RESOLUTION NO. 78-37
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA MAKING ENVIRONMENTAL
FINDINGS NECESSARY FOR THE PROPOSED PARTI-
CIPATION AGREEMENT BETWEEN THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF SANTA
ANA AND HERITAGE DEVELOPMENT COMPANY FOR
THE SALE AND DEVELOPMENT OF THAT CERTAIN
REAL PROPERTY IN THE SANTA ANA REDEVELOP-
MENT PROJECT.
WHEREAS, the Community Redevelopment Agency of the City of
Santa Ana haS prepared an Initial Study of the environmental impact
of the proposed Participation Agreement between the Agency and
Heritage Development Company; and
WHEREAS, the City Council of the City of Santa Anahas-reviewed
and considered the above said Initial Study and the Final Environ-
mental Impact Report for the Santa Ana Redevelopment Plan; and
WHEREAS, the Agency has found on the basis of the Initial
Study that the environmental impact of the proposed Agreement is
essentially the same as in the previous Environmental Impact Reports;
and that there is no additional information or data available re-
quiring supplementation of the previous Environmental Impact Reports;
and
WHEREAS, said Initial Study conforms to the requiranents
of the California Environmental Quality Act of 1970 (Public Resources
Code, Section 21000 et seq.), the "Guidelines for the Implementation
of the California Environmental Quality Act of 1970", as amended,
adopted by the Secretary for Resources of the State of California
Environmental Quality Act of 1970 adopted by resolution of the
Agency.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA, AS FOLLOWS:
The City Council hereby finds and determines that:
1. Neither the approval nor the implementation of the
proposed Agreement will cause substantial changes in the Redevelopment
Project, Or with respect to the circumstances under which the Project
is to be undertaken, which will require major revisions in the
Environmental Impact Reports previously adopted for the Project
due to the involvement of new environmental impacts not covered
in said previous Environmental Impact Reports;
2. No new information of substantial importance to the
project has become available which shows that the project will
have one or more significant effects not discussed previously in
the Environmental Impact Report; or that significant effects pre-
viously examined will be more severe than shown in the Enviornmental
Impact Report; or that mitigation measures or alternatives previously
found not to be feasible would in fact be feasible and would sub-
stantially reduce one or more significant effects of the p~oject;
or that mitigation measures or alternatives which were not previously
considered in the Environmental Impact Report would substantially
lessen one or more significant effects on the environment.
3. The proposed action will have no significant effect
on the environment, except as
the previous EnvirOnmental Impact Reports.
