Invocation was given by Reverend J.P.Forsander of the First Baptist Church, visiting Minister from Fort Lupton, Colorado. Each member of the City Council having received copies of the Minutes of September 2, 1958, reading of the Minutes was dispensed with and approved on motion of Counci!m~n Hubbard, seconded by Hall and carried. On motion of Councilm~n Hubbard, seconded by Gould and carried, Map of Tract No. 2392 filed by Rosewood Homes, for the dedication of Central Avenue, Hemlock Way, Rosewood Avenue, Baker Street and the alley'was approved subject to conditions as set forth by the Department of Public Works. Bond in the amount of $70,000.00 approved, license tax in the sum of $2,850.00 accepted and agreement covering improvements was ordered signed. On motion of Councilman Gould, seconded by Hubbard and carried, Preliminary Record ~ of Survey Map filed by Linseed 0il Products Company on property situated on the north 'side of Talbert Avenue, approximately 980 feet west of Bristol Street, was approved subject to conditions. Communication was presented from Mrs. Weston Walker, Secretary Civic Beautification Committee, advising that a poll had been taken of property owners and tenants on North Main Street from 7th Street to the Freeway, and a preference was made for the replanting of Queen p~lm trees, (Cocos Plumosas), and that such tree,,as stated by the Director of Parks and Recreation would be replanted without charge, upon request. On motion of Councilman Markel, seconded by Hubbard and carried, the coemnauication was received and filed. R.E. Tebault, 2027 North Main Street, stated he under- stood that trees would be replanted without cost to the property owners; replacement to be Queen p~lm trees of uniform size. It was moved by Councilman~Hubbard, seconded by Gould and carried, that it is the intent and policy of the City Council to replace and plant trees wherever it is desired by the abutti~ property owner. No. 58-235 Accept deeds Fairview Ave. west of Douglas St; widen No. Main St. Robert Gardner, 2027 South Rene Drive, stated school children are walking on an unpaved City-County roadway to attend John Adams School, which constitutes a hazardous situation due to the heavy traffic on Delhi Road. The Mayor explained the school is located in the City limits and the route taken by the children crosses County territory and County Officials hav~ been contacted to alleviate the condition. The Manager stated there is Police patrol five and one-half hours a day and a letter was sent to the County Board of Supervisors with reference to this hazard prior to the school opening; a~d the Road Cw~issioner was recommending to the Board of Supervisors that a black-topped sidewalk be placed on the south side of Delhi Road and that the Board of Education be requested to participate in the cost. Douglas Swanson, 2071 South Spruce Street, Aubrey G. Cook, 1422 West St. Andrew Street, ~nd Mrs. Walter D. Hunt, 1530 West Secrest Way, requested reduction of City and County speed limits, placement of a foot bridge near the guard rail and the stationing of a crossing guard at Rene Drive. One of the speakers suggested that school bus transportation be furnished. The Mayor explained that the City could not furnish buses for school children but he felt the Board of Education might make available a bus for the safe transportation of the children. On motion of Councilman Gould, seconded by Hubbard and carried, the recommendation of the Planning ~-.~,.~esiOn waS ~ approved and the Variance Application No. 1026 of John A. Whitaker granted to permit construction of a two-story, five-unit apartment building, with seven garages, on rear portion of property at 1208 North Van Ness Avenue, in an R-2 District. On motion of Councilman Gould, seconded by Hubbard and carried, the recommendation of the Planning Commission was approved and the Variance Application No. 1028 of MarJory J. Minter granted permission for decrease in distance between single-family dwellings, from the required 15 feet to l0 feet, on property situated at 610 South Garnsey Street, in an R-2 District, subject to conditions. The Council having unanimously waived the reading of the Resolution~ on motion of Couucilman Hall, seconded by Gould and carried, the following Resolution entitled: "Resolution No. 58-234 concerning parking limitations and curb markings in accordance therewith" establishing a red zone, a twelve-minute zone and a loading zone on the west side of South Main Street between First and Walnut Streets, in connection with request of United Automotive Service, was considered and passed by the following vote: Ayes, Councilmen Royal E. On motion of Councilman Hubbard, seconded by Hall and carried, the bond of Hugh M. Neighbour, Jr., filed for the improvements of Marion Way and Santa Clara Avenue, in Tract No. 2840, in the sum of $4,000.00, was ordered released and improvements C~mmunication L. J. Holmberg, 618 Cypress Avenue, directing attention to the deplorable and dangerous condition of the sidewalk in front of 1659 East First Street, was Claim Gordon P. Cains et ux received, filed and referred to the Manager for appropriate investigation. Mayor Heialy disqualified himself on the following motion. It was moved Councilman Gould, seconded by Hall and carried, that the Attorney be authorized to institute condemnation action of the City in the acquisition of the Cleo N. Sharp property at Sixth Street and V~n Ness Avenue, in the sum of $65,000.00; said sum is a reasonable amount based upon evidence of sales in the area and it is to the best interest of the City to settle said matter on the basis of approximately $3.52 per square foot which is au amount equal to average sales in the area comparable Roll Call to the property in question. Heinly Noes, Councilmen None Absent, Councflmen None The Council having unanimously waived the reading of the Resolution, on motion of Coune~lm~u Hubbard, seconded by Markel and carried, the following Resolution entitled: "Resolution No. 58-242 authorizing special channelization of traffic at the intersection of Fruit, Sixth and Mortimer Streets" establishing no parking in connection with channelization of traffic at said intersections in accordance with the plan nominated "Sixth, French and Fruit Inter- section Redesign", dated March 28, 1~58, and recommended by the Department of Public Works, was considered and passed by the following vote: Request Uptown Santa Aua Lions Club Ayes, Councilmen Royal E. Heinly Noes, Councilmen None Absent, Councl 1 men None On motion of Councilman Gould, seconded by Markel and carried, the request of Uptown Santa Ana Lions Club was granted to conduct the annual light bulb selling csmpaign in a house to house solicitation between the hours of 6 P.M. and 9 P.M., Mayor of the City of~ September 22, 23, 24 and 25, 1958· On motion of Councilman Gould, seconded by Hubbard and carried, the City Council adjourned.
