A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DE-
CLARING ITS POSITION REGARDING DEVELOPMENT OF AN AIR QUALITY
MITIGATION PROGRAM FOR THE COUNTY SANITATION DISTRICTS OF
ORANGE COUNTY WASTEWATER MANAGEMENT PROGRAM AND THE INTENTION
TO COOPERATE AND PARTICIPATE IN THE SOUTH COAST BASIN AIR
QUALITY MAINTENANCE PLAN AND THE 208 AREAWIDE WASTE TREAT-
MENT MANAGEMENT PLAN
WHEREAS, it is the policy of the State Water Resources Control Board's
Clean Water Grant Program to coordinate water quality planning and construction
with air quality planning activities; and
WHEREAS, regulations of the U.S. Environmental Protection Agency (EPA)
(40 CFR 35.925-14) require that wastewater treatment works funded with Federal
funds comply with all pertinent requirements of the Clean Air Act and other appli-
cable Federal, State, and local environmental laws and regulations; and
WHEREAS, the City recognizes that the project may interfere with the
attainment and maintenance of air quality standards, but the project is needed to
solve a critical water quality problem; and
WHEREAS, EPA in a policy statement to the State Water Resources Control
Board stated that grant applications for Federal funds are expected to demonstrate
that attainment and maintenance of air quality standards will not be interfered
with by the proposed project and the population it serves so that EPA may fund and
complete project as the grant applicants may apply for; and
WHEREAS, the City of Santa Ana is a part of the Critical Air Area and an
Air Quality Maintenance Area {AQMA) as defined by the State Air Resources Board
because of present and projected air pollution problems; and
WHEREAS, the Clean Air Act requires that Air Quality Maintenance Plans be
prepared for all quality maintenance areas; and
WHEREAS, the South Coast Air Quality Management District intends to develop
and propose implementation of an air quality management plan; and
WHEREAS, the City agrees to participate in the development of an Air
Quality Maintenance Plan covering the project service area; and
WHEREAS, the Southern California Association of Governments intends to
develop and propose implementation of a 208 Areawide Waste Treatment Management
Plan within the next two years in cooperation with local general-purpose government
agencies; and
WHEREAS, the City has adopted and is implementing a Master Plan of Land
Use and Arterial Highways to provide for the efficient and smooth flow of traffic
within Santa Aha; and
WHEREAS, the City and the Santa Ana Redevelopment Agency have established
a Redevelopment Plan to improve traffic flow in the Central City area; and
WHEREAS, the City has adopted and is implementing a Master Plan of Bike-
ways to provide for and encourage the use of alternative modes of transportation;
and
WHEREAS, the City cooperates with the Orange County Transit District in
the planning and implementation of mass transit facilities; and
WHEREAS, the

WHEREAS, the City has adopted and is implementing the Land Use Element of
the General Plan which provides a balanced community of residential, commercial and
industrial uses to reduce the need for commuting; and
WHEREAS, the Land Use Element of the General Plan locates medium and high
density residential uses along major transit corridors and adjacent to major activ-
ity centers; and
WHEREAS, the City has adopted and is implementing a Planned Development
Ordinance which encourages distinctive project design and allows for the integration
of compatible commercial uses; and
WHEREAS, the City has adopted local implementation guidelines in conform-
ance wi th the most recent amendments to the California Environmental Quality Set;
and
WHEREAS, the City requires a thorough discussion and evaluation in all
Environmental Impact Reports of the impacts of projects on traffic and air 9uality,
NOW, THEREFORE, BE IT RESOLVED that the City of Santa Ana will cooperate
in the study of subregional air quality mitigation measures and regional air quality
planning coordinated through the air quality maintenance process. The City also
realizes future planning in air and water quality maintenance may require the City
to consider further implementation of air and water quality mitigation/enhancement
programs. Provided, however, that the City of Santa Ana reserves the right to make
all decisions of land use regulation for which it has legal authority.
BE IT FURTHER RESOLVED that upon adoption of an Air Quality Maintenance
Plan the City shall render reasonable assistance as determined by the City and
within its statutory authority for the implementation of said plan.
