A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANAAMENDING RESOLUTION NO. 58-281 TO ADD THE NEW
CLASS TITLE OF CONTRACTS ADMINISTRATOR AUTHORIZED IN
THE 1977-78 ANNUAL BUDGET
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers
and employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to Civil Service Rules and Regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, it is now desired to add a new class to the list of class titles
contained in said Resolution No. 58-281, as amended, and to allocate salary and wage
schedules thereto.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended, is hereby further amended by adding, in proper alphabetical sequence, the
following class title at the salary range numbers on the effective dates as next
herein set out:

BE IT FURTHER RESOLVED: That this amendment shall take effect on August
16, 1977.

DEFINITION
[h~der direction, performs difficult and responsible technical engineering office york
in the administration and monitoring of public works construction co~tracts.
EXAMPLES OF DUTIES
Perfor=s independent studies, analyses and investigations and prepares technical repor=s
related to the preparation, processing and monitoring of public works constructio~
project contracts; reviews bid specifications and bid submittals and verifies con-
tractor's records for compliance ~lth equal employment opportunity, equal pay and other
federal and state laws and regulations; prepares contract compliance documentation and
periodic and final project reports required for state and federally-funded projects;
prepares work progress summaries, financial status end similar reports regarding con-
tracts to allow partial payments; prepares change orders and requests for contract
modifications to cover design changes; confers with City departments for the coordi-
nation, execution and completion of contract related matters; researches, investigates
and responds to COmplaints and inquiries from general public, City departments and
other agencies regarding construction projects; provides technical and administrative
support to field construction inspection staff; investigates and reports on accident
claims involving construction contracts and permits; reads and interprets specifications,
performs engineering calculations of average difficulty, and prepares simple cross
sections, profiles, diagrams, maps, graphs and charts; prepares and supervises the
preparation of contract-related correspondence; establishes and maintains a records
retention, retrieval and destruction schedule for the land survey/construction inspec-
tion functions; and performs other related duties as required.
DISTI]~GUISHING FEATURES OF TRE CLASS
This is complex sub-professional engineering office work requiring the exercise of
independent Judgement and initiative and the application of specialized knowledge of
contract administration. Work also involves considerable public contact requiring
tact and responsiveness. Work is assigned by a professional engineer in terms of con-
tinuing responsibilities and is reviewed through discussion and evaluation of results
achieved.
RECOMMENDED MINIMUM 9UALIFICATIONS
Education equivalent to completion of ~wo years' (60 semester units) of college in pre-
engineering or architecture, including fifteen (15) units in trigonometry, calculus,
engineering drawing and/or surveying; and two years' experience construction contract
administration and/or public work construction inspection; or any combination of
training and experience ~hich provides the following knowledge, skills and sbtlities:
Good knowledge of engineering, construction or construction inspection work practices,
methods end nomenclature es related to the preparation, processing and monitoring of
construction project contracts; engineering office practices and procedures; drafting
instruments end techniques. Workiug knowledge of laws, regulations and reporting
requirements pertaining to state and federally-funded construction projects. Ability to:
conduct studies, analyses and investigations and prepare reports of s complex, technical
nature; read and interpret engineering specifications; perform moderately difficult
engineering computations accurstel~; draw and trace simple maps, plans and other drawings;
communicate clearly and concisely orally and in writing; and secure and maintain effec-
tive working relationships, sometimes under stressful circumstances, with contractors or
their representatives, officials of other governmental agencies and the general public.
