A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ARA APPROVING THE DRAFT APPLICATION FOR
THE FUNDING OF THE FOURTH YEAR HOUSING AND COM-
MUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE
CITY OF SANTA ANAv AND DIRECTING AND DESIGNATING
THE CITY MANAGER AS THE AUTHORIZED REPRESENTATIVE
OF THE CITY OF SANTA ANA TO ACT IN CONNECTION
WITH THE AFORESAID DRAFT APPLICATION, TO TAKE ALL
NECESSARY STEPS TO FILE SAID APPLICATION AND TO
PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE RE-
QUIRED BY THE UNITED STATES DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT.
WHEREAS, the City of Santa Aha upon receiving ap-
proval of its First Year Community Development Program from
the United States Government of Housing and Urban Develop-
ment ("HUD") in an amount of Six Hundred Eighty Nine Thousand
Dollars ($689,000.00) under Title I of the Housing and Commun--
ity Development Act of 1974 has successfully completed the
program year beginning June 12, 1975 and ending June 30, 1976;
and
WHEREAS, the City of Santa Ana received approval of
its Second Year Housing and Community Development Block Grant
Program from BUD in an amount of One Million Five Hundred
Twenty Nine Thousand Dollars ($1,529,000.00) under Title t of
the Housing and Community Development Act of 1974, for the
program year beginning July 1, 1976 and ending June 30, 1977;
and
WHEREAS, the City of Santa Ana received approval of
its Third Year Housing and Community Development Block Grant
Program from HUD in an amount of Two Million Five Hundred
Seventy Two Thousand Dollars ($2,572,000.00) under Title I of
the Housing and Community Development Act of 1974 for the pro-
gram year beginning July 1, 1977 and ending June 30, 1978; and
WHEREAS, the City Council of the Santa Ana directed
the formation of a Community Development Citizen Participation
Committee for the purposes of establishing a time table of
events for the development of the Fourth Year Community Devel-
opment Block Grant Application ("Application") and discussing
what types of materials and methods should be used in the out-
reach efforts and at the public hearings; and
WHEREAS, in accordance with a written citizen par-
ticipation plan, the Community Development Citizen Participa-
tion Committee and the Con~nunity Development Management Team
of the City of Santa Ana, have held a series of four informa-
tional public meetings throughout the community of the City
of Santa Aha in 1977 in order that citizens be provided
adequate information concerning the amount of funds available
for the proposed activities in the Fourth Year Community
Development Block Grant Program, and an adequate opportunity
to participate in the development of the Application; and
WHEREAS, the Santa Ana Human Relations Commission
and the Santa Ana Planning Commission on January 23, 1978
held the first mandatory public hearings that provided citi-
zens an opportunity to articulate their needs, to make com-
ments on the proposed activities, to offer alternate sugges-
tions on possible programs for the future and to participate
in the Fourth Year Community Block Grant Program in accordance
with HUD's regulations 24 C.F.R. 570.900 (d) (2); and
WHEREAS, the January 23, 1978 public hearing was
continued until January 31, 1978 as a joint public hearing
of the Planning Commission., the Human Relations Commission,
and the Redevelopment Commission of the qity of Santa Ana;

WHEREAS, the City Co6ncil of the City of Santa
Ana on February 6, 1978, after notice, held the final
meeting of the two mandatory public hearings on the pro-
posed Application; and
WHEREAS, the City of Santa Ana has fulfilled
the requisite Federal requirements for the completion of
the application process and now wishes to approve the
proposed Application for the Fourth Fiscal Year and to
authorize and direct the City Manager to take all neces-
sary steps to file the Fourth Year Draft Application with
the State Clearinghouse and the Southern California Asso-
ciation of Governments for the requisite A-95 review.
NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Santa Ana:
1. The City Council hereby approves the pro-
posed Come, unity Development Block Grant Program for the
Fourth Year commencing July 1, 1978, and ending on June
30, 1979, a copy of which is on file in the office of
the Clerk of the Council.
2. The City Manager is hereby authorized and
directed to take all necessary steps to forward to the
State and Regional Clearinghouse (SCAG) copies of the
Fourth Year Community Development Block Grant Program and
Draft Application for Federal assistance in conformance
with the requirements under the Housing and Community
Development Act of 1977, Public Law 95-128, 91 Stat. 1115.
3. The City Manager of the City of Santa Ana
is hereby directed and designated as the authorized repre-
sentative of the City of Santa Aha to act in connection
with the aforesaid Draft Application and to provide such
additional information as may be required by the State
and Regional Clearinghouse.
