A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA REQUESTING THE COMMENCEMENT OF PROCEEDINGS
FOR THE ANNEXATION OF CERTAIN INHABITED TERRITORY DESIG-
NATED AS "MAIN STREET (CITY OF TUSTIN) AND COSTA MESA-
NEWPORT FREEWAY NORTHWEST ANNEXATION" TO THE CITY OF
SANTA ANA AND DIRECTING THE CLERK OF THE COUNCIL TO
FILE A CERTIFIED COPY HEREOF WITH THE ORANGE COUNTY
LOCAL AGENCY FORMATION COMMISSION
WHEREAS, it is the desire of the City of Santa Ana to annex into
its boundaries certain inhabited property constituting an unincorporated
island, which is delineated on the map attached hereto and described as
"Exhibit A" and described in "Exhibit B" also attached hereto, pursuant to
the provisions of Part 2 of Division 2 of Title 4 of the California
Government Code; and
WHEREAS, it has been determined by the Orange County Local Agency
Formation Commission that the subject territory is within the Sphere of
Influence of the City of Santa Ana; and
WHEREAS, the City Council has determined that the proposed annexa-
tion is categorically exempt from the CEQA requirements for environmental
impact review; and
WHEREAS, it is the desire of the City of Santa Ana to extend the
full range of municipal services to these unincorporated islands; and
WHEREAS, it has been determined that the City of Santa Ana is
currently providing and has in the past provided a variety of municipal
services to the proposed annexation:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Santa Ana:
That the City of Santa Ana requests the commencement of annexa-
tion proceedings regarding said inhabited territory in accord-
ance with the Municipal Organization Act of 1977, Part 2 of
Division 2 of Title 4 of the California Government Code,
governing unincorporated island annexation.
That the proposed annexation be made pursuant to Sections 35013
and 35150 (f) of the Municipal Organization Act of 1977.
That the following factors have been considered and findings
made thereon:
The subject territory presently contains a private school,
convent and currently developing multiple family residences.

The subject territory is presently zoned Suburban Residential
by the County of Orange and would be prezoned by the City
of Santa Ana to maintain consistenqy with adjacent sites and
the General Plan.
The subject territory is presently receiving water, sanita-
tion and street lighting services from agencies other than
Santa Ana. These services will either be continued by the
agencies so serving, or replacement services will be pro-
vided by Santa Ana.
The subject territory contains curbing, limited sidewalk
improvements and a parking lot with access to the area
from Main Street (City of Tustin) only.

That the City Council finds and petitions the Local Agency
Formation Commission to determine, pursuant to Section 35150(f)
of the Municipal Organization Act of 1977, and based in part
on the factors enumerated in paragraph 3 herein, that the pro-
posed area:
a. Does not exceed 100 acres in area;
b. Constitutes the entire island;
c. Is substantially surrounded by the City of Santa Ana;
d. Is substantially developed;
e. Is not prime agricultural land; and
f. Is receiving benefits from the City of Santa Ana.
That the Local Agency Formation Commission is hereby petitioned
to conduct required hearings on the subject hereof, and there-
after to authorize the Board of Supervisors of Orange County to
order the annexation without an election of the subject ter-
ritory.
That the subject area is a developed area of 15 acres con-
sisting of a private school, convent and currently developing
multiple family residences. The area is substantially sur-
rounded by the incorporated limits of the City of Santa Ana.
That the justification for the proposed change of organization
is to provide full municipal services to a developed County
island area, thereby increasing the quality, economy and
efficiency of such services to the areas.
That the Clerk of the Council is hereby directed to file a
certified copy of this resolution with the Executive Officer
of the Local Agency Formation Commission.

TO THECITY OF SANTA ANA, CALIFORNIA
All that certain territory situated in the County of~Orange, State of
California, more particularly described as follows:
Beginning at a point in the existing boundary of~n~ City of Santa Ana,
said point, being the Southeast corner of the "East First Street Annex
No..1."
Thence along the existing boundary line of said City of sahta Ana in a
generally Northerly, Easterly and Northerly and Easterly direction as
established by the said "East First Street Annex No. l", by the "East
~.~.~imst~treet Annex No. 4", and by the "First and Tustin West Annex No. 2"

North 0° 27' 15" West 386.8+ feet
North 89o 32' 45" East 643.~feet

Thence departing from the boundary of the City of Santa Aha and proceeding
in a Southerly direction along the Original City of Tustin Incorporation
Boundary 617+ feet, to the North line of Main Street; thence Westerly
along the exTsting boundary of the City of Tustin as established by the
City of Tustin Annex No. 15; continuing thence Westerly and Northwesterly
along the existing City of Tustin boundary as established by the City of
Tustin Annex No. 32 to the Point of Beginning.
