HomeMy WebLinkAbout78-043RESOLUTION NO. 78-43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO ADD THE CLASS TITLE OF PROPERTY REHABILITATION SUPERVISOR FOR THE PURPOSE OF ALLOCATING A POSITION ASSIGNED TO THE CITY'S FEDERALLY FUNDED HOUSING IMPROVEMENT LOAN PROJECT AND OTHER PROPERTY IMPROVEMENT PROJECTS. WHEREAS, on November 3, 1958, the city Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to Civil Service Rules and Regulations and the approval of the City Council; and WHEREAS, The City Council has from time to time amended said Resolution; and funded Housing Improvement Loan Program and other property improvement projects, it is necessary and desirable to add a new class to the list of class titles con- tained in said Resolution No. 58-281, as amended, and to assign salary and wage schedules, thereto: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana; 1. That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by adding, in proper alphabetical sequence, the following class title at the salary range number next herein set out: CLASS TITLE SALARY RANGE NUMBER Property Rehabilitation Supervisor 390 2. That this Resolution shall be operative from and after April 1 , 1978. ADOPTED, this 3rd day of April , 1978, by the following vote: AYES: COUNCILMEN: Ward, Garthe, Ortiz, NOES: COUNCILMEN: Bricken, ABSENT: COUNCILMEN: None Evans, Brandt Yamamoto ~ ~ MAYOR ATTEST: CLERK OF THE COUNCIL CITY OF S~/~TA ANA PROPERTY REHABILITATION SUPERVISOR DEFINITION Under direction, administers, supervises and participates in the opera- tion of the City's federally-funded housing rehabilitation loan project and other property improvement projects and serves as technical advisor to the City's Community Development Management Team and the Santa Ana Housing Authority. EXAMPLES OF DUTIES Confers with and advises City officials having project policy-making responsibility in the development, modification and implementation of project operating policies, procedures and practices; establishes and maintains close liaison with public and private lending agencies and title insurance and escrow companies; develops and disseminates program marketing information; selects and trains subordinates and assigns, supervises and evaluates their work which includes making preliminary participant eligibility determinations, providing technical rehabilitation and financial counseling services and preparing work write-ups, cost estimates and invitation-to-bid packages; makes final determinations regarding program eligibility and most feasible treatment of property in relation to available financing; refers applicants to lending agencies; supervises bid openings and counsels owners in bid evaluation and selection; supervises the checking of contractor performance and coordinates in progress and final inspections by City insprectors; investi- gates, documents and resolves complaints/problems involving subordinates, contractors, property owners or grant-funding agencies; follows up on delinquent loan accounts to resolve difficulties or exercise required options; prepares program budget and revisions to grant applications; prepares detailed technical reports; sets up and supervises the maintenance of case history records; supervises staff implementing other property improvement projects funded under the Community Development Project; and performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS This is responsible administrative, technical and supervisory work invol- ving extensive public contact and the application of a considerable amount of specialized knowledge of Federal housing improvement program regulations, construction valuation and property improvement financing techniques. Work requires the frequent exercise of initiative, indepen- dent judgment, and discretion. RECOMMENDED MINIMUM QUALIFICATIONS Education and experience equivalent to two years' of college-level training in planning, engineering or related fields and five years' experience in the planning, design and construction supervisions/coordi- nation of residential or commercial developments, including or supplemented by experience in planning, developing and implementing a Federally- assisted urban redevelopment or rehabilitation program; or any combination of training and experience which provides the following knowledge, skills and abilities: Knowledge of: housing remodeling and rehabilitation construction ~aterials, methods, techniques and practices~ construction costs and cost estimating; general provisions of the Uniform Building, Electrical, Plumbing and Mechanical Codes as applied to remodeling/rehabilitation construction; various techniques of public and private financing as applied to Federally-assisted property rehabilitation projects. Ability to: organize and administer program functions and activities, including supervision of subordinate technical personnel; interpret and evaluate construction plans and specifications; prepare construction cost estimates and specifications; determine most feasible rehabilitation treatment of residential property in relation to available financing; provide financial counseling services; establish and maintain effective working relationships with financing agencies, property owners, contractors, other City employees and the general public.
