RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA REQUESTING THE COUNTY OF ORANGE
TO ACT AS THE LEAD AGENCY IN THE STUDY AND
EVALUATION OF HIGHWAY TRAFFIC CAPACITIES WITH-
IN THE CENTRAL/SOUTHERN ORANGE COUNTY AREA
WHEREAS, there appears to be a large deficiency in high volume
highway traffic capacities through the cities of Costa Mesa and
Irvine;
WHEREAS, this deficiency is resulting in the development of a
monumental traffic problem through the central core area of Orange
County;
WHEREAS, the City of Santa Ana recognizes the need for immediate
response to the problem by the initiation of planning and analysis
studies;
WHEREAS, THE City of Santa Ana feels that the magnitude of the
issue is larger than any one of the cities involved can respond to
individually;
WHEREAS, the City of Santa Ana is of the opinion that Orange
County Environmental Management Agency has a responsibility to the
people of the entire county to insure adequate transportation facil-
ities irrespective of city jurisdictional boundaries.
NOW, THEREFORE, be it resolved that the City Council of the
City of Santa Ana does hereby request that the Orange County Board
of Supervisors direct the staff of the Environmental Management
Agency to act as the lead agency in the preparation of a study of
the traffic congestion and highway needs within the central/southern
Orange County area.
ADOPTED this 16th day of January , 1978, by the follow-
ing vote:
