A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 58-281 TO ADD THE NEW CLASS TITLE
OF PROPERTY REHABILITATION COUNSELOR AUTHORIZED IN THE 1978-79
ANNUAL BUDGET FOR THE FEDERALLY-FUNDED PROPERTY REHABILITATION
LOAN AND GRANT PROGRAMS
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers
and employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to Civil Service Rules and Regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, it is now desired to add a new class to the list of class titles
contained in said Resolution No. 58-281, as amended, and to allocate salary and
wage schedules thereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Aha:
That Section 3 of Resolution No. 58-281, as amended, is hereby further
amendad by adding, in proper alphabetical sequence, the following class
title at the salary range number as next herein set out:

PROPERTY REHABILITATION COUNSELOR
DEFINITION
Under general supervision, performs technical work in providing property
rehabilitation and financial counseling for property owners within neigh-
hood improvement project areas.
~XAMPLE OF DUTIES
Conducts preliminary interviews with prospective rehabilitation partici-
pants to determine eligibility; counsels and assists property owners on
matters concerning rehabilitation of their property; prepares loan/grant
applications and secures property appraisals; reviews credit check results
from banks; assists owners to secure acceptable contractors; enforces con-
tractor performance standards by pre-construction meetings and conducting
work-in-progress and final inspections; approves final disbursement of pay-
ments %o contractors; coordinates activities with neighborhood improvement
activities; keeps case records, prepares technical reports and performs
other related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
Positions in this class are at the full-performance, experienced working
level involving a combination of technical inspection work, property re-
habilitation (repair and alteration) counseling and multi-party liaison
£nvolving coordinating, monitoring, expediting and contract enforcement
functions, requiring good subject-area knowledge and above-average tact
and responsiveness. Reports to Property Rehabilitation Supervisor.
RECOMMENDED MINIMUM QUALIFICATIONS
Education equivalent to graduation from high school and two years' recent
experience in residential or commercial property rehabilitation, building
code enforcement, or supervisory building construction experience supple-
mented by a good knowledge of procedures involved in securing loans or
grants for the rehabilitation or purchase of real property, or any equiv-
alent combination of training and experience which provides the following
knowledge, skills and abilities:
Knowledge of: housing remodeling and rehabilitation costs, methods, tech-
niques and practices; general provisions of the Uniform Building, Electri-
cal, Plumbing and Mechanical Codes as applied to remodeling/rehabilitation
construction; various Federally-assisted property rehabilitation programs.
Ability to: make inspections according to construction plans and specifi-
cations; determine most feasible rehabilitation of residential property
in relation to available financing; provide financial counseling services;
establish and maintain effective working relationships with financing
agencies, property owners, contractors, other City employees and the general
publi~.
