A RESOLUTION OF THE CITY COUNCIL, CITY OF SANTA
ANA, CALIFORNIA, REQUESTING THE COMMENCEMENT OF
PROCEEDINGS FOR THE ANNEXATION OF CERTAIN UNIN-
HABITED TERRITORY DESIGNATED AS "HOLLY SUGAR
FACTORY ANNEXATION" TO THE CITY OF SANTA ANA
WHEREAS, it is the desire of the City of Santa Ana to annex into
its boundaries certain uninhabited property constituting an unincor-
porated island; and
WHEREAS, it has been determined by the Orange County Local Agency
Formation Commission that the subject area is within the Sphere of
Influence of the City of Santa Ana; and
WHEREAS, the City Council has determined that the proposed an-
nexation is categorically exempt from the CEQA requirements for en-
vironmental impact review; and
WHEREAS, it is the desire of the City of Santa Ana to extend
the full range of municipal services to these unincorporated islands;
and
WHEREAS, it has been determined that the City of Santa Aha is
currently providing and has in the past provided a variety of muni-
cipal services to the proposed annexation;
NOW, THEREFORE, BE IT RESOLVED by the City Council, City of Santa
Ana, California:
That the City of Santa Ana requests the commencement of annexa-
tion proceedings regarding said uninhabited territory in
accordance with the Municipal Organization Act of 1977 governing
unincorporated island annexation.
That the proposed annexation be made pursuant to Sections 35013
and 35150 (f) of the Municipal Organization Act of 1977.
That the Local Agency Formation Commission is hereby petitioned
to determine pursuant to Section 35150 (f) of the Municipal Or-
ganization Act of 1977 that the proposed area:
a. Does not exceed 100 acres in area
b. That subject area constitutes the entire island
c. That subject area is totally surrounded by the City of Santa
Aha
d. That subject area is fully developed
e. That subject area is not prime agricultural land
f. That subject area is receiving benefits from the City of
Santa Ana, and following notice and hearing, authorize the
Board of Supervisors of Orange County to order the annexa-
tions of the subject territory without an election.
That the said incorporated territory be, and hereby is, designated
as the "Holly Sugar Factory Annexation" to the City of Santa Ana
and is shown on Exhibit "A" attached hereto and incorporated
herein by this reference, and as legally described in Exhibit
"B" attached hereto and incorporated herein by this reference.

That the subject area is a developed area of 41.16 acres con-
sisting of a manufacturing plant for the processing of sugar
beets. The area is totally surrounded by the incorporated
limits of the City of Santa Ana.

That the justification for the proposed change of organization
is to provide full municipal services to a developed County
island area, thereby increasing the quality, economy and effi-
ciency of such service to the area.
That the Clerk of the Council shall certify the adoption of the
Resolution.

Beginning at the intersection of the Northerly line of the easement of the Pacific
Electric Railway Company, as described in deed recorded in Book 225, page 317 of Deeds,
Records of Orange County, with the Easterly line of Emmett's Addition to the City of
Santa Ana, as per map thereof recorded in Book 8, page 13 of Miscellaneous Maps,
Records of said County, said point of intersection also being a point on the Easterly
line of the "Glorietta Addition" to the City of Santa Ana as established by the Ci.ty
of Santa Ana Ordinance No. 903, passed on December 16, lg2g, said point also being
the Southwest corner of the "Townsend Annexation" to the City of Santa Ana as estab-
lished by the City of Santa Ana Ordinance No. 1341, passed on April 21, lg52; thence
South 89048'30'' East 237.00 feet along a straight line to the beginning of a curve
concave to the Northwest having a radius of 357.25 feet, said line and said curve
being the North and Northwesterly line of the said easement of the Pacific Electric
Railway Company, said line and said curve also being the South and Southeasterly line
of the said "Townsend Annexation"; thence Northeasterly along said curve through a
central angle of 56037'54'' an arc length of 353.11 feet to the Southwest corner of
the "S. E.Southern Pacific and Delhi Annex" to the City of Santa Aha as estab-
lished by the City of Santa Ana Ordinance No. NS-220, passed on December 17, lg56~
thence South 89020'25'' East 800.25 feet along the South line of the said "S.E. South-
ern Pacific and Delhi Annex" to a point on the West line of the "Grand Avenue South
of Warner Avenue West Annex" to the City of Santa Ana as established by the City of
Santa Ana Resolution 68-109, passed on July 15, 1968, said point being North 0°26'50"
East a distance of 963.27 feet from the Southwest corner of the said "Grand Avenue
South of Warner Avenue'West Annex", said point also being in the West.line of th~
property described as Parcel 1 in the deed from J. S. Ellis to Sarah E. Ellis,
recorded January 29, 1937 in Book B73, page 6 of Official Records of said County;
thence South 0026'50'' West a distance of 963.27 feet along the said West line to the
Northwest corner of the "Dyer and Grand Northwest Annex" to the City of Santa Ana
as established by the City of Santa Ana Ordinance NS-BB4, passed on July 17, 1967;
thence South 0026'50'' West 330.00 feet along the said West line to a point in the
North line of that certain parcel of land described in deed recorded October 17, lgl2
in Book 221, page 334 of Deeds, in the office of the County Recorder of said County,
said point al so being the Southwest corner of the said "Dyer and Grand Northwest
~Annex"; thence South 89005'55'' East a distance of 134.77 feet along the said North
'line to an angle point in the City Boundary of the City of Santa Ana as annexed by
the "Irvine's Subdivision Annex No. 1 - Revised" by Ordinance No. NS-696, passed on
iJanuary 6, 1964, said angle point also being in the South line of the said "Dyer and
IGrand Northwest Annex", thence South 40°39'12" West a distance of 77.10 feet along a
line parallel with and distant Northwesterly 237.00 feet, measured at right angles, from
the Northwest line of Irvine's Subdivision, as shown on a map recorded in Book l, page
B8 of Miscellaneous Maps, in the office of the County Recorder of said County, to
the Northeast corner of the "Dyer and Grand Northwest Annex No. 2" to the City of
Santa Aha as established by City of Santa Ana Resolution 68-55, passed on April 15,
lg68, said Northeast corner being a point on the city boundary of the City of Santa
Ana as annexed by the said "Irvine's Subdivision Annex No. 1 - Revised", said North-
east corner also being the Northeast corner of Parcel 1 as shown on a map filed in Book
4, page 42 of Parcel Maps, Records of said County; thence North 88°15'18" West along
the North line of said Parcel 1 a distance of 297.63 feet to the Northwest corner of
said Parcel l, said Northwest corner also being the Northwest corner of the said "Dyer
and Grand Northwest Annex No. 2"; thence South 01°44'42'' West along the West line of
said Parcel l, a distance of 151.93 feet to a point on the city boundary of the City
of Santa Ana as annexed by said Ordinance NS-696, said point also being on a line
parallel to and distant Northerly 50.00 feet, measured at right angles, from the South
line of the Northeast quarter of Section 30, Township 5 South, Range 9 West, San
Bernardino Base and Meridian, said South line also being the centerline of Dyer Road,
thence North 88°15'18" West 510 feet, more or less, along said parallel line to a
point in the West line'of the Southern Pacific Railroad right of way as conveyed to
the Santa Ana Railroad by deed recorded in Book 13, page 9, Deeds, Records of said
County; thence South 1°44'42" West, a distance of 50.00 feet to the Northeast corner of
the "Genevieve de Sutter Annex" to the City of Santa Ana as established by City of Santa
Ana Ordinance No. NS-6¢, passed October 4, 1954, said Northeast corner also being South
89°04'45" East a distance of 1409.11 feet from the Northeast corner of the Southwest
quarter of said Section 30 as shown on a map of the Seccombe Addition to Dyer, recorded
in Miscellaneous Maps, Book $,~page 17, Records of said County; thence North 89°04'45"
West along the said North line of the Southeast quarter of Section 30, a distance of
631.g4 feet, to the Southeast corner of the said "Glorietta Addition", last said distance
and last said bearing as ~ewn on a licensed Surveyor's Map filed in Book 28, page lg, of
Records of Survey in the office of the County Recorder of said County, said Southeast
corner also being the point of intersection of the centerline of said Dyer Road with the
Southerly extension of the Easterly line of. Emmett's Addition No. 3, as per map thereof ~
file in Miscellaneous Maps, Book 8, page 55, Records of said County; thence Northerly alc
