Each member of the City Council having received copies of the Minutes of January 20,
1958, reading of the Minutes was dispensed with and approved on motion of Councilman
Gould, seconded by Mail and carried.
Sale of Fire Station
Building at 1322
North Sycamore Street
The Mayor asked if any written bids were received for the sale of real property
improved with a Fire Station building at 1~22 North Sycamore Street and the Clerk
stated the bid of Bernard Becker, Dealer Sales & Service, at a total price of
$24,000.00, monthly rental during the twelve month's option periOd of $100.00 per
month, had previously been received. Mrs. Elizabeth S. Miller~ Realtor, represent.
Mr. Becker, stated they wtll deposit $1,000.00 and pay $150.00 a month with an
option to purchase at $24,000.00. Mr. Recker stated some improvements would have
to be made 'to the building and offered a $1,000.00 down payment and $100.00 a month
rental to apply toward the purchase price of $25,200.00. Cashier's check of
$1,0OO.00 was submitted as ~ payment. It was moved by Councilman Gould, second~
by Eubbard and carried, that the oral offer of Mr. Recker, in the amount of

was introduced, considered and placed on file for second reading.

and R-2 Districts to C-2-PK District, property consisting of approximately four
acres, situated west of Main Street and north of Roe Drive, beginning at a point 27'.

This be!~g the date set for the continued hearing, ~m~ndment application No. 239 of
Francis X. Shoen was considered for reclassification of property situated on the
south side of Delhi Road, extending from a point 135 feet east of the southeast
corner of Delhi Road and Main Street to the west side of Ore-ge Avenue, with a
depth of approx~m-toly 205 feet on all of the property fronting on Delhi Road
(approximately 545 feet), the two parcels at the southwest corner of Delhi Road and
Ore,me Avenue (facing Ore, ge Avenue) extending approximately 150 feet south of
Delhk Road, from R-1 and R-2 Districts to C-2-PK District. Attorney Jack Gilbert,
representing the applicant stated it is a reasonable request and the area is not a
very desirable residential district. The applicant said he was willing to have
the property rezoned to a C-1 District and agreed to c~nply with regulations
g~vernin~= the uses. Mary Artega, 128 East Delhi Road, protested the
and said the property should remain as R-2. On motion of Co~nctlm-~ Goald~
seconded by Hall and carried, the rec~ndation of the Planning C-.~..-~ ~sion was
approved and the ~-~ment application denied.

On motion of Counc~m-n Gould, seconded by Markel and carried, the rec~ndation
of the Planning Co-w~ssion was approved and the variance of Robert and Connie
Kirker granted to permit construction of a new two-bedroom house with a two-car
attached garage on rear part of the lot, the driveway to be cemented up to new
garage, in accordance with plot plan submitted, and to the condition as imposed
by the Department of Public Works, if necessary.
On motion of Councilman Hubbard, seconded by Markel and carried, the recommendation
of the Pl~n~ing C.-.~ission was approved and the variance of Leslie D. T~-m~ et al ,,
granted to permit construction of a duplex on property at 2111 South Rousselle
Street, in an R-1 District, in accordance with plot plan, the front setback line
to conform to the average setback on a~ ~ properties in the block, and with the
provision that a two-car garage be constructed on the property.
On motion of Counc~lm-n Hubbard, seconded by Gould and carried, the c~mm-,~cation
of George A. Cruzen was received and filed requesting reconsideration of condition
placed on the granting of variance application permitt4nE construction of two
stngle f~amily dwellings on property at 2127 Cypress Avenue. On motion of Council-
m~ Gould, seconded by Markel and carried, the matter was continued until February
17, 1958.
On motion of Connc~lm~ Hubbard, seconded by Gould and carried, the Preliminary
Map submitted by Santa Ana Board of Education, showing proposed Fair,Jew Nigh Scho¢
site, consisting of approximately 47.961 acres, situated on the east side of
Greenville Street, Just north of Glenwood Place, if extended east, said property
extending east to Raitt Street, was approved subject to conditions of the Depar~
of Public Works, and that an agreement be entered into between the City and Santa
Ana Board of Education for the improvements as required.
It was moved by Connct~m~n Hubbard, seconded by ~arkel and carried, that escrow in-
structions be approved and signed with Albert and Blanche Brun~, for property on
King Street, north of First Street, in the sma of $20,400.00.
COuncilmen Hubbard and Mar~el disqualified themselves on the next ~otion. It was
moved by Couac~ma~ Gould, seconded by Nail and carried, that escrow ~n~tructions

build, construct, equip, own, maintain and operate a closed circuit T.V. system,
and on motion of Councilman Gould, seconded by Hubbard and carried, the c0~mmicati
and acco~panying brochure were received and filed. Julius Tuchler, Chair.an of
the Los Angeles Citizens C~mm!ttee against pay T.V. and representing the Southern
California Theatres Association read his speech giving facts, figures and object-
ions to Pay T.V.; that in Los Angeles the question of Pay T.V. will be placed on
the June ballot and urged the Council to postpone action on the matter until after
the Election. Also, Mr. Tuchler made mention of the enormous profit in Pay T.V.
and it would only he necessary for one out of twenty hc~es to subscribe for it to
he a profitable and successful enterprise. Jerome Doff, Vice-Pr~sident-Director
of Skiatron T.V. Inc., stated the theater owners fought radio and television and
his Company hopes to make a profit in the business. Mrs. Ralph C. Fore, 1332
Maple Street, representing the local Federation of Women's Club opposed Pay T.V.

authorized to discuss and negotiate with the Librarian in regard to the request.
Communication was read from C & S r~nd ~Pa~y, r~c., stat~ that the proposed
earth f~ll in the location of Delhi Road ~,nn~ng east from Harbor Boulevard, w~uld
constitute an effective dsm across the natural north-to-south drainage pattern of
their land lying ~diately north of the Delhi Road location, and requestfng that
adequate moans be provided by the City for the ,,nfuterrupted drainage of their land.
The M~ger read a letter from the Director of Public Works setting forth the
reasons for the necessity to construct this ftl] in order to ~et the proposed new
grades of Harbor Boulevard w~ich the County has ,,hair construction at the present
time. On motion of Councilman Hubbard, seconded by Gould and cabal-led, the
cations were received, filed and the matter referred to the Attorney to advise the
staff as to the law and the steps to be taken to determine whether or not the facts
apply and a~e within the law, and to report February 17th.

652.85 feet west of Tustin Avenue and on Tustin Avenue, west side from 17th Street

On motion of Councilman Hubbard, seconded by Gould and carried, the plans and
specifications were approved and the Purchasing Agent authorized to advertise for
bids for the construction of pav~-~t, curb, gutter and sidewalk on the west side
of Standard Avenue from Edinger Street to 580 feet north, Project C-24; bids to be
opened March B, 1958.
At 1~ oral request of E.E.Armstrong, Chairm~ of the People to People Program, and

renamed E1 Salvador Park; that ~arch 2, 1958 be proclaimed as El Salvador Day and
