HomeMy WebLinkAbout77-130RESOLUTION NO. 77-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO ADD THE NEW CLASS TITLE OF TRAFFIC ENGINEERING SUPERVISOR AND TO CHANGE THE TITLE AND COMPENSATION LEVEL FOR THE EXISTING CLASS OF TRAFFIC ENGINEER WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to Civil Service Rules and Regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, the City Council, with the adoption of the 1977-78 Annual Budget for the Public Works Department, provided for the reorganization and expansion of the City~s traffic engineering function by funding an additional professional traffic engineering position and the upgrading of the existing Traffic Engineer position; and WHEREAS, in order to implement the new organizational structure it is necessary to establish a new classification, change the title of an existing class and assign appropriate salary and wage schedules thereto: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Aha; 1. That Section 3 of Resolution No. 58-281~ as amended, is hereby further amended by: Adding, in proper alphabetical sequence, the following class title at the salary range numbers on the effective dates as next herein set out: Class Title Salary Range Numbers 10-1~77 1-1-78 4-1-78 Traffic Engineering Supervisor 437 437 446 Changing the title of the middle-management class of Traffic Engineer CMM) to Transportation and Traffic Engineer (MM) and revising the previously~approved salary range adjustment schedule to read as follows: Effective Dates 10-1~77 1-1-78 4-1-78 Salary Range Numbers 465 472 481 2. That this Resolution shall be operative from and after ~ovember 1, 1977. EXAHPLES OFDUTIES Plans, organizes, supervises and provides technical guidance to professional and techni- cal engineering personnel engaged in'data collection and analysis, research, advanced planning, and design work pertaining to the flow end control of traffic and public safety; assigns and reviews work; trains and evaluates work performance of assigned personnel; supervises and participates in the development, design or review.of plans for streets, highways, freeways, parking facilities, traffic controls and other improvements; super- vises and participates in the preparation of plans, designs, specifications and est/mates for installation of traffic contrbl and safety systems and devices; reco~nends and pre- pares revisions or amendments to traffic ordinances and regulations; confers with citizens, business and civic leaders and public officials regarding traffic and safety problems and plans; prepares and reviews co~prehensive engineering and administrative reports; prepares budget estimates and control expenditures; and performs other related duties as require~. DISTINGUISHING FEATURES OF THECLASS The person in this class is in charge of both Traffic Operations and Transportation Planning Sections of the Traffic and Transportation Division of the Public Works Depart- ment under the general supervision of the Transportation and Traffic Engineer. The incumbent is responsible for supervising associate engineering level professional and sub-professional subordinates who are concerned with the development and maintenance of ~odern traffic control facilities. HINII/UHBASIC qUALIFICATIONS Gi luation from a college with a degree in traffic or civil engineering and four years~ o Ictive'practice in engineering of which, three years' shall have been in traffic ei ineering. One year of the traffic engineering experience must have been in respon- a~_£e charge of traffic engineering work. Appropriate graduate study may ba substituted for one year of the four r~qpired years of engineering practice and California regis- tration as a civil engineer may be substituted for the engineering degree. DESIRABLE KNO~LEDGE~ SKILLS AND ABI~TIES Possession of California registration as a civil engineer and/or a traffic engineer is desirable. Thorough knowledge ~f the fundamentals of traffic engineering and transpor- tation planning techniques. ThorOugh knowledge of the State and City traffic laws and regulations relating to traffic control. Knowledge of City planning theories as they are related to traffic engineering practice. Ability to meet with people individually and in groups to discuss their traffic problems and to maintain goo d public relations. Be accomplished in written com~unication s}ctlle, letters, memorandums, and formal reports, and experienced a~ developing and delivering oral presentations. City of Santa Ana DEFINITION TRANSPORTATION AND'TRAFFIC ENGINEER Under administrative direction of the Director of Public Works, plans, develops, pro- motes and directs a comprehensive municipal transportation systems management progr&m, directs the Cityts traffic engineering functions, and performs other related work es required. EXAHPLES OF DUTIES Formulates, develops, pro~otes and coordinates a comprehensive, integrated ~unicip~l transportation systems management program involving the development of short and lou~- term plans, programs and projects designed to achieve optimum integration w~th reEio~al transportation systems, improve management of existing transportation facilities, ~nd enhance the mobility of people and goods; provides technical advice and assistance to the City Hanager and City Council on transportation matters; develops and maintains close liaison with transportation planninS agencies at all levels of ~overnment to p~O- mote or protect the City's needs and interests; analyzes and makes reco~mendations on. proposed transportatinn-related legislation which may affect City's interests; prepares position statements for legislative action; monitors grant programs for possible extcr~al lundinE opportunities; serves as task force leader in mobilizing available resourceS for the resolution of specific tran~portatinn problems or the implementation of projects requiring inter-departmental cooperation; encourages citizen participation in transpor- tation planning process and promotes support for proposed programs and projects; directs the supervision of a traffic engineering operations and planning unit; coordinates and integrates transportation and traffic planninE activities with public and private agen- cies; and prepares comprehensive, technical reports.
