A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANAAMENDING
RESOLUTION NO. 58-281 TO ADD THE CLASS TITLES OF ASSISTANT EXECUTIVE
DIRECTOR-REDEVELOPMENT AND REDEVELOPMENT REAL ESTATE OFFICER AND DELETE
THE CLASS TITLE OF ASSISTANT TO EXECUTIVE DIRECTOR-REDEVELOPMENT AGENCY
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No.
58-281, revising and re-establishing the Basic Compensation Plan for all officers and
employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to Civil Service Rules and Regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, it is now desired to add two new classes to the City's Classification and
Pay Plan, to designate such classes as being unrepresented Middle-Management, and to
assign to them salary and wage schedules; and
WHEREAS; it is also desired to delete one class from the City's Classification
and Pay Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana:
1. That Section 3 of Resolution No. 58-281, is hereby further amended by:
a. Adding, in proper alphabetical sequence, the following class titles at
the salary range number indicated:

2. That Section l(a) of this Resolution shall be operative from and after May
1, 1978; and Section l(b) of this Resolution shall be operative from and after
May 16, 1978.

DEFINITION
Under direction, supervises and coordinates the real estate activities of the Cityts Redevelop-
ment A~ency and performs complex technical and administrative work in the valuation of real
estate and ~he negotiation for acquisition, disposition and deve/opment o{ property for
redevalop~ent/rehabilitation ~urposes.
EXAHPT.~ OF DUTIES
Plans, organizes, supervises, coordinates and participates /n the real estate acquisition
and disposition, property management and relocation actiwities of the Agency; coord/nates,
reviews and evaluates work of third party contractors, includinE appraisers, market analysts
and title companies; evaluates property appraisal, feasibility analysis and land reuse
appraisals submitted by contractors and makes recommendations on acceptance or rejection
of reports; conducts preliminary negotiations with property owners, developers, financial
representatives and others for the acquisition, disposition and development of properties
for redevelopment/rehabilitation purposes and assists the Executive Director in final
stages of negotiations; secures, examines and interprets property records and title reports;
supervises the preparation and processing of documents for acquiring, recording, leasing
and disposiz~g of property, including opening and coordinating escrows, preparing legal
descriptions and ordering preparation of related maps, plans, sketches, etc.; supervises
the preparation of bids for the removal, sale or relocation of improvements on improved
land; prepares variety of contracts involving the valuation and sale or exchange of pro-
parties, property -~agement and security, proper:y removal or demolition, owner-participa-
tion agreements and disposition and development agreements; administers property disposition
and development agreements; prepares Agency meetinE agenda items and documentation pertain-
ing to real estate, relocation and property disposition and development matters; prepares
~ual budget estimates for real estate activities; supervises the preparation and main-
tenance of Agency's real estate records and files; prepares comprehensive and detailed
technical reports concerning activities; and performs other related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
~he work of this class involves responsibility for the administration of all phases of the
~Eency operation dealing with real estate, relocation and property disposition and develop-
~ent activities requiring the exercise of seasoned Judgement, discretion and initiative in
~he application of specialized knowledge and skill in negotiating for the acquisition, dis-
position and development of properties for redevelopment purposes.
RECOI~HENDED HINI1/UH ~UALIFICATIONS
Education and experience equivalent to graduation from college with specialization in real
estate, business or public admini~tratton, economics or related field and four yearst
experience involved in the appraisal, acquisition, sale and leasing of land and land rights,
including at least one year of such experience in an urban renewal or redevelopment agency
o_Er any equivalent combination of experience and training vhich provides the following
knowledge, skills and abilities:

rehabilitation pertaining to the acquisition, disposition and development of property for
redevelopment purposes; I%deral, State and local laws pertaining to real estate and its
transfer, relocation, fair appraisal and fair negotiation practices; factors involved in
appraising property and principles underlying the appraisal process; coat, on methods of

describing real property; effect on property values of deed and tract restrictions, zoning
ordinances, tax and improvement assessments, easements and encroachments;-property values
and the effect of economic trends on value and price and on the construction cost of improve-
ments; legal procedures and doctments involved in real estate transactions; the principles
' of real property managsment. Ability to: collect, analyze ~nM interpret economic, tech-
nical and statistical data relating to real proper~y and to prepare comprehensive and
concise written reports; conduct successful negotiations with property owners or their
representatives for the acquisition, disposition and development of property ~a establish
~aotful and cooperative relationships with persons centacted.
ASSISTANT EX~CU~I'v'~ DII~CTORoI~DEVELOPI~NT
DEFINITION
Under direction of the Executive Director-Redevelopment Agency, assists in the
planning, development and promotion of the Cityts redevelopment program and
ad~Lnisters ·nd coordinates the day-to-day activities of the City of Santa Ann
Redevelopment A~ency.
~ES OF DUTIES
Confers w~th, advises, and develops recounnendetions for the Redevelopment Agency
on policies and activities concerning the ple--~n$, development, promotion and
operations of C~dniCy rehabilitation ·nd redevelopment projects; assists in
~mplementins approved plans, ensuring adherence to requirements of federal and
state laws governing urban renewal and development; assists in organizing and
supervising the work of the Agency staff; assists in coordinating plans and
activities w~th CiL-yofficials and various other local agencies baying Juris-
dictional relationships with specific projects; assists in planning and organizing
and participates In a program of informing the public and obtaining its support of
renewal programs; meets with potential investors and compiles, analyzes, interprets,
and evaluates technical data used in the planning and development of programs ·nd
projects; participates in complex negotiations concerning acquisition, rehabili-
tation, disposition and marketing of property as necessary to accomplish program
objectives; prepares comprehensive technical reports; assists in preparing annual
budget recom~endations for the Agency; works with Project Area Co-~ttees, and
neighborhood councils and similar citizen participation groups; and performs other
related duties as required.
DISTINGUISHING FEATUP. ES OF THE CLASS
The work of this class involves responsible ad~nistrative work in carrying out
the City's local renewal program, requiring the frequent exercise of independent
Jud~nent end initiative within the general administrative framework established by
the Executive Director and the policy ~uidelines of the Agency. Provides staff
services for the C~.-...,nity Redevelopment Agency. Work is reviewed by the Executive
Director.
RECO~/~DED MINIMUM ~UALIFICATIO~S
Education and experience equivalent to graduation form college with specialization
in business or public administration, planning or related field and at least three
years recent experience in · supervisory or responsible aa~nistr·tive capacity
in urban renewal, public housing, city pl·nnins, or similar work which provides
the following knowledge, skills and abilities:
Knowledge of: the principles, practices, economics and le~al.requirements of
urban redevelopment, including land acquisition ·nd disposal, relocation and
property rehabilitation; the me,hods end techniques used and the problems involved
in Zhe work of an urban redevelopment egency; the principles and practices of
public organization, management end administration as applied to · local public
agency. Ability to: develop co~prehensive prosram~, repor£s and presentations and
to explain them effectively to the public end to governmental and private officials;
work w~th · ~lde variety of public officials, governmental agencies, business and
civic organiza~ions and individuals, egd the ~neral public in an effective manner
relative ~o public relations and general project improvement.
