~nent and like articles made wholly or
in part of rubber, latex or rubber-like materials. Communication was read from

This being the date set for hearing on the amendment application of Francis X.
Shoen for reclassification of property on the south side of Delhi Road, extending
from a point lB5 feet east of t&e southeast corner of Delhi Road and Main Street
to the west side of Orange Avenue, from R-1 and R-2 Districts to C-2-PK District,
on motion of Councilman Hubbard, seconded by Markel and carried, the hearing was
continued until January 20, 1958.
This being the date set for hearing and no protests having been received, the
amendment initiated by the Plsnning Commission was considered to reclassify, from
R-1 District to M-1 District, all property located between Standard Avenue and the
S.P.Railway, between Delhi Road and a point approxfm~tely 800 feet north of St.

and carried, the following Ordinance entitled:

was introduced, cbnsidered and placed on file for second reading.
On recommendation of the Department of Public Works and on motion of Councilman
Hubbard, seconded by Gould and carried, the request of Ernest Winbigler was granted
for a six months extension of time, until July 7, 1958, with the understanding and
on condition that a renewal bond in the amount of $3,000.00 be submitted, to insure
completion of improvements on property at the southeast corner of 17th and Lincoln
Avenues,, as shown on Record of Survey Map filed February 6, 1956.
Novel James, representing the Industrial Development Division of the Chamber of
Commerce, G. R. Townsend of Cannon Electric Company and Harry Martin appeared before
the Council requesting approval or recommendation for the extension of the bus
service for two blocks from Central Avenue to Dyer Road for the convenience of the
personnel employed ~ the various industries in the area. It was moved by Council-
man Gould and seconded by Markel that the Mayor extend an invitation to the operator
of the Santa Aha Bus Service and the industrialists to attend the next informal
meeting of the City Council on January 20, 1958, to discuss the extension of the bus
service.

On motion of Counci~m~u Hubbard, seconded by Gould and carried, the communications
from Cannon Electric Co., Audio Devices, Inc., B.J.Electronics and United States
Rubber Company were received and filed. It was moved by Councilman Gould, seconded
by Hubbard and carried, that the Mayor be directed to write a letter to the Santa
Ana Bus Service advising that the Council has no objection to the extension of the
bus route from Central Avenue to Dyer Road.
On motion of Connciiman Hubbard, seconded by Markel and carriedt action ~as continue
until January 20, 1958 On the variance application of G.J.Nardulli for permission
to construct a five-unit apartment building on property at the northwest corner of
Valencia Avenue and the Freeway ramp.
On motion of Counc~lm~¥1 Markel, seconded by Hubbard and carried, the recommendation
of the Planning Co~mission was approved and the variance of Dean M. Smith granted to
permit decrease in the rear-yard requirements from 20 feet to 12 feet, for a width
of ll feet (lot 60 feet wide) on property at lll8 North Concord Street, in order to
permit construction of an addition to existing single-family dwelling, the new add-
ition to consist of a single story (two bedrooms, wardrobe closets and one bath),in
accordance with plot submitted with application.
Mrs. Elizabeth Letherby, 13232 Lucille Street, Garden Grove, Co-Chairma4 of Orange
County Citizens Committee for the establishment of an S.P.C.A., explained the method
of operation in order to solicit funds for the establishment and operation of an
additional inland animal Pound, the total solicitation to be approximately $35,000.0~
The investigation report of the Police Department was read and on motion of Council-
man Markel, seconded by Hubbard and carried, the report was received and filed. It
was moved by Counci~mm~ Hubbard, seconded by M~zrkel and carried, that permission be
granted to solicit funds.

William t{. Acker of Associated Ambulance Service appeared before the Council and
again requested action be taken to regulate ambulances in the City and an 0rdinan
be adopted similar to the rebuzlations of the City of San Bernardino. Councilman
Markel stated a committee had been appointed to recommend an Ordinance regulating
ambulance service and reported on the committee's findings. On motion of Council-
man Hubbard, seconded by Markel and carried, the matter was continued until Januaz
20, 1958 when the Attorney is to present a draft of the Ordinance as recommended
the committee.
On motion of Councilman Hubbard, seconded by Markel and carried, the Preliminary
Map submitted by Donald D. Randall on property located approximately 288 feet west
of Lyon Street with an approximate 325 foot frontage on Chestnut Street, was ap-
proved subject to the conditions of the Department of Public Works.
On motion of Councilman Hubbard, seconded by Markel and carried, the recommendatio:
of the Planning Commission was approved and the variance of Roland R. Laursen
granted to permit construction of a building on rear part of property at 702 North
Grand Avenue, to be used to process and develop photographs for editorial and
advertising clientele, the great majority of which will be dealt with (interviewed
and photographed) away fro~ this site, in accordance with new plot plan submitted
Communication was read from the Planning Commission recommending denial of variance
application of Harold J. and Irene V. Borchardt, to permit the use of the entire
single-family dwelling on property at 1417 North Bristol Street, for offices of
one doctor. On motion of Councilman Gould, seconded by Hubbard and carried, the
recgmmendation of the Planning Commission was approved and the variance denied.

It was moved by Counci~m~n Gould, seconded by Hubbard and carried, that action be
continued until January 20, 1958 on Ordinance amending Section 63~1 through 6391.h
regulating pawnbrokers and secondhand dealers.
On motion of Councilman Hubbard, seconded by Gould and carried, proper officials
were authorized to execute lease with the County of Orange for use of the Lounge,
Con~nittee Room and Kitchen at llO~ West 8th Street, by Veterans Foreign Wars Post
No. 7140, between the hours of 7:30 P.M. and 12:00 midnight, on the second and
fourth Wednesdays, at a rental of $25.00 per month, beginning July 10, 1957, for a
term of one year.
On motion of Councilman Hubbard, seconded by Markel and carried, proper officials
were authorized to execute Pipe Line License with the Atchison, Topeka and Santa Fe
Railway Company, dated December 10, 1957, for the installation of one 12 inch water
line across right-of-way andundermain track of Mile Post 176 $ 1003.15 feet in
McClay Street.
On motion of CounciLman Hubbard, seconded by Gould and carried, the request of The
Orange County Heart Association was granted to solicit funds during the month of
February, 1958.
On motion of Counci~m~n Hubbard, seconded by Gould and carried, the bond filed by
Co-Mar Homes, Inc., in the sum of $~,000.00 and filed for the improvements of
C~m~le Street between Maple and Oak Streets, in Tract No. 2657~ was ordered released
and improvements accepted as completed.
On motion of Councilman Hubbard, seconded by Markel and carried, the bond filed by
Dike and Colegrove, in the sum of $120,000.00 and filed for the improvements of
Hobart, Halladay, Hickory, Cedar, Evergreen, Russell, Oxford, Griffith Place,
Wilshire and Standard Avenues, in Tract No. 2626, was ordered released and improve-
ments accepted as cumpleted.
On motion of Councilman Hubbard, seconded by Markel and carried, the communication
from Mrs. Weston Walker, on behalf of California Gardsn Clubs, Inc., expressing her
views reference the removal of trees on South ~4ain Street and the contemplated
removal of trees on Nortda Main Street, also suggesting the beautification of the
parking lots and the placing of planter boxes in the downtown area, was received

Metropolitan Coach Lines before the Public Utilities Commission, for authority to
~mend the route descriptions of the follow-lng lines: Line 58 - in Whittier and
Anaheim; Line 59 - in Santa Ana and Corona; Line 60 - in West Covina, Fontana,
Riverside and Redlands, and Line 61 - in Whittier, so as to conSorm to actual
operations, was received and filed.
On motion of Councilman Gould, seconded by Markel and carried, the notifications
of the Department of Alcoholic Beverage Control of beverage applications of Henry
J. and Rita M. Harm~n, 315 North Sycamore Street, Edward B. and Clarel M. Zickert,
1002 South Orange Avenue and Beatrice R. and William M. Levine, 510 North Main
Street, were received and filed.
On motion of Councilman Gould, seconded by Hubbard and carried, the Minutes of the
Board of Trustees of Orange County Mosquito Abatement District of meeting held
December 20, 1957, were received and filed.
On motion of Councilm~u Hubbard, seconded by Markel and carried, the request of
Emmet C. Rogers was granted for an extension of one year on Tentative Tract No.
~205~ on property located between Baker and Greenbrier Streets and between 19th
and 22nd Streets, consisting of twenty-three lots.
On recommendation of the Department of Public Works and on motion of Councilman
Hubbard, seconded by Gould and carried, the request of ~iiller Iron Works was

Markel and carried, the amount of $3,000.00 was authorized to be paid to the Sant~
Aha Chamber of Commerce for the additional expenses involved on annexation procedur
according to agreement entered into August l~, 1957.
It was moved by Councilman Hubbard, seconded by Markel and carried, that the "Wait
and ~alk' sig~ be coordinated with the traffic signals, with the e×ception of the
Fourth and Main Streets intersection, so that the "Walk" will go on at the same
time as the green signal; but that the "Wait" sign may be set to precede the yellow
signal with sufficient time lapse to permit the clearing of pedestrians prior to
the following green signal.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by Markel and carried, the followin~ Resolution
entitled:
"Resolution No. 58-10 authorizing accepting deed granting sewer
easement and authorizing execution of a quitclaim deed quit-
claiming an unused easement"
for sewer right-of-way on Raitt Street south of Delhi Road and quitclaiming a 30
foot sewer right-of-waY south of Delhi Road west of Bristol Street~ from and to
Merle and Margaret W01~erton, was considered and passed by the following vote:

billiard establishment at 2015'WeSt First. Street.

Councilman Hubbard, seconded by Markel and carried, the following Resolution
entitled:
"Resolution No. 58-11 of the City Council of the City of Santa Aha,
California, adopting profile and improvement plans and specifications
for the improvement of Delhi and other streets in said City"
