HomeMy WebLinkAbout78-081RCS:ms 5/31/78 RESOLUTION NO. 78-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING THE LAND USE AND ARTERIAL STREETS SECTION OF THE GENERAL PLAN BY REDESIGNATING PROPERTY BOUNDED BY FIRST, THIRD, FLOWER, AND VAN NESS STREETS FROM GOVERNMENT AND CIVIC FACILITIES AND PROFESSIONAL AND ADMINISTRATIVE OFFICES TO HIGH DENSITY RESIDENTIAL. GENERAL PLAN AMENDMENT 1978-2. WHEREAS, the Planning Commission, at its regular meeting held on May 22, 1978, following public hearing noticed and held in the manner prescribed in ~ 27-16 of the Santa Ana Municipal Code, has approved and recommended to this Council an amendment to the Land Use and Arterial Streets section of the General Plan of the City of Santa Ana as hereinafter set forth, and Wq{EREAS, this Council, on June 19, 1978, has held a public hearing duly noticed in accordance with § 27-17 S.A.M.C., and based on such hearing and the evidence presented therein, does now find the said amendment, as recommended by the Planning Commission, to be in the public interest, and WHEREAS, this Council, prior to taking this action, has reviewed and considered the information continued in the Environmental Impact Report prepared and certified by the Santa Aha Redevelopment Agency as the lead agency for the project, which E.I.R. was previously reviewed and considered by this Council on December 20, 1976 (Resolution No. 76-150), and now finds that: a. There are no subsequent changes proposed in the project which will require major revisions of the E.I.R. b. No substantial changes have occurred with respect to the circumstances under which the project was under- taken which will require major revisions in the E.I.R. c. No new information of substantial importance has become available which would require revisions of the E.I.R., NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. That the Land Use and Arterial Streets section of the General Plan of the City of Santa Ana is hereby amended by redesignating property bounded by First, Third, Flower, and Van Ness Streets, and more specifically described on Exhibit A, attached hereto and incorporated by reference herein, from Government and Civic Facilities and Professional and Administrative Offices to High Density Residential, in accordance with that certain document entitled Exhibit G.P.A. 78-2, on file with the Clerk of the Council. 2. That the. following findings are hereby made: a. Redesignation of the subject property to a high density residential classification will allow for development of a proposed downtown housing project to provide needed residential facilities in the central city. The project is consistent with the objectives and content of the Redevelopment Plan to provide for market rate downtown housing by the creation of super- blocks and consolidation of fragmented parcels. The amendment will facilitate this type of project. c. Retail and service commercial facilities, as well as government facilities, are in close proximity and provide future residents of this area with the full range of services, including public transportation.
