A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA REQUESTING THAT HUD REALLOCATE
COMMUNITY DEVELOPMENT FUNDS FORMERLY ALLOCATED
TO THE CITY OF ORANGE
WHEREAS, the Department of Housing and Urban Development
requires that Community Development Block Grant recipients develop
programs to promote fair housing and to assist in providing housing
for low and moderate citizens; and
WHEREAS, the City Council of the City of Orange chose to
reject their fourth year entitlement of $825,000 of C.D. Block Grant
funds rather than take affirmative steps to meet their housing needs;
and
WHEREAS, the Southern California Association of Governments'
Regional Housing Allocation Model indicates that the City of Orange
is presently housing 867 less low and moderate income families than
they should while the City of Santa Ana is housing 1,363 more such
families than is its fair share; and
WHEREAS, the 1970 U.S. Census indicated that the City of
Santa Ana contained 10% of the population of the County of Orange
while having 18% of the welfare caseloads; and
WHEREAS, other sources of data such as the 1976 Special
Census continue to indicate that the City of Santa Ana bears the
greatest burden resulting from the fact that other Orange County
cities are not housing their fair share of low and moderate income
familes; and
WHEREAS, the City of Santa Ana has during the past three
years developed and implemented one of the most balanced, innovative,
and well-run Community Development Block Grant Programs administered
through the Los Angeles Area Office of HUD; and
WHEREAS, the Secretary of HUD is, in Section 570.107 of
the C.D. regulations, granted the authority to reallocate disapproved
funds "to States, metropolitan cities, urban counties, or other
units of general local government."
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA:
That staff be directed to request that the Secretary of
the Department of Housing and Urban Development reallocate the $825,000
previously reserved for the City of Orange and give such funds as a
discretionary grant to the City of Santa Ana with the understanding
that:

$25,000 shall be subcontracted to the Orange County
Fair Housing Council to reimburse them for services
rendered to residents of the City of Orange and to
assist in the development of anti-discrimination education
programs; and
be
$800,000 shall be spent to encourage or develop new
construction or rehabilitation programs in or near the
City of Orange which will provide housing opportunities
for relocating Santa Aha and Stanton low and moderate
income persons; that is, the elderly and others who
desire to live in that area and families who work
within the Orange area.
