A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 58-281 TO ADD NEW CLASSES OF FIRE
SAFETY ASSISTANT AND FIRE SAFETY SPECIALIST I AUTHORIZED
IN THE 1977-78 ANNUAL BUDGET
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No.
58-281, revising and re-establishing the Basic Compensation Plan for all officers and
employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to Civil Service Rules and Regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, the recently adopted annual budget for the Fire Department includes several
new positions to implement a reorganization and civilianization of the Fire Safety
(Prevention) Bureau as provided for in the City's Fire Protection Master Plan reorgani-
zation; and
WHEREAS, in order to properly allocate certain of these new positions to the City's
Classification and Pay Plan, it is necessary to establish two new classifications and
assign salary and wage schedules thereto.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended,
is hereby further amended by adding, in proper alphabetical sequence, the following class
titles at the salary range numbers on the effective dates as next herein set out:

Under ~mediate supervision, participates fm an on-the-job training progr~ and learns,
~,throuEh Job experience supplemented by schooling in related vocational subjects, to per-
for~ · variety of fire safety education, inspection and enforcement duties.
Learns local and state fire and life safety codes, inspection and enforcement techniques
and procedures, and a wide variety of technical data in the areas of buildinE construc-
tion and design, fire extinguishing equipment, and fire alan systems and devices;
participates in th~ public information/education activities of the bureau including
conducting fire safety education programs for school children and other groups; conducts
fire safety surveys and inspections of residential and coumercial properties to locate
and identify existing or potential fire safety problems and recommend appropriate safety
measures including actions required to correct hazardous conditions, installation of
fire detection devices, and planning of fire escape routes; periods selected code
enforcement ~rk including issuance of violation warnings and cltstiona; interprets and
explains routine, non-technical provisions of fire safety codes; issues and explains
applications for per. its; keeps up-to-date records of inspections and ~rites detailed
inspection reports; prepares routine correspondence and assists in the preparation and
distribution of public information/education materials; may perform special sur~eys and
studies; attends required supplemental instructional classes to maintain employment
status and may need to complete general educational requirements on o~n t~e to prepare
for occupational advancement ~rlthin specified time limits; and per£ot-ms other related
duties as required.
DISTINGUISHING FEATURES OF THE CLASS
This is an entry-level classification designed to provide the opportunity for practical
experience and preparation for a career in fire safety service. Employees in this class
are expected to qualify for pro~otiona! examination to the next highest class in the
series within specified time lt~ts.
P, ECOMMENDED MINIMU~ QUALIFICATIONS
Education and experience equivalent to graduation from high school and so~e experience
involving direct public contact or any co~bination or training and experience ~hich
provides the following skills and abilities.
Ability to: write routine correspondence, detailed reports and keep records; deal and
co~unicate effectively vith people, sometimes under complex situations; acquire rapidly
~orkinE knowledge of fire prevention codes and interpret them in simple ~ords; under-
stand procedures and devices.used in various kinds of construction; and follo~ ~ritten
and oral instrnctions.

FIIfE SAFETY SPECIALIST
DEFINITION
l~der general supervision, performs responsible technical fire safety inspection and
enforc~ent work of moderate difficulty and complexity.
EXAMPLES OF DUTIES
Inspects commercial and selected industrial buildings and facilities and places of public
assembly to determine compliance with State and local fire and life safety codes; inspects
selected operations, devices and equipment requiring the inspection or approval of the
fire department; enforces fire safety code provisions of s limited technical and complex
nature; issues notices, warnings and citations; keeps up-to-date records of inspections
and w~ites detailed inspection reports; participates in the public information/education
activities of the fire safety bureau including giving talks and demonstrations for school
children end other groups and preparing pamphlets, brochures and other informational/
educational m~tertsla; collects, analyzes and evaluates data and prepares comprehensive
reports; in a training capacity, assists in performing difficult, technical inspections
requiring the application of a working knowledge of chemistry and physics to identify
and abate fire and life safety hazards; as knowledge and abilities are gained through
training and experience, increasingly independent action is expected and required in
the performance of fire safety inspection and enforcement work; may assist in the
training and supervision of subordinate, entry-level personnel; writes correspondence
and performs other related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
This iS the first of several classes in the fire safety education and inspection series
of classes which requires prior training and experience in the occupational field.
Employment at this level is generally attained through promotional examination from
the entry-level class of Fire Safety Assistant.
RECOMMENDED MINIMUM QUALIFICATIONS
F-~ucation equivalent to graduation from high school supplemented by college-level courses
in Fundamentals of Fire Prevention, Fire Protection Equipment and Systems or closely
related course work; and one year experience in fire safety education/inspection work
or any combination of training and experience which provides the following knowledge,
skills and abilities:
Basic knowledge of: principles and practices of fire safety education, inspection and
enforcement work; state and local fire and life safety laws; common fire safe~y hazards;
fire detection and extinguishing systems and equipment; organization and functions of a
municipal fire department; public relations techniques. Ability to: understand and
interpret fire safety code provision of limited complexity; detect common fire hazards
and code violations and determine appropriate safety measures; write detailed inspection
reports; express ideas clearly and concisely orally and in writing; speak in front of
audiences; and use good tact and Judgement in contacts with public.
SPECIAL REQUIREMENTS
Possession of valid California driver's license and willingness to work any shift,
including rotating shifts, if necessary. NOTE: Some positions may require bilingual
capability in Spanish and English.
